Special Conditions: Honeywell, Bombardier Model BD-100-1A10 Airplane; Electronic System Security Protection From Unauthorized Internal Access
These special conditions are issued for the Bombardier Model BD-100-1A10 airplane. This airplane, as modified by Honeywell, will have a novel or unusual design feature when compared to the state of technology envisioned in the airworthiness standards for transport category airplanes. This design feature is the installation of a system that provides wireless data download capability from the engine electronic control unit to Honeywell cloud-based storage. The applicable airworthiness regulations do not contain adequate or appropriate safety standards for this design feature. These special conditions contain the additional safety standards that the Administrator considers necessary to establish a level of safety equivalent to that established by the existing airworthiness standards.

Safety Management System Data
The FAA is proposing to designate certain reports, data, and information created as part of the development and implementation of safety management systems (SMS) as protected information when the information is voluntarily provided to the agency. Protected information generally is not subject to public disclosure. The designation is intended to encourage certificate holders to voluntarily share SMS-related data with the FAA and to protect the voluntarily provided information if the FAA has a need to share it with other Federal agencies with safety or security responsibilities.
Airworthiness Directives; Costruzioni Aeronautiche Tecnam S.P.A. Airplanes
The FAA is adopting a new airworthiness directive (AD) for all Costruzioni Aeronautiche Tecnam S.P.A. Model P2006T airplanes. This AD was prompted by mandatory continuing airworthiness information (MCAI) originated by an aviation authority of another country to identify and correct an unsafe condition on an aviation product. The MCAI identifies the unsafe condition as a manufacturing defect in the nose landing gear (NLG) piston tube. This AD requires replacing the NLG piston tube. The FAA is issuing this AD to address the unsafe condition on these products.
Airworthiness Directives; Airbus Helicopters
The FAA proposes to adopt a new airworthiness directive (AD) for all Airbus Helicopters Model AS350B, AS350BA, AS350B1, AS350B2, AS350B3, AS350D, EC130B4, and EC130T2 helicopters; Model AS355E, AS355F, AS355F1, AS355F2, AS355N, and AS355NP helicopters; and Model SA-365C1, SA-365C2, SA-365N, SA-365N1, AS-365N2, and AS 365 N3 helicopters. This proposed AD was prompted by a report of increased vibration during flight. This proposed AD would require the application of alignment markings on, and repetitive inspections of, the main rotor (MR) pitch rod upper links and, depending on findings, the accomplishment of applicable corrective actions, as specified in a European Union Aviation Safety Agency (EASA) AD, which is proposed for incorporation by reference (IBR). The FAA is proposing this AD to address the unsafe condition on these products.
Airworthiness Directives; Scotts-Bell 47 Inc. (Type Certificate Previously Held by Bell Helicopter Textron Inc.) Helicopters
The FAA is withdrawing a notice of proposed rulemaking (NPRM) that proposed to adopt a new airworthiness directive (AD) that would have applied to Scotts-Bell 47 Inc. (Scotts-Bell) (type certificate previously held by Bell Helicopter Textron Inc.) Model 47, 47B, 47B3, 47D, 47D1, 47E, 47G, 47G-2, 47G-2A, 47G-2A-1, 47G-3, 47G-3B, 47G-3B-1, 47G-3B-2, 47G-3B-2A, 47G-4, 47G-4A, 47G-5, 47G-5A, 47H-1, 47J, 47J-2, 47J-2A, and 47K helicopters. The NPRM would have required repetitively inspecting and adjusting the throttle linkage. The NPRM was prompted by reports of the throttle linkage separating from the engine carburetor shaft, which could result in loss of throttle control. Since issuance of the NPRM, the FAA has determined, based upon the available information, that there is not an unsafe condition in the product that is likely to develop in other products of the same type design. Accordingly, the NPRM is withdrawn.
