Airworthiness Directives; Airbus SAS Airplanes
The FAA proposes to supersede Airworthiness Directive (AD) 2021-14-08, which applies to all Airbus SAS Model A319-151N, A319-153N, A319-171N, A320-251N, A320-252N, A320-273N, A321-251N, A321-251NX, A321-252N, A321-252NX, A321-253N, A321-253NX, A321-271N, A321-271NX, A321-272N, and A321-272NX airplanes. AD 2021-14-08 requires revising the existing airplane flight manual (AFM) to include a procedure to reinforce the airspeed check during the take-off phase and provide instructions to abort take-off in certain cases. This AD was prompted by the development of a software update to the elevator aileron computer (ELAC) to address the unsafe condition. This proposed AD would continue to require the actions in AD 2021-14-08 and would require replacing each affected ELAC and removing the AFM revision required by AD 2021-14-08, as specified in a European Union Aviation Safety Agency (EASA) AD, which is proposed for incorporation by reference. This proposed AD would also prohibit the installation of affected parts. The FAA is proposing this AD to address the unsafe condition on these products.
Proposed Amendment and Revocation of Class E Airspace; Bartlesville and Miami, OK
This action proposes to amend and remove Class E airspace at Bartlesville and Miami, OK. The FAA is proposing this action due to airspace reviews conducted as part of the decommissioning of the Oswego very high frequency (VHF) omnidirectional range (VOR) as part of the VOR Minimal Operational Network (MON) Program. Removal of Class E Airspace and Modification of Class D and Class E Airspace; Point Mugu NAS (Naval Base Ventura Co) Airport, CA
This action removes the Class E airspace, designated as an extension to a Class D or Class E surface area, at Point Mugu Naval Air Station (NAS) Airport, Oxnard, CA. This action also modifies the Class E airspace extending upward from 700 feet above the surface. Furthermore, this action removes the Class E airspace extending upward from 1,200 feet above the surface and the Class E airspace extending upward from 5,000 feet mean sea level (MSL), as both of these areas are contained within the Los Angeles Class E en route airspace and duplication is not necessary. Lastly, this action updates the Class D and Class E5 airspace legal descriptions. These actions ensure the safety and management of visual flight rules (VFR) and instrument flight rules (IFR) operations at the airport.
Amendment of Class D Airspace and Class E Airspace, and Revocation of Class E Airspace; Poughkeepsie, NY
This action amends Class D airspace and Class E surface airspace, and removes Class E airspace designated as an extension to a Class D surface area for Hudson Valley Regional Airport, Poughkeepsie, NY, as an airspace evaluation determined an update is necessary. This action updates the airport's name and removes Kingston VORTAC from the Class E surface airspace description, as well as replaces the term Airport/Facility Directory with Chart Supplement in the descriptions. This action enhances the safety and management of controlled airspace within the national airspace system.

In addition, Class E airspace designated as an extension to a Class C surface area is amended by updating the airport geographic coordinates and updating the name of the Raleigh/Durham VORTAC. Also, Horace Williams Airport has been abandoned, and is no longer in need of controlled airspace. Controlled airspace is necessary for the safety and management of instrument flight rules (IFR) operations in the area.

Airworthiness Directives; BAE Systems (Operations) Limited Airplanes
The FAA proposes to adopt a new airworthiness directive (AD) for all BAE Systems (Operations) Limited Model BAe 146 series airplanes. This proposed AD was prompted by a finding that when the autopilot is engaged, the architecture of the autopilot system does not automatically disconnect the autopilot in response to pilot application of a pitch input or when the electric pitch trim switch on either pilot control wheel is operated. This proposed AD would require modifying the autopilot engagement circuit. The FAA is proposing this AD to address the unsafe condition on these products.
Agency Information Collection Activities: Requests for Comments; Clearance of a New Approval of Information Collection
In accordance with the Paperwork Reduction Act of 1995, FAA invites public comments about our intention to request the Office of Management and Budget (OMB) approval for a new information collection. The Federal Register Notice with a 60-day comment period soliciting comments on the following collection of information was published on March 18th, 2022. The collection involves required responses to questions regarding an individual's identity in order to gain access to U.S. Federal Government web applications. The information to be collected will be used to verify the requestor's identity and create a user account.

Airworthiness Directives; Airbus Canada Limited Partnership (Type Certificate Previously Held by C Series Aircraft Limited Partnership (CSALP); Bombardier, Inc.) Airplanes
The FAA is adopting a new airworthiness directive (AD) for certain Airbus Canada Limited Partnership Model BD-500-1A10 and BD-500- 1A11 airplanes. This AD was prompted by a dual-engine automatic shutdown on landing. This AD requires revising the existing airplane flight manual (AFM) to incorporate a new normal procedure and revised non-normal procedures, as specified in a Transport Canada Civil Aviation (TCCA) AD, which is incorporated by reference. The FAA is issuing this AD to address the unsafe condition on these products.

