Notice of Proposed Guidance and Request for Comment on the Federal Transit Administration's Research, Technical Assistance, and Training Programs: Application Instructions and Program Management Guidelines (FTA Circular 6100.1D)
This notice proposes guidance in the form of a revised circular on the Federal Transit Administration's research, technical assistance, and training programs and seeks comment thereon. Proposed FTA Circular 6100.1D, ``Research, Technical Assistance, and Training Programs: Application Instructions and Program Management Guidelines,'' modifies FTA's existing FTA Circular 6100.1C, ``Transit Research and Technology Programs: Application Instructions and Program Management Guidelines'' to reflect current policy and new FTA programs, restructures the circular, and clarifies FTA's requirements and processes.
Early Scoping for the Alternatives Analysis of the North Corridor Transit Project in Metropolitan Seattle
The Federal Transit Administration (FTA) and the Central Puget Sound Regional Transit Authority (Sound Transit) issue this early scoping notice to advise other agencies and the public that they intend to explore alternatives for improving transit service between Northgate in Seattle and Lynnwood, in King and Snohomish counties, Washington. The early scoping is being conducted within the context of the Council on Environmental Quality's regulations for complying with the National Environmental Policy Act (NEPA) and is part of a planning Alternatives Analysis (AA) required by Title 49 United States Code (U.S.C.) 5309 to analyze the potential for a fixed guideway alternative to be implemented as an FTA-assisted major capital transit investment. The AA process results in the selection or confirmation of a locally preferred alternative which is the proposed action. The early scoping notice is intended to invite public comments on the scope of the AA study, including the transportation problems to be addressed, a range of alternatives, the transportation and community impacts and benefits to be considered, the capital and operating costs, the financial plans and other factors that the public and agencies believe should be considered in analyzing alternatives. If preparation of an environmental impact statement (EIS) is warranted following completion of the planning AA, a notice of intent to prepare an EIS will be published. This early scoping process is intended to support the future NEPA scoping process. Public meetings and the range of alternatives currently identified to address the project's purpose are described below.

Bus and Bus Facilities Discretionary Program Funds
The U.S. Department of Transportation's (DOT) Federal Transit Administration (FTA) announces the selection of projects funded with Bus and Bus Facilities program funds in support of DOT's Livability Initiative, which was announced in the Bus Livability Initiative notice of funding availability on December 8, 2009. The Livability Bus program makes funds available to public transit providers to finance capital projects to replace, rehabilitate, and purchase buses and related equipment and to construct bus-related facilities, including programs of bus and bus-related projects for assistance to subrecipients that are public agencies, private companies engaged in public transportation, or private non-profit organizations.

Intent To Prepare an Environmental Impact Statement for a Proposed Light Rail Transit Line in Detroit, MI
The Federal Transit Administration (FTA), as the federal lead agency, and the City of Detroit (the City) intend to prepare an Environmental Impact Statement (EIS) for the proposed Woodward Avenue Light Rail Transit (LRT) project in Detroit, Michigan. The proposed project, described more completely within, is an LRT line that would begin in downtown Detroit near the Detroit River and extend northwest along Woodward Avenue (M-1), terminating near Eight-Mile Road (M-102) in Detroit, Wayne County, Michigan. The purpose of this notice is to alert interested parties regarding the intent to prepare the EIS, to provide information on the nature of the proposed project and possible alternatives, and to invite public participation in the EIS process.

Environmental Impact Statement for the Proposed Implementation of Rail Passenger Service on the Cotton Belt Corridor
The Federal Transit Administration (FTA), as the Federal lead agency, and the Dallas Area Rapid Transit (DART) intend to prepare an Environmental Impact Statement (EIS) to study the implementation of rail passenger service on the 26-mile long Cotton Belt Corridor from Dallas-Fort Worth International Airport (DFWIA) in Tarrant County, Texas, through a large portion of northwest Dallas County, to the existing DART Red Line Light Rail Transit (LRT) corridor in the Cities of Plano and Richardson in Collin County, Texas. The primary purpose of the Cotton Belt Corridor Regional Rail Project is to provide passenger rail connections that will improve mobility, accessibility and system linkages to major employment, population and activity centers. The Federal Aviation Administration (FAA), having jurisdiction over airports, is being requested to be a cooperating agency in this study. The purpose of this Notice is to alert interested parties regarding the plan to prepare the EIS, to provide information on the nature of the proposed transit project, to invite participation in the EIS process, including comments on the scope of the EIS proposed in this notice, and to announce that public scoping meetings will be conducted.