Airworthiness Directives; Leonardo S.p.a. (Type Certificate Previously Held by Agusta S.p.A.) Helicopters
The FAA proposes to adopt a new airworthiness directive (AD) for certain Leonardo S.p.a. Model (type certificate previously held by Agusta S.p.A.) A109A and A109A II helicopters. This proposed AD was prompted by a report of internal corrosion on a main rotor (M/R) blade. This proposed AD would require repetitively inspecting affected M/R blades and accomplishing film analysis and repair in accordance with certain approved methods. The FAA is proposing this AD to address the unsafe condition on these products.
Standard Instrument Approach Procedures, and Takeoff Minimums and Obstacle Departure Procedures; Miscellaneous Amendments
This rule amends, suspends, or removes Standard Instrument Approach Procedures (SIAPs) and associated Takeoff Minimums and Obstacle Departure Procedures for operations at certain airports. These regulatory actions are needed because of the adoption of new or revised criteria, or because of changes occurring in the National Airspace System, such as the commissioning of new navigational facilities, adding new obstacles, or changing air traffic requirements. These changes are designed to provide for the safe and efficient use of the navigable airspace and to promote safe flight operations under instrument flight rules at the affected airports.

Airworthiness Directives; Fokker Services B.V. Airplanes
The FAA is adopting a new airworthiness directive (AD) for certain Fokker Services B.V. Model F28 Mark 0070 and Mark 0100 airplanes. This AD was prompted by a report of exfoliation corrosion found during an inspection of the wing front spar lower boom. This AD requires an inspection for corrosion of the wing front spar lower boom, and applicable corrective actions, as specified in a European Union Aviation Safety Agency (EASA) AD, which is incorporated by reference. The FAA is issuing this AD to address the unsafe condition on these products.
Airworthiness Directives; Airbus SAS Airplanes
The FAA proposes to supersede Airworthiness Directive (AD) 2021-11-23, which applies to certain Airbus SAS Model A350-941 and - 1041 airplanes. AD 2021-11-23 requires revising the existing maintenance or inspection program, as applicable, to incorporate new or more restrictive airworthiness limitations, and, for certain airplanes, and updating the hydraulic monitoring system to include additional redundancy. Since the FAA issued AD 2021-11-23, the FAA has determined that new or more restrictive airworthiness limitations are necessary. This proposed AD would require revising the existing maintenance or inspection program, as applicable, to incorporate new or more restrictive airworthiness limitations, as specified in a European Union Aviation Safety Agency (EASA). This proposed AD would also revise the applicability to include different airplanes. The FAA is proposing this AD to address the unsafe condition on these products.
Airworthiness Directives; Fiberglas-Technik Rudolf Lindner GmbH & Co. KG (Type Certificate Previously Held by GROB Aircraft AG, Grob Aerospace GmbH i.l., Grob Aerospace GmbH, Burkhart Grob Luft-und Raumfahrt GmbH & Co. KG) Gliders
The FAA proposes to adopt a new airworthiness directive (AD) for all Fiberglas-Technik Rudolf Lindner GmbH & Co. KG (type certificate previously held by GROB Aircraft AG, Grob Aerospace GmbH i.l., Grob Aerospace GmbH, Burkhart Grob Luft-und Raumfahrt GmbH & Co. KG) Model G102 ASTIR CS, G103 TWIN ASTIR, G103 TWIN II, G103A TWIN II ACRO, G103C TWIN III ACRO, and G 103 C TWIN III SL gliders. This proposed AD was prompted by mandatory continuing airworthiness information (MCAI) issued by the aviation authority of another country to identify and correct an unsafe condition on an aviation product. The MCAI describes the unsafe condition as corrosion on the elevator control pushrod. This proposed AD would require inspecting the elevator control pushrod for water and corrosion and replacing the pushrod if necessary. The FAA is proposing this AD to address the unsafe condition on these products.
