TIFIA Program Public Meeting

Highway Performance Monitoring System-Reassessment
The FHWA is initiating a reassessment of the Highway Performance Monitoring System (HPMS), which is a national highway transportation system database maintained and used by the FHWA. This notice requests public comment on issues to be reviewed as part of the reassessment. The FHWA working papers developed during the conduct of this reassessment will be placed in the docket for review and comment.

Surface Transportation Project Delivery Pilot Program
Section 6005 of the Safe, Accountable, Flexible, Efficient Transportation Equity Act: A Legacy for Users (SAFETEA-LU) established a pilot program to allow the Secretary to assign and the State to assume the Secretary's responsibilities under the National Environmental Policy Act (NEPA) for one or more highway projects. The Secretary may permit not more than five States (including the States of Alaska, California, Ohio, Oklahoma, and Texas) to participate in the program. Upon assigning NEPA responsibilities, the Secretary may further assign to the State all or part of the Secretary's responsibilities for environmental review, consultation or other action required under any Federal environmental law pertaining to the review of a specific project. In order to be selected for the pilot program a State must submit an application to the Secretary. Section 6005 requires the Secretary to promulgate rules that establish requirements relating to information required to be contained in an application by a State to participate in the pilot program. This proposed rule is intended to provide the application requirements.

Surface Transportation Environment and Planning Cooperative Research Program (STEP)
Section 5207 of the Safe, Accountable, Flexible, Efficient Transportation Equity Act: A Legacy for Users (SAFETEA-LU) established the Surface Transportation Environment and Planning Cooperative Research Program (STEP). The general objective of the STEP is to improve understanding of the complex relationship between surface transportation, planning and the environment. SAFETEA-LU provides $16.875 million per year for fiscal years (FY) 2006-2009 to implement this new cooperative research program. Due to obligation limitations, rescissions, and congressional designation of Title V Research in SAFETEA-LU, it is anticipated that approximately $11.9 million of the $16.875 million authorized will be available each fiscal year. The purpose of this notice is to: (1) Announce the creation of an FHWA Web site to provide information regarding the STEP; and (2) to solicit public input on the implementation strategy for this program.

Interstate Oasis Program
The FHWA is soliciting comments on a proposed Interstate Oasis program. Specifically, section 1310 of the Safe, Accountable, Flexible, Efficient Transportation Equity Act: A Legacy for Users (``SAFETEA- LU'', Pub. L. 109-59, enacted August 10, 2005), requires the Secretary of Transportation to develop standards for designating certain facilities as Interstate Oases and to design a uniform logo for such designated facilities. The FHWA has developed a preliminary framework for an Interstate Oasis program and is seeking public comments in order to refine and finalize the program.
Notice To Rescind Notice of Intent To Prepare an Environmental Impact Statement: Benton County, MO
The FHWA is issuing this notice to advise the public that we are rescinding the Notice Of Intent (NOI) to prepare an environmental impact statement (EIS) for a proposed project in central Missouri. The NOI was published in the Federal Register on April 20, 1994. This rescission is based on a reduction in scope from the 1994 proposal to build a 17.5-mile, four-lane relocation of U.S. Route 65 in Benton County.

Project Authorization and Agreements
The FHWA is revising its regulations relating to project authorization and agreements and the effect on obligations of Federal- aid highway funds under these requirements. The changes in this rulemaking will assist the States and the FHWA in monitoring Federal- aid highway projects and provide greater assurance that the Federal funds obligated reflect the current estimated cost of the project. In the event that Federal funds are de-obligated as a result of these changes, those funds may then be obligated for new or other active projects needing additional funding to the extent permitted by law.

