Type of Review: Extension of a currently approved collection. Abstract: The data collected on VA Form 21–0571 is use to determine whether children’s income can be excluded from consideration in determining a parent’s eligibility for non-service connected pension. A veteran’s or surviving spouse’s rate of improved pension is determined by family income. However, children’s income may be excluded if it is unavailable or if including that income would cause a hardship. The examining physician also completes the form to record the findings of such examination. An examination is required where the reasonable probability of a valid claim is indicated in any claims for disability compensation or pension, including claims for benefits based on the need of a veteran, surviving spouse, or parent for regular aid and attendance, and for benefits based on a child’s’ incapacity of self-support. VA uses the data to determine the level of disability. An agency may not conduct or sponsor, and a person is not required to respond to a collection of information unless it displays a currently valid OMB control number. The Federal Register Notice with a 60-day comment period soliciting comments on this collection of information was published on January 23, 2008, at page 4049.