Airworthiness Directives; Leonardo S.p.a. Helicopters
The FAA is revising a notice of proposed rulemaking (NPRM) that applied to certain Leonardo S.p.a. Model AW169 helicopters. This action revises the NPRM by requiring modification of certain pilot and co-pilot yaw pedal assemblies with an improved design and re- identification of the affected parts, as specified in a European Union Aviation Safety Agency (EASA) airworthiness directive (AD), which is proposed for incorporation by reference (IBR). The FAA is proposing this AD to address the unsafe condition on these products. Since these actions would impose an additional burden over those in the NPRM, the agency is requesting comments on this SNPRM.
Public Notice for Waiver of Aeronautical Land Use Assurance; Astoria Regional Airport, Astoria, Oregon
Notice is being given that the FAA is considering a proposal from the Port of Astoria Airport Director to change a certain portion of the airport from aeronautical use to non-aeronautical use at Astoria Regional Airport, Astoria, Oregon. The proposal consists of a portion of a parcel on the south side of the airfield.
Airworthiness Directives; General Electric Company Turbofan Engines
The FAA proposes to adopt a new airworthiness directive (AD) for certain General Electric Company (GE) GEnx-1B and GEnx-2B model turbofan engines. This proposed AD was prompted by the manufacturer's report of two findings of sheared compressor discharge pressure (CDP) bolts during engine shop visits. This proposed AD would require initial and repetitive inspections of the CDP bolted joint and, depending on the findings, a piece part inspection of the stages 6-10 compressor rotor spool, CDP seal, and high-pressure turbine (HPT) rotor stage 1 disk. As a terminating action, this proposed AD would require operators to reassemble the CDP bolted joint using a specific torque wrench. The FAA is proposing this AD to address the unsafe condition on these products.
Airworthiness Directives; Airbus Helicopters
The FAA proposes to adopt a new airworthiness directive (AD) for all Airbus Helicopters EC120B helicopters. This proposed AD was prompted by a report of geometrical non-conformities in the tail rotor blade (TRB) root section discovered during an accident investigation of a Model EC130B helicopter. Due to the similarity of design and production requirements, certain TRBs for the Model EC120B helicopters were inspected and geometrical non-conformities were also found. This proposed AD would require an inspection (dimensional check) to verify conformity, and replacement of certain TRBs if necessary, as specified in a European Union Aviation Safety Agency (EASA) AD, which is proposed for incorporation by reference (IBR). This proposed AD would also prohibit rework, repair, or modification of affected parts in the affected area of the TRB assembly root. The FAA is proposing this AD to address the unsafe condition on these products.
Airworthiness Directives; Airbus Helicopters
The FAA proposes to adopt a new airworthiness directive (AD) for all Airbus Helicopters Model EC120B helicopters. This proposed AD was prompted by a report of corrosion found on the external tail boom skin, under the Very High Frequency (VHF) antenna. This proposed AD would require inspecting the tail boom at the VHF antenna attachments and depending on the results, repairing or modifying the tail boom skin, as specified in a European Union Aviation Safety Agency (EASA) AD, which is proposed for incorporation by reference (IBR). The FAA is proposing this AD to address the unsafe condition on these products.
Airworthiness Directives; The Boeing Company Airplanes
The FAA proposes to adopt a new airworthiness directive (AD) for certain The Boeing Company Model 787-8, 787-9, and 787-10 airplanes. This proposed AD was prompted by reports of a missing shim at a joint common to the main torque box (MTB) skin panel and rear spar root fitting. This proposed AD would require inspecting the MTB skin panel and rear spar root fitting for cracking and delamination, and applicable on-condition actions. The FAA is proposing this AD to address the unsafe condition on these products.
Proposed Modification of Class D and Class E Airspace, and Proposed Establishment of Class E Airspace; Southwest Oregon Regional Airport, OR
This action proposes to modify the Class D and Class E surface airspace at Southwest Oregon Regional Airport, North Bend, OR. It also proposes to modify the Class E airspace by establishing an area that is designated as an extension to a Class D or Class E surface area, and to modify the Class E airspace extending upward from 700 feet above the surface. Lastly, this action proposes to remove navigational aids (NAVAID) from the legal description of the Class E2 and Class E5 text headers, and to update the Class D, Class E2, and Class E5 airspace legal descriptions and establish Class E4 airspace. This action would ensure the safety and management of instrument flight rules (IFR) operations at the airport.