Notice of Buy America Waiver for Minivans and Minivan Chassis
In response to formal requests from El Dorado National, Kansas, and Chrysler Group LLC, and informal requests from several other parties, and based on the fact that no manufacturer has identified itself as willing and able to supply minivans or minivan chassis that are assembled in the United States, the Federal Transit Administration hereby waives its Buy America final assembly requirement for minivans and minivan chassis. This waiver is valid until such time as a domestic source becomes available.

This advance notice of proposed rulemaking (ANPRM) seeks public comment regarding the Federal Transit Administration's (FTA) New Starts and Small Starts project justification criteria. In particular, FTA seeks public input on how to improve its calculation of ``cost effectiveness,'' including whether FTA should measure quantifiable benefits other than reduced travel time. In addition, FTA seeks comment on how it should evaluate environmental benefits and economic development effects. Information gathered from this ANPRM will inform FTA's broader effort, next year, to amend the regulations that govern its New Starts and Small Starts programs.

FTA Supplemental Fiscal Year 2010 Apportionments, Allocations, and Corrections
The Hiring Incentives to Restore Employment Act, (Pub. L. 111- 147), signed into the law by President Obama on March 18, 2010, authorized funds for all of the surface transportation programs of the U.S. Department of Transportation (DOT) for the remainder of the Fiscal Year (FY) ending September 30, 2010, and the first quarter of FY 2011. This Notice supplements the February 18, 2009 Federal Register notice to apportion the full amount of FY 2010 formula funds. In addition, this Notice revises the Job Access and Reverse Commute (JARC) and Alternatives Analysis program carryover tables, Small Transit Intensive Cities (STIC) performance data and Apportionments table, and Bus and Bus Facilities Extensions and Reprogramming table, and allocates the remaining FY 2010 funds made available to congressionally designated projects under the Alternative Analysis program.
Public Transportation on Indian Reservations Program; Tribal Transit Program

The Federal Transit Administration (FTA) announces the availability of approximately $24.5 million in discretionary Fiscal Year (FY) 2010 Paul S. Sarbanes Transit in Parks Program (Transit in Parks Program) funds. This notice solicits proposals to compete for FY 2010 funds under the program, which was established by Section 3021 of the Safe, Accountable, Flexible, Efficient, Transportation Equity Act: A Legacy For Users (SAFETEA-LU), as amended (49 U.S.C. 5320). The program is administered by FTA in partnership with U.S. Department of Interior (DOI) and the U.S. Department of Agriculture's Forest Service.
Alternative Transportation in Parks and Public Lands Program
The U.S. Department of Transportation's (DOT) Federal Transit Administration (FTA) announces the selection of projects funded with Fiscal Year (FY) 2009 appropriations for the Paul S. Sarbanes Transit in Parks program (formally the Alternative Transportation in Parks and Public Lands (ATPPL)) program, authorized by Section 3021 of the Safe, Accountable, Flexible, Efficient Transportation Equity ActA Legacy for Users of 2005 (SAFETEA-LU) and codified in 49 U.S.C. 5320. The Paul S. Sarbanes Transit in Parks program funds capital and planning expenses for alternative transportation systems in parks and public lands. Federal land management agencies and State, tribal and local governments acting with the consent of a Federal land management agency are eligible recipients.
Discretionary Bus and Bus Facilities Program
The Federal Transit Administration (FTA) announces the availability of discretionary Section 5309 Bus and Bus Facilities grant funds in support of its ``State of Good Repair'' initiative. The State of Good Repair (SGR) Bus initiative will be funded with up to $775 million in unallocated Fiscal Year (FY) 2010 discretionary Bus and Bus Facilities Program funds, authorized by 49 USC 5309(b) of the Safe, Accountable, Flexible, Efficient, Transportation Equity Act: A Legacy For Users (SAFETEA-LU), Public Law 109-59, August 10, 2005. FTA may use additional Bus and Bus Facilities program funding that becomes available in the future to further support this initiative.
Intent To Prepare an Environmental Impact Statement for Expansion of Light Rail Transit Service From Glassboro, NJ to Camden, NJ
FTA, in coordination with the Delaware River Port Authority (DRPA)/Port Authority Transit Corporation (PATCO), is issuing this Notice of Intent (NOI) to advise the public that it proposes to prepare an Environmental Impact Statement (EIS) to assess the potential environmental impacts associated with the construction and operation of the Glassboro-Camden Line (GCL) light rail system, as well as assess and document a No-Action Alternative and a Transportation System Management (TSM) Alternative. The proposed GCL system is approximately 18 miles long and would operate between the Borough of Glassboro in Gloucester County and the City of Camden in Camden County along, and primarily within, the existing Conrail railroad right-of-way. Light Rail technology along this alignment was selected as the Recommended Alternative based on a two-year Alternatives Analysis completed by DRPA/PATCO in 2009.
Over-the-Road Bus Accessibility Program Grants: Corrections