Safe, Accountable, Flexible, Efficient Transportation Equity Act: A Legacy for Users (SAFETEA-LU); Opportunities for State and Other Qualifying Agencies To Gain Authority to Toll Facilities Constructed Using Federal Funds
This notice provides summary information on all of the various non-grant tolling and pricing opportunities available in the Safe, Accountable, Flexible, Efficient Transportation Equity Act: A Legacy for Users (SAFETEA-LU). This notice and a companion notice, which refers to the Value Pricing Pilot (VPP) program, are both in today's Federal Register. Together they are intended to explain all of the opportunities for States and other qualifying transportation agencies requesting permission to toll their respective facilities. In addition to describing each of the relevant programs, this notice also describes the initial review process that will help to identify which of the programs are candidate for a States' particular project, and of those, which is most appropriate to gain successful approval. That process applies to every program contained in this notice and also to the VPP program. The process is initiated with an Expression of Interest, which is fully defined later in this notice. Due to the nature of the deadlines required to solicit, review, and award the grant funds annually, the VPP program requires its own Federal Register notice, and is published in its entirety elsewhere in today's Federal Register under the title ``Safe, Accountable, Flexible, Efficient Transportation Equity Act: A Legacy for Users (SAFETEA-LU); Value Pricing Pilot Program Participation.'' Finally, this notice announces the availability of a website that will serve as a clearinghouse of information on all of the tolling and pricing programs and their respective program tenets.
Safe, Accountable, Flexible, Efficient Transportation Equity Act: A Legacy for Users (SAFETEA-LU); Value Pricing Pilot Program Participation
This notice invites State and local governments and other public authorities to apply to participate in the Value Pricing Pilot (VPP) program and presents guidelines for program applications. This notice describes the statutory basis for the VPP program and updates a notice published in the Federal Register on May 7, 2001 (66 FR 23077), by providing revised procedures, process timelines, and guidance for program participation. A companion notice referring to non-grant programs, entitled ``Safe, Accountable, Flexible, Efficient Transportation Equity Act: A Legacy for Users (SAFETEA-LU); Opportunities for States and Other Qualifying Agencies to Gain Authority to Toll Facilities Constructed Using Federal Funds'' is published elsewhere in today's edition of the Federal Register. Both of these notices are intended to cover all of the opportunities for States and other qualifying transportation agencies to obtain approval to toll their respective facilities and to secure funding to implement tolling and pricing.
Motor Vehicle Registration and Licensed Driver Information
The Federal Highway Administration (FHWA) annually analyzes and publishes motor vehicle registration and licensed driver information obtained from the States, the District of Columbia, and Puerto Rico. This notice seeks public input from users on the quality, timeliness, comprehensiveness, and other characteristics of these data. Based on this input and other information, the FHWA will determine whether it is necessary to change the motor vehicle registration and licensed driver information collected. The FHWA is considering various options for these data programs including investigating alternative sources of data from the public or private sector, developing enhanced software to capture and process the data more efficiently, and maintaining the status quo.
Implementation of the Highways for LIFE Pilot Program
This document contains the proposed implementation plan of Section 1502 of the Safe, Accountable, Flexible, Efficient Transportation Equity Act: A Legacy for Users (SAFETEA-LU) for the Highways for LIFE (HfL) Pilot Program to offer the opportunity for comment into the development of the final implementation document. LIFE is an acronym for ``Long-lasting, Innovative, Fast construction of Efficient and safe pavements and bridges.'' The purpose of the HfL Pilot Program is to accelerate the rate of adoption of innovations and technologies, thereby improving safety and highway quality while reducing congestion caused by construction. This will be accomplished through technology transfer, technology partnerships, information dissemination, incentive funding of up to 20 percent, but not more than $5 million on Federal-aid highway projects (eligible for assistance under Chapter 1 of title 23, United States Code) and HfL program accountability.
Environmental Impact Statement; Woodbury County, IA
The FHWA issued a notice of intent to prepare an Environmental Impact Statement (EIS) for a proposed Interstate 29 corridor study in Sioux City, Iowa from Sioux Gateway Airport/Sergeant Bluff Interchange to the South Dakota State border, published on November 18, 2004, 69 FR 67618. The FHWA is issuing this notice to advise the public of a revision to the study corridor limits. The proposed Interstate 29 study corridor for which an Environmental Impact Statement will be prepared is defined as extending from approximately \1/4\ mile south of the Burlington Northern Santa Fe Railroad Bridge over the Missouri River to Judd Street along the existing Interstate 29 corridor in Sioux City, Iowa.

Motorcyclist Advisory Council to the Federal Highway Administration
Pursuant to the Safe, Accountable, Flexible, Efficient Transportation Equity Act: A Legacy for Users (SAFETEA-LU), the Secretary of Transportation, acting through the Administrator of the Federal Highway Administration, is establishing a Council to coordinate with and advise the Administrator on infrastructure issues of concern to motorcyclists. The purpose of this notice is to invite interested parties to submit comments on the issues that should be discussed by the Motorcyclist Advisory Council to the Federal Highway Administration, and the organizations and participants to be considered for representation on the council.

Design Standards for Highways; Interstate System
The FHWA is requesting comments on a proposed amendment to the design standards that apply to highway construction and reconstruction projects on the Interstate System. A 2005 revision of the American Association of State Highway and Transportation Officials' (AASHTO) publication entitled A Policy on Design Standards Interstate System, January 2005, has replaced the previous version of this policy published in 1991. If adopted by the FHWA, the new AASHTO publication would constitute the FHWA's policy on geometric design standards for all construction and reconstruction projects on the Interstate System.