Airworthiness Directives; Airbus SAS Airplanes
The FAA proposes to adopt a new airworthiness directive (AD) for certain Airbus SAS Model A318 series; A319-111, -112, -113, -114, - 115, -131, -132, -133, -151N, and -153N; A320 series; and A321 series airplanes. This proposed AD was prompted by a determination that new or more restrictive airworthiness limitations are necessary. This proposed AD would require revising the existing maintenance or inspection program, as applicable, to incorporate new or more restrictive airworthiness limitations, as specified in a European Union Aviation Safety Agency (EASA) AD, which is proposed for incorporation by reference. The FAA is proposing this AD to address the unsafe condition on these products.
Airworthiness Directives; International Aero Engines AG Turbofan Engines
The FAA proposes to supersede Airworthiness Directive (AD) 2021-11-15, which applies to certain International Aero Engines AG (IAE) V2500 model turbofan engines. AD 2021-11-15 requires performance of an ultrasonic inspection (USI) of the high-pressure turbine (HPT) 1st-stage disk and HPT 2nd-stage disk and, depending on the results of the inspections, replacement of the HPT 1st-stage disk or HPT 2nd-stage disk. Since the FAA issued AD 2021-11-15, the FAA determined the need to clarify the compliance time for inspection of any HPT 1st-stage disk or HPT 2nd-stage disk that is installed on a low-thrust model engine but had been previously operated on a high-thrust model engine. This proposed AD would require performance of a USI of the HPT 1st-stage disk and HPT 2nd-stage disk and, depending on the results of the inspections, replacement of the HPT 1st-stage disk or HPT 2nd-stage disk. The FAA is proposing this AD to address the unsafe condition on these products.

This action is the result of an airspace review caused by the decommissioning of the Maples very high frequency (VHF) omnidirectional range (VOR) as part of the VOR Minimal Operational Network (MON) Program.
Amendment of Class E Airspace; Marana, AZ
This action amends the Class E airspace extending upward from 700 feet above the surface at Marana Regional Airport, Marana, AZ. This action is the result of an airspace review conducted due to the decommissioning of the Marana non-directional beacon (NDB). The name of the airport is also being updated to coincide with the FAA's aeronautical database.
Airworthiness Directives; Gulfstream Aerospace Corporation Airplanes
The FAA proposes to supersede Airworthiness Directive (AD) 2020-12-06, which applies to all Gulfstream Aerospace Corporation (Gulfstream) Model G-IV airplanes. AD 2020-12-06 requires replacing the nose wheel steering servo valve manifold, incorporating revised operating procedures into the airplane flight manual (AFM), doing a records inspection for any incidents of un-commanded nose wheel steering turns, and reporting the results to the FAA. Since the FAA issued AD 2020-12-06, the FAA determined that a typographical error was made in a citing one of the AFM documents. This proposed AD would retain the actions of AD 2020-12-06 and would correct the citation to the AFM. The FAA is proposing this AD to address the unsafe condition on these products.

This action proposes to amend the Class E airspace at Bonham, TX. The FAA is proposing this action as the result of an airspace review due to the decommissioning of the Bonham non-directional beacon (NDB). The geographic coordinates of the airport would also be updated to coincide with the FAA's aeronautical database.