Airworthiness Directives; Gulfstream Aerospace LP (Type Certificate Previously Held by Israel Aircraft Industries, Ltd.) Airplanes
The FAA proposes to adopt a new airworthiness directive (AD) for certain Gulfstream Aerospace LP Model Gulfstream G200 airplanes. This proposed AD was prompted by reports that wing flap fairing debonding and corrosion were discovered at certain areas of the lower skin on both wings. This proposed AD requires an inspection for corrosion in certain areas of the wing skin fairings, additional inspections if necessary, resealing the fairings with new fillet seal, and applicable corrective actions, as specified in the Civil Aviation Authority of Israel (CAAI) AD, which is proposed for incorporation by reference. The FAA is proposing this AD to address the unsafe condition on these products.

This action amends Jet Routes J-82 and J-94, RNAV route Q-122, and VOR Federal airways V-100, V-138, V-456, and V-505; and removes VOR Federal airway V-462 and the Fort Dodge, IA, Domestic Low Altitude Reporting Point. This action is necessary due to the planned decommissioning of the VOR portion of the Fort Dodge, IA, VOR/Tactical Air Navigation (VORTAC), which provides navigation guidance to portions of the affected Air Traffic Service (ATS) routes. The Fort Dodge VOR is being decommissioned as part of the FAA's VOR Minimum Operational Network (VOR MON) program.

This action proposes to remove the Class E airspace at Stratford, TX. The FAA is proposing this action due to the cancellation of the instrument procedures at the associated airport, and the airspace no longer being required.

Airworthiness Directives; The Boeing Company Airplanes
The FAA is adopting a new airworthiness directive (AD) for certain The Boeing Company Model 767-200, -300, -300F, and -400ER series airplanes. This AD was prompted by reports of burned Boeing Material Specification (BMS) 8-39 urethane foam, which is a material with fire-retardant properties that deteriorate with age. This AD requires replacing certain BMS 8-39 foam pads with Nomex felt in certain areas, removing certain BMS 8-39 foam pads in a certain area (which includes a general visual inspection to find BMS 8-39 foam pads), and inspecting the corner seals to determine if the corner seals were replaced, and replacing affected corner seals. This AD also prohibits the installation of BMS 8-39 urethane foam seal in certain locations. The FAA is issuing this AD to address the unsafe condition on these products.
Amendment of Area Navigation (RNAV) Route Q-136; MI
This action amends the description of Area Navigation (RNAV) route Q-136 by changing the name of the ``BAACN'', IA, waypoint (WP) to ``DIYAP''. The FAA is taking this action due to a similarly pronounced and sounding Fix (BACNN, MO) located approximately 55 nautical miles (NM) southwest of the BAACN WP which contributes to communications errors resulting from the similar-sounding Fix and WP names in radio communications. In addition, the FAA is making minor editorial changes to the Q-136 route description to standardize the format.

Agency Information Collection: Activity for OMB Review: Agency Request for Reinstatement of a Previously Approved Information Collection: 2120-0705, Hazardous Materials Training Requirements
In compliance with the Paperwork Reduction Act of 1995, the FAA invites the general public, industry and other governmental parties to comment about its intention to request the Office of Management and Budget (OMB) to reinstate the information collection request (ICR) OMB No. 2120-0705, Hazardous Materials Training Requirements. The ICR previously approved by OMB expired on July 31, 2022. The Federal Register Notice with a 60-day comment period soliciting comments that was published on June 10, 2022 received no public comments. This collection involves the FAA's certification process requirements for operators and repair stations that are required to submit documentation related to hazardous materials training programs.

This action corrects a final rule published by the FAA in the Federal Register on June 30, 2022, that amends United States Area Navigation (RNAV) route T-222 in the vicinity of Bethel, AK, in support of a large and comprehensive T-route modernization project for the state of Alaska. The final rule identified the CABOT, AK, and IKUFU, AK, route points as waypoints (WPs), in error. This action makes editorial corrections to all references of the CABOT, AK, and IKUFU, AK, WPs to change them to be reflected as Fixes and match the FAA's aeronautical database information.