Intent To Prepare an Environmental Impact Statement for the South Bay Metro Green Line Extension Transit Corridor, Southwestern Portion of Los Angeles County, CA
The Federal Transit Administration (FTA) and the Los Angeles County Metropolitan Transportation Authority (LACMTA) intend to prepare an Environmental Impact Statement (EIS) for proposed transit improvements in the South Bay Metro Green Line Extension Transit Corridor. LACMTA operates the Metro transit system in Los Angeles County. The proposed project would improve mobility in southwestern Los Angeles County by introducing high-frequency transit service options; enhance the regional transit network by interconnecting existing and planned rapid transit lines such as the proposed Crenshaw/LAX Transit Corridor and the Los Angeles World Airports (LAWA) planned People Mover; provide an alternative mode of transportation for commuters who currently use the congested I-405 corridor; improve transit accessibility for residents and employees who live and/or work along the corridor; and encourage a mode shift to transit, reducing air pollution and Greenhouse Gas emissions.

FTA will use the information to evaluate the impact of the program on air quality and its support of emerging markets for new clean fuel and advanced propulsion technologies. Preparation of an Alternatives Analysis and Environmental Impact Statement for High Capacity Transit Improvements for the Indianapolis Northeast Corridor in the Indiana Counties of Marion and Hamilton
The Federal Transit Administration (FTA), the Central Indiana Regional Transportation Authority (CIRTA), the Indianapolis Metropolitan Planning Organization (Indianapolis MPO) and Indianapolis Public Transportation Corporation (IndyGo) intend to prepare an Alternatives Analysis/Environmental Impact Statement (AA/EIS) relating to proposed high capacity transit improvements in the Northeast Corridor located in the Indiana counties of Marion and Hamilton. The study area is an approximately 23-mile long travel corridor extending from downtown Indianapolis to the northern parts of Noblesville and includes the communities of Carmel and Fishers. Options to be considered include No-Build, Transportation System Management (TSM), Bus Rapid Transit (BRT), and Commuter Rail. The AA/EIS will be prepared in accordance with the requirements of the National Environmental Policy Act (NEPA) and its implementing regulations. The AA/EIS process provides opportunities for the public to comment on the scope of the EIS, including the project's purpose and need, the alternatives to be considered, and the impacts to be evaluated. The southern terminal of all alternatives will be Union Station or an adjacent transit center in downtown Indianapolis.
FTA Fiscal Year 2010 Apportionments, Allocations, and Program Information
The Federal Transit Administration (FTA) annually publishes one or more notices apportioning funds appropriated by law. In some cases, if less than a full year of funds is available, FTA publishes multiple partial apportionment notices. This notice is the first notice announcing partial apportionment of Fiscal Year (FY) 2010 formula and discretionary funds. It also provides program guidance and requirements; and provides information on several program issues important in the current fiscal year. The notice also includes tables that show certain discretionary programs unobligated (carryover) funding from previous years that will be available for obligation during FY 2010.

Solicitation of Nominations for Members of the Transit Rail Advisory Committee for Safety
The Federal Transit Administration (FTA) is seeking nominations for individuals to serve on the Transit Rail Advisory Committee for Safety (TRACS). The Advisory Committee meets at least twice a year to advise FTA on transit safety issues. The recommendations of the TRACS will help FTA develop new policies, practices, and regulations for enhancing safety in rail transit should FTA be given authority to promulgate new transit safety requirements.

Intent To Prepare an Environmental Impact Statement for Proposed Transit Improvements in the Eastside Transit Corridor Phase 2, Eastern Portion of Los Angeles County, CA
The Federal Transit Administration (FTA) and the Los Angeles County Metropolitan Transportation Authority (LACMTA) intend to prepare an Environmental Impact Statement (EIS) for the Eastside Transit Corridor Phase 2 Project in Los Angeles County, California. LACMTA operates the Metro transit system in Los Angeles County. The proposed project would provide a continuation of the Metro Gold Line Eastside Extension, a light rail transit line (LRT), from Union Station in downtown Los Angeles to East Los Angeles. This connection between Downtown Los Angeles and the growing Eastside is consistent with regional transportation and land use plans. Phase 2 would expand upon the Gold Line Eastside Extension investment and bring improved, high- capacity transit service as far east as Whittier or South El Monte, connecting the cities of Commerce, Monterey Park, Montebello, Rosemead, South El Monte, Pico Rivera, Santa Fe Springs and Whittier, and unincorporated portions of Los Angeles County which include east Los Angeles and west Whittier-Los Nietos.
Over-the-Road Bus Accessibility Program Grants
The U.S. Department of Transportation (DOT) Federal Transit Administration (FTA) announces the availability of funds in Fiscal Year (FY) 2009 for the Over-the-Road Bus (OTRB) Accessibility Program, authorized by Section 3038 of the Transportation Equity Act for the 21st Century (TEA-21). The OTRB Accessibility Program makes funds available to private operators of over-the-road buses to finance the incremental capital and training costs of complying with DOT's over- the-road bus accessibility regulation. The authorizing legislation calls for national solicitation of applications with grantees to be selected on a competitive basis. Federal transit funds are available to intercity fixed-route providers and other OTRB providers at up to 90 percent of the project cost.