This action amends the Class D and Class E airspace at Ardmore, OK. This action is the result of an airspace review due to the decommissioning of the Arbuckle non-directional beacon (NDB). Agency Information Collection Activities: Requests for Comments; Clearance of Renewed Approval of Information Collection: Application for Pilot School Certification
In accordance with the Paperwork Reduction Act of 1995, FAA invites public comments about our intention to request Office of Management and Budget (OMB) approval to renew an information collection. The collection involves filling out the Application for a Pilot School Certification form and submitting this form to the Federal Aviation Administration (FAA). The information to be collected is necessary because an applicant for a pilot school must receive the FAA Administrator's approval for the issuance of a pilot school certificate. We have revised the name of this information collection for consistency with FAA form 8420-8, Application for Pilot School Certification. We have also updated the number of pilot schools
Notice of Public Meeting
The FAA is hosting a virtual Inclusive Language Summit to present and discuss recommendations the Agency has received that promote the institution of inclusive language throughout the FAA. The Summit will provide a platform for the public to comment and provide additional recommendations to the FAA as it develops an enterprise-wide initiative to adopt language that is both gender-neutral and inclusive. In the spirit of bringing all voices to the conversation, the FAA seeks participation from all members of the public; stakeholders in public agencies; academia; not-for profit institutions; individuals working in the area of diversity, equity, inclusion, and accessibility (DEIA); and the aerospace community. Input from a diverse audience will assist the FAA in developing policies, procedures and plans for implementation of terminology that is inclusive in nature in all aspects of FAA governance and oversight as well as in the international context under FAA's global leadership.
Airworthiness Directives; The Boeing Company Airplanes
The FAA is adopting a new airworthiness directive (AD) for certain The Boeing Company Model 767-200, -300, -300F, and -400ER series airplanes. This AD was prompted by significant changes made to the airworthiness limitations (AWLs) related to fuel tank ignition prevention and the nitrogen generation system. This AD requires revising the existing maintenance or inspection program, as applicable, to incorporate the latest revision of the AWLs. The FAA is issuing this AD to address the unsafe condition on these products.
Public Notice for Waiver for Aeronautical Land-Use Assurance at San Marcos Regional Airport, San Marcos, Texas
The Federal Aviation Administration is considering a proposal to change a portion of the airport from aeronautical to nonaeronautical use and to authorize the conversion of the airport property. The proposal consists of one parcel of land containing a total of approximately 16.6 acres.The land comprising this parcel is outside the forecasted need for aviation development and, thus, is no longer needed for indirect or direct aeronautical use. The income from the conversion of this parcel will benefit the aviation community by reinvestment into the airport. Approval does not constitute a commitment by the FAA to financially assist in the conversion of the subject airport property nor a determination of eligibility for grant-in-aid funding from the FAA. The disposition of proceeds from the conversion of the airport property will be in accordance with FAA's policy and Procedures Concerning the Use of Airport Revenue, published in the Federal Register on February 16, 1999. In accordance with Section 47107(h) of Title 49, United States Code, this notice is required in the Federal Register 30 days before modifying the land-use assurance that requires the property to be used for an aeronautical purpose.

This action amends Class D airspace, establishes Class E airspace designated as an extension to a Class D surface area, and amends Class E airspace extending upward from 700 feet above the surface at Concord-Padgett Regional Airport, Concord, NC. The FAA is taking this action as a result of the Charlotte Class B Biennial Review. This action also updates the airport's name to Concord-Padgett Regional Airport (formerly Concord Regional Airport). In addition, this action updates the geographic coordinates of the airport to coincide with the FAA's database. This action also makes an editorial change replacing the term Airport/Facility Directory with the term Chart Supplement in the legal descriptions of associated Class D airspace. Controlled airspace is necessary for the safety and management of instrument flight rules (IFR) in the area.
Amendment of Class E Airspace; Mooresville, NC
This action amends Class E airspace extending upward from 700 feet above the surface for Lake Norman Airpark, Mooresville, NC, by removing Lowe's Mooresville Heliport from the description as the heliport has closed, and airspace is no longer required. This action enhances the safety and management of controlled airspace within the national airspace system. Also, during the airspace review, the FAA determined a radius increase was required at Lake Norman Airpark. In addition, the FAA is removing unnecessary verbiage that references Class E airspace in Statesville, NC and Concord, NC. Controlled airspace is necessary for the safety and management of instrument flight rules (IFR) operations in the area.