Airworthiness Directives; Bell Textron Canada Limited (Type Certificate Previously Held by Bell Helicopter Textron Canada Limited) Helicopters
The FAA proposes to supersede Airworthiness Directive (AD) 99- 23-18, AD 2005-03-07, AD 2013-12-07, and AD 2014-04-07, which apply to certain Bell Helicopter Textron Canada (now Bell Textron Canada Limited) Model 407 helicopters. AD 99-23-18 requires revising the life limits for certain parts, replacing each part that has exceeded its life limit, and revising the Airworthiness Limitation Section (ALS) of the existing maintenance manual. AD 2005-03-07 requires establishing a maximum accumulated Retirement Index Number (RIN) count for certain crosstube assemblies and revising the ALS of the existing maintenance manual. AD 2013-12-07 requires inspecting the tailboom assembly for a crack, loose rivet, or other damage and depending on the inspection results, replacing certain parts. AD 2014-04-07 requires preflight checking, repetitively inspecting for a crack in certain tailbooms, modifying and re-identifying certain tailbooms, installing an improved horizontal stabilizer assembly, and revising the ALS of the existing maintenance manual. Since the FAA issued those ADs, a report was received of a crack on the tailboom lower skin due to fatigue damage and new and more restrictive airworthiness limitations have been issued. This proposed AD would require incorporating into existing maintenance records requirements (airworthiness limitations) as specified in the ALS service information. The FAA is proposing this AD to address the unsafe condition on these products.
Proposed Establishment of Class E Airspace; Norway, ME, and Proposed Amendment of Class E Airspace; Oxford, ME
This action proposes to establish Class E airspace extending upward from 700 feet above the surface at Stephens Memorial Hospital Heliport, Norway, ME, to accommodate area navigation (RNAV) global positioning system (GPS) standard instrument approach procedures (SIAPs) serving this heliport. Also, this action proposes to amend Class E airspace extending upward from 700 feet above the surface for Oxford County Regional Airport, Oxford, ME, by updating the airport's geographic coordinates, and removing unnecessary verbiage from the airport description. Controlled airspace is necessary for the safety and management of instrument flight rules (IFR) operations in the area.
Airworthiness Directives; Airbus SAS Airplanes
The FAA proposes to adopt a new airworthiness directive (AD) for certain Airbus SAS Model A350-941 airplanes. This proposed AD was prompted by a report that the path for the grounding wire of the engine fire shut off valve (FSOV) is routed through the wing trailing edge, which is not the shortest path available. This proposed AD would require modifying the wiring between the inboard fixed leading edge in the wing and in the forward cargo compartment on the left- and right- hand sides, as specified in a European Union Aviation Safety Agency (EASA) AD, which is proposed for incorporation by reference. The FAA is proposing this AD to address the unsafe condition on these products.
Airworthiness Directives; Bombardier, Inc., Airplanes
The FAA proposes to adopt a new airworthiness directive (AD) for certain Bombardier, Inc., Model BD-700-1A10 and BD-700-1A11 airplanes. This proposed AD was prompted by reports of the passenger door failing to dampen during opening at regularly scheduled maintenance checks, causing the door to open more rapidly than normal. An investigation found that a contributing factor was erroneous aircraft maintenance manual (AMM) procedures. This proposed AD would prohibit using certain versions of certain aircraft maintenance manual (AMM) tasks for the passenger door. The FAA is proposing this AD to address the unsafe condition on these products.
Airworthiness Directives; De Havilland Aircraft of Canada Limited (Type Certificate Previously Held by Bombardier, Inc.) Airplanes
The FAA proposes to adopt a new airworthiness directive (AD) for certain De Havilland Aircraft of Canada Limited Model DHC-8-402 airplanes. This proposed AD was prompted by an investigation that found that the actual operating temperatures within the integrated flight cabinet (IFC) were significantly higher than anticipated during certification. This proposed AD would require a design change to improve the integrated flight cabinet (IFC) cooling capacity. The FAA is proposing this AD to address the unsafe condition on these products.
Proposed Establishment of Class D Airspace, and Proposed Amendment of Class E Airspace; Selma, AL.
This action proposes to establish Class D airspace for Craig Field, Selma, AL, as a new air traffic control tower will service the airport. This action would also amend Class E airspace extending upward from 700 feet above the surface by updating the radius and geographic coordinates of the airport. Controlled airspace is necessary for the safety and management of instrument flight rules (IFR) operations in the area.

The FAA is correcting a final rule published in the Federal Register on July 11, 2022, that established RNAV route T-390 in the vicinity of St. Paul Island, AK. This action makes an editorial corrections to all references of the ZEBUV, AK, WP to change them to the ZEBUV, AK, Fix to match the FAA's aeronautical database information.
Airworthiness Directives; Airbus Helicopters
The FAA proposes to adopt a new airworthiness directive (AD) for Airbus Helicopters Model SA-365N, SA-365N1, AS-365N2, AS 365 N3, EC 155B, and EC155B1 helicopters. Modification of Class E Airspace; Coeur D'Alene-Pappy Boyington Field, ID; Correction
The FAA is correcting a final rule that appeared in the Federal Register on June 10, 2022. The rule modified the Class E surface airspace, and the Class E airspace extending upward from 700 feet above the surface at Coeur D'AlenePappy Boyington Field, ID. The final rule's Class E5 airspace legal description was missing verbiage. This action adds that missing verbiage to correct the Class E5 airspace legal description.
Accepted Means of Compliance; Remote Identification of Unmanned Aircraft
This document announces the acceptance of a means of compliance (MOC) in accordance with a rule issued by the FAA on January 21, 2021, that went into effect on April 21, 2021. The Administrator accepts ASTM, International (ASTM) F3586-22, with additions identified in this document as an acceptable means, but not the only means, of demonstrating compliance with the requirements for producing standard remote identification unmanned aircraft and remote identification broadcast modules.
