VA Veteran-Owned Small Business Verification Guidelines
This interim final rule implements portions of the Veterans Benefits, Health Care, and Information Technology Act of 2006. This law requires the Department of Veterans Affairs (VA) to verify ownership and control of veteran-owned small businesses, including service- disabled veteran-owned small businesses. According to this interim final rule, a contracting officer in the Department of Veterans Affairs may restrict competition for a requirement to a service-disabled veteran-owned small business (SDVOSB) or to a veteran-owned small business (VOSB) if that business is listed as ``verified'' in the VetBiz.gov Vendor Information Pages (VIP) database. The interim final rule defines the eligibility requirements for businesses to obtain ``verified'' status, explains examination procedures, and establishes records retention and review processes.

The Department of Veterans Affairs (VA) is amending its regulations regarding the authority to provide a Government-furnished headstone or marker for placement on already marked graves of eligible veterans in private cemeteries. As required by the Privacy Act of 1974, 5 U.S.C. 552a(e), notice is hereby given that VA is amending its system of records currently entitled ``Healthcare Eligibility RecordsVA'' (89VA19) as established in the Federal Register, 59 FR 8677 (Feb. 23, 1994), and last amended at 66 FR 27752 (May 18, 2001). VA is amending the system by renaming the system to ``Income Verification RecordsVA'' and renumbering the system to 89VA16, as well as revising the ``Description of Systems of Records''; ``Routine Use Disclosures of Data in the System''; ``Categories of Records in the System''; ``Routine Uses of Records Maintained in the System''; and ``Retrievability.'' Typographical Error: Notice and Assistance Requirements; Correction

Notice and Assistance Requirements and Technical Correction

Loan Guaranty: Loan Servicing and Claims Procedures Modifications Segment 2 Effective Date
This publication is to serve as notice that on April 18, 2008, Subpart F of Title 38, Code of Federal Regulations, Part 36, will be applicable to industry segment 2. Program participants in the VA Home Loan Guaranty Program's servicing and claims activities were assigned to one of nine industry segments as part of the planned phased implementation of the rules in Subpart F. All program participants were given notice of their respective segments and were afforded opportunity to comment during the regulatory development process (see Supplementary Information section of this notice). Segment 2 participants will be under the authority of Subpart F rules on April 18, 2008. VA continues to work with these participants to ensure that all necessary servicing system modifications, defect corrections, interface testing and data transmission are addressed.
Board of Veterans' Appeals: Expedited Claims Adjudication Initiative-Pilot Program
The Department of Veterans Affairs (VA) proposes to launch an initiative for accelerated claims and appeals processing at four VA facilities, based on volunteer participation by eligible claimants. The purposes of this proposed initiative are to provide a model to streamline the VA claims adjudication and appeals process systemwide and to obtain resolution of individual claims and appeals at the earliest time possible in order to provide final decisions to veterans and their families with regard to their claims for benefits. If this initiative is successful at the four trial sites, the data obtained from this initiative may provide a basis for expanding some, or all, of the program nationwide, and ultimately help accelerate the processing of all claims and appeals.
Elimination of Co-Payment for Weight Management Counseling
This proposed rule would amend the Department of Veterans Affairs (VA) medical regulations concerning co-payments for inpatient hospital care and outpatient medical care. More specifically, it would designate weight management counseling (individual and group sessions) as a service that is not subject to co-payment requirements. The intended effect of this proposed rule is to increase participation in weight management counseling by removing the co-payment barrier. This proposed rule would also amend the medical regulations by making nonsubstantive changes to correct references to statutory provisions. VA is also using direct final rulemaking for this action because we expect that there will be no significant adverse comments on the rule. (See RIN 2900-AM59). If no significant adverse comments are received, VA will confirm the effective date of the direct final rule and withdraw this proposed rule. If significant adverse comments are received, VA will withdraw the direct final rule and proceed with rulemaking on this proposed rule. A subsequent Federal Register document will be published to announce VA's action.

Definition of Service in the Republic of Vietnam
The Department of Veterans Affairs (VA) proposes to amend its adjudication regulations regarding the definition of service in the Republic of Vietnam. We state that service in the Republic of Vietnam for the purposes of applying the presumption of exposure to herbicide agents includes service on land and on inland waterways in Vietnam. The amendments clarify existing regulatory provisions and ensure the proper administration of VA policy.