Proposed Amendment and Establishment of Class D and Class E Airspace; Columbus, GA
This action proposes to amend Class D airspace, Class E surface area, and Class E airspace extending upward from 700 feet above the surface for Columbus Airport and Lawson Army Air Field (AAF), Fort Benning, Columbus, GA. This action would merge Columbus Airport and Lawson AAF (Fort Benning) Class D airspace and Class E surface area airspace into one header under FAA Order JO 7400.11 and removes the header Columbus Lawson AAF under FAA Order JO 7400.11. The Columbus Airport's Class D airspace would be amended by updating the name of Columbus Airport, formerly Columbus Metropolitan Airport, and updating the name of Lawson Army Airfield (Fort Benning), formerly Columbus Lawson AAF; the Lawson AAF (Fort Benning) Class D would be amended by establishing an extension to the southeast. This action would establish Class E airspace designated as an extension to a Class D surface area for Columbus Airport, Columbus, GA. The Columbus Airport Class E surface area extension would be eliminated, and Lawson AAF (Fort Benning) Class E surface area would be amended by establishing an extension to the southeast. Columbus Class E airspace extending upward from 700 feet above the surface and Lawson AAF (Fort Benning) Class E airspace extending upward from 700 feet above the surface would be amended by increasing the radii and removing the Lawson Very High Frequency Omnidirectional Range with Distance Measuring Equipment (VOR/ DME) and Lawson Localizer (LOC) from the description. This action would also make an editorial change replacing the term Airport/Facility Directory with the term Chart Supplement in the legal descriptions of associated Class D and Class E surface area. In addition, this action would also update the geographic coordinates of the Lawson AAF (Fort Benning) to coincide with the FAA's database. Controlled airspace is necessary for the safety and management of instrument flight rules (IFR) operations in the area.
Airworthiness Directives; Airbus SAS Airplanes
The FAA proposes to supersede Airworthiness Directive (AD) 2020-16-01, which applies to all Airbus SAS Model A318, A319, A320, and A321 series airplanes. AD 2020-16-01 requires repetitive cleaning and greasing of affected cargo door seals (both original equipment manufacturer (OEM) and parts manufacturer approval (PMA) parts). Since the FAA issued AD 2020-16-01, the FAA determined that improved cargo door seals must be installed to address the unsafe condition, and that certain flight operations must be limited until the improved cargo door seals are installed. In addition, the FAA has issued a new AD to address the OEM parts. This proposed AD would limit the applicability to airplanes that have certain PMA parts installed. This proposed AD would retain certain actions required by AD 2020-16-01 and require replacing certain forward and aft cargo compartment door seals with new seals and installing a placard on the cargo compartment doors; and for certain airplanes, implementing an operational limitation for certain routes. The FAA is proposing this AD to address the unsafe condition on these products.

Proposed Amendment VOR Federal Airways V-66, V-189, V-260, and V-266; in the Vicinity of Franklin, VA
The FAA is withdrawing the NPRM published in the Federal Register on June 2, 2017, proposing to modify VHF Omnidirectional Range (VOR) Federal airways V-66, V-189, V-260, and V-266 in the Vicinity of Franklin, VA, due to the planned decommissioning of the Franklin, VA, (FKN) VOR and Tactical Air Navigational System (VORTAC) navigation aid. Subsequent to the NPRM, the FKN VORTAC decommissioning has been delayed until a to-be-determined date. The FAA decided that additional planning is necessary to ensure a more efficient implementation and integration with other ongoing VOR Minimum Operational Network (VOR MON) program activities, and determined that withdrawal of the proposed rule is warranted.

Proposed Revocation of Federal Colored Airway B-25; Gulkana, AK
This action proposes to revoke Colored Federal airway, B-25. The revocation is necessary due to the planned decommissioning of the Glenallen Non-Directional Beacon (NDB) Gulkana, AK, which provides navigation guidance for the affected route. The Glenallen NDB is to be decommissioned effective September 8, 2022 due to the high cost of maintenance.