The purpose of this notice is to announce publicly the environmental decisions by FTA on the subject projects and to activate the limitation on any claims that may challenge these final environmental actions.
Exempt Discretionary Program Grants (Section 5309) for Urban Circulator Systems
The Federal Transit Administration (FTA) announces the availability of Section 5309 funds for exempt discretionary grants for Urban Circulator Systems which support the Department of Transportation Livability Initiative. The Urban Circulator program will be funded using $130 million in unallocated Discretionary New Starts/Small Starts Program funds, authorized by 49 U.S.C. 5309(a) of the Safe, Accountable, Flexible, Efficient, Transportation Equity Act: A Legacy For Users (SAFETEA-LU), Public Law 109-59, August 10, 2005. FTA may use additional Section 5309(a) Discretionary funding that becomes available for allocation to further support this initiative.

Intent To Prepare an Environmental Impact Statement for Proposed Intermodal Transit Improvements in Hercules, CA
The Federal Transit Administration (FTA) in cooperation with the City of Hercules, CA (City) is planning to prepare a joint Environmental Impact Statement/Environmental Impact Report (EIS/EIR) for the construction of a proposed intermodal transit center project which includes a new passenger train station on the existing Capitol Corridor line, a transit bus terminal, access roadways, and parking facilities, located in Hercules, California. The project would serve commuters, visitors and recreational users who desire an alternative way to travel to and from the City of Hercules and the San Francisco Bay area and the Sacramento area to access employment, entertainment, and recreational destinations. This EIS/EIR will not study a ferry terminal as part of the proposed project. Any future ferry terminal will be evaluated under a separate environmental document. However, the potential for a future ferry terminal will be considered in the cumulative impact analysis for this project. The purpose of this Notice of Intent (NOI) is to alert interested parties on the preparation of an EIS/EIR, to provide information on the proposed transit project, to invite participation in the EIS/EIR process, including comments on the scope of the EIS/EIR, and to announce the public scoping meeting that will be conducted.
Proposed Policy Statement on the Eligibility of Pedestrian and Bicycle Improvements Under Federal Transit Law
This notice describes the eligibility of pedestrian and bicycle improvements for Federal Transit Administration (FTA) funding and proposes a formal policy on the catchment area for pedestrians and bicyclists in relationship to public transportation stops and stations. FTA seeks comment from all interested parties. After consideration of the comments, FTA will issue a second Federal Register notice responding to comments and noting any changes made to the policy statement as a result of comments received.

Notice of Intent To Prepare an Environmental Impact Statement (EIS) for Proposed Transit Improvements in the Corridor Between the Anaheim Regional Transportation Intermodal Center (ARTIC) and The Anaheim ResortTM
The Federal Transit Administration (FTA), in cooperation with the Orange County Transportation Authority (OCTA) and the City of Anaheim, is planning to prepare a Draft Environmental Impact Statement/ Environmental Impact Report (DEIS/EIR) to provide transit service over a 3.5-mile corridor between the future ARTIC on the east and The Anaheim Resort on the west. The EIS will be prepared in accordance with regulations implementing the National Environmental Policy Act (NEPA) as well as provisions of the Safe, Accountable, Flexible, and Efficient Transportation Equity Act: A Legacy for Users (SAFETEA-LU, 2005). The purpose of this Notice of Intent is to alert interested parties regarding the plan to prepare the DEIS, to provide information on the proposed transit project, to invite participation in the EIS process, including comments on the scope of the DEIS proposed in this notice, and to announce that public scoping meetings will be conducted.
Federal Fiscal Year 2010 Annual List of Certifications and Assurances for Federal Transit Administration Grants and Cooperative Agreements
Pursuant to 49 U.S.C. 5323(n), FTA is authorized to consolidate the certifications and assurances required by Federal law or regulations for its programs into a single document. FTA is also required by 49 U.S.C. 5323(n) to publish a list of those certifications and assurances annually.
