The FAA is adopting a new airworthiness directive (AD) for all Airbus Canada Limited Partnership Model BD-500-1A10 and BD-500-1A11 airplanes. The FAA previously sent this AD as an emergency AD to all known U.S. owners and operators of these airplanes. This AD was prompted by reports of the autopilot/autothrottle system design resulting in inadvertent engagement of the autopilot when the flightcrew was attempting to engage the autothrottle late into the take-off phase or when attempting to re-engage the autothrottle during takeoff after uncommanded disconnect. This AD requires revising the Limitations section of the existing airplane flight manual (AFM) by revising the title of the existing autopilot AFM limitation, include a new warning prior to the existing autopilot engagement limitations, and include a new limitation prohibiting selecting or reselecting autothrottle during takeoff after thrust levers are advanced to the takeoff setting after the existing autopilot engagement limitations. The FAA is issuing this AD to address the unsafe condition on these products.

This AD was prompted by reports of the passenger door failing to dampen during opening at regularly scheduled maintenance checks, causing the door to open more rapidly than normal. An investigation found that a contributing factor was erroneous aircraft maintenance manual (AMM) procedures. This AD prohibits using certain versions of certain AMM tasks for the passenger door. The FAA is superseding Airworthiness Directive (AD) 2022-07- 10, which applied to all Airbus SAS Model A350-941 and -1041 airplanes. AD 2022-07-10 required revising the operator's existing FAA-approved minimum equipment list (MEL) to include dispatch restrictions. AD 2022- 07-10 allowed operators to inspect affected parts for discrepancies, and do applicable replacements, in order to terminate the revision of the operator's existing MEL. AD 2022-07-10 also prohibited the installation of affected parts. This AD was prompted by a determination that the optional inspection and applicable replacements should be required. This AD continues to require the actions in AD 2022-07-10, and mandates the inspection of affected parts and applicable replacements, as specified in a European Union Aviation Safety Agency (EASA) AD, which was incorporated by reference. The FAA is issuing this AD to address the unsafe condition on these products.

This proposed AD was prompted by reports of cracks found in the station (STA) 2370 pivot bulkhead forward outer chord. Analysis revealed higher bending stresses across the chord than originally assessed. This proposed AD would require repetitive detailed and high frequency eddy current (HFEC) inspections of the STA 2370 pivot bulkhead forward outer chord and longeron fitting for cracking and applicable on-condition actions. The FAA is proposing this AD to address the unsafe condition on these products.
Airworthiness Directives; General Electric Company Turbofan Engines

The FAA proposes to supersede Airworthiness Directive (AD) 2012-02-07, which applies to certain General Electric Company (GE) CF6- 45 and CF6-50 series model turbofan engines with a specified low- pressure turbine (LPT) rotor stage 3 disk installed. AD 2012-02-07 requires inspections of high-pressure turbine (HPT) and LPT rotors, engine checks, vibration surveys, an optional LPT rotor stage 3 disk removal after a failed HPT blade borescope inspection (BSI) or a failed engine core vibration survey, establishes a lower life limit for the affected LPT rotor stage 3 disks, and requires removing these disks from service at times determined by a drawdown plan. Since the FAA issued AD 2012-02-07, four additional events of separation of the LPT rotor assembly have been reported resulting in the LPT rotor assembly departing the rear of the engine. The manufacturer has improved the design of the LPT rotor stage 3 disk. This proposed AD would continue to require inspections of HPT and LPT rotor stage 1 and stage 2 blades, vibration surveys, and use of a lower life limit for the affected LPT rotor stage 3 disks. As a terminating action to the inspections, engine checks, and vibration surveys, this proposed AD would require removal and replacement of the LPT rotor stage 3 disk with a redesigned LPT rotor stage 3 disk. This proposed AD would also revise the compliance time of the drawdown plan for the removal and replacement of the LPT rotor stage 3 disk. This proposed AD would also prohibit the installation or reinstallation of certain LPT rotor stage 3 disks. The FAA is proposing this AD to address the unsafe condition on these products.

Update to Air Carrier Definitions

The FAA proposes to amend the regulatory definitions of certain air carrier and commercial operations. This proposed rule would add powered-lift to these definitions to ensure the appropriate sets of rules apply to air carriers' and certain commercial operators' operations of aircraft that FAA regulations define as powered-lift. The FAA also proposes to update certain basic requirements that apply to air carrier oversight, such as the contents of operations specifications and the qualifications applicable to certain management personnel. In addition, this proposed rule would apply the rules for commercial air tours to powered-lift. This proposed rule is an important step in the FAA's integration of new entrant aircraft in the National Airspace System (NAS).

Notice is being given that the FAA is considering a request from Golden Triangle Regional Airport Authority (GTRAA) to release and dispose of 143.95 acres of airport property in exchange for 236.14 acres of agricultural land to be used for future aeronautical development. The property proposed for release is made up of three parcels. Parcel 7A is approximately 31.16 acres, Parcel 7B is approximately 58.9 acres, and Parcel 7C is approximately 73.2 acres. These three parcels are currently undeveloped and not needed for aeronautical use. The property is planned to be developed into an airport compatible industrial use aluminum mill. While no money will exchange hands in this transaction, the land to be given to the airport in exchange for the property in question is higher in acreage, value, and utility in accordance with FAA's Policy and Procedures Concerning the Use of Airport Revenue.

In accordance with the Paperwork Reduction Act of 1995, FAA invites public comments about our intention to request the Office of Management and Budget (OMB) approval for a new information collection. The initial Federal Register Notice with a 60-day comment period soliciting comments on the following collection of information was published on April 26, 2022. The collection involves the possibility for airplane manufacturers, for which a newly built airplane is subject to the applicability of Annex 16, Volume III of the Convention on Civil Aviation (hereinafter the ``Chicago Convention''), to submit an electronic datasheet to the FAA for posting to the CO2 Certification Database (CO2DB). The information to be collected will be necessary because of FAA's commitment to help (a) provide publicly available data on the CO2 Metric Value (MV) which represents a measure of fuel burn performance of airplane types against CO2 technology/design standards, (b) track and communicate the improvement in airplane CO2 MVs over time and (c) provide an incentive to improve the CO2 MV of airplane types.

(Joby) Model JAS4-1 powered-lift. The comment period for this document expires on December 8, 2022. By email dated November 14, 2022, the European Union Aviation Safety Agency (EASA) requested that the FAA extend the public-comment deadline December 22, 2022 to facilitate harmonizing FAA and EASA criteria for powered-lift. The FAA agrees to the request and announces an extension of the comment period to December 22, 2022.
