We are adopting a new airworthiness directive (AD) for certain Zodiac Seats France 536 Series Cabin Attendant Seats. This AD was prompted by cracks found in a highly concentrated stress area of the seat pan hinges. This AD requires repetitive inspections and replacement of the seat pan. We are issuing this AD to address the unsafe condition on these products.

We are adopting a new airworthiness directive (AD) for all Airbus SAS Model A330-200 Freighter series airplanes, Model A330-200 and -300 series airplanes, and Model A340-200 and -300 series airplanes. This AD was prompted by defects found during production tests of ram air turbine (RAT) units; investigation revealed that the defects were due to certain RAT hydraulic pumps having an alternative manufacturing process of the pump pistons. This AD requires replacing any defective RAT hydraulic pump with a serviceable part and re- identifying the RAT module part number. We are issuing this AD to address the unsafe condition on these products.

This AD requires repetitive inspections and checks of the lower and upper THSA attachments and applicable related investigative and corrective actions; a one-time inspection of the THSA lower attachment and replacement as applicable; and, for certain airplanes, activation of the electrical load sensing device (ELSD) and concurrent modifications. We are issuing this AD to address the unsafe condition on these products.

This design feature is Garmin G5000 avionics that allow internal connection to previously isolated data networks, which are connected to systems that perform functions required for the safe operation of the airplane. The applicable airworthiness regulations do not contain adequate or appropriate safety standards for this design feature. These special conditions contain the additional safety standards that the Administrator considers necessary to establish a level of safety equivalent to that established by the existing airworthiness standards.

The Federal Register Notice with a 60-day comment period soliciting comments on the following collection of information was published on July 31, 2018. The collection involves FAA Form 5280-1, Application for Airport Operating Certificate. Every airport that wants to become a certificated airport must complete this form, as well as provide a draft Airport Certification Manual (ACM). In addition, currently certificated airports must maintain their ACM, as well as keep and maintain records related to training, self-inspection, and other requirements. These records allow the FAA to verify compliance with regulation safety and operational requirements to ensure that the airports meet the minimum safety requirements, which in turn enhances the safety of the flying public.

The collection involves return to the Civil Aviation Aircraft Registry of information relating to the release of a lien that has been recorded with the Registry. Regulations provide for establishing and maintaining a system for the recording of security conveyances affecting title to, or interest in U.S. civil aircraft, as well as certain specifically identified engines, propellers, or spare parts locations, and for recording of releases relating to those conveyances. Federal Aviation Regulations establish procedures for implementation. Regulations describe what information must be contained in a security conveyance in order for it to be recorded with FAA. The convention on the International Recognition signatory, prevents, by treaty, the export of an aircraft and cancellation of its nationality marks if there is an outstanding lien recorded. The Civil Aviation Registry must have consent or release of lien from the lienholder prior to confirmation/cancellation for export.

We are revising Airworthiness Directive (AD) 2013-21-05 for Eurocopter Deutschland GmbH (now Airbus Helicopters Deutschland GmbH) (Airbus Helicopters) Model EC135 P1, P2, P2+, T1, T2, and T2+ helicopters. AD 2013-21-05 required an initial and repetitive inspections of certain bearings and modifying the floor and a rod. Since we issued AD 2013-21-05, we have determined that modifying the floor and rod removes the unsafe condition. This AD retains the requirements of AD 2013-21-05 but removes the repetitive inspections. The actions of this AD are intended to prevent an unsafe condition on these products.

We are superseding Airworthiness Directive (AD) 2016-13-16, which applied to all The Boeing Company Model 737-600, -700, -700C, - 800, -900, and -900ER series airplanes. AD 2016-13-16 required an inspection or records check to determine if affected horizontal stabilizers are installed, related investigative actions, and, for affected horizontal stabilizers, repetitive inspections for any crack of the horizontal stabilizer rear spar upper chord, and corrective action if necessary. This AD requires retaining the requirements of AD 2016-13-16, with revised service information that clarifies the inspection areas and serial number information of the horizontal stabilizer. This AD was prompted by reports of a manufacturing oversight, in which a supplier omitted the required protective finish on certain bushings installed in the rear spar upper chord on horizontal stabilizers, which could lead to galvanic corrosion and consequent cracking of the rear spar upper chord. We are issuing this AD to address the unsafe condition on these products.

The FAA is considering a proposal to change approximately 1.24 acres of airport land from aeronautical use to non-aeronautical use and to authorize the lease of airport property located at Capital Region International Airport, Lansing, Michigan. The aforementioned land is not needed for aeronautical use. The subject property is located at 2824 East Circle Drive, Lansing, Michigan. This property is on the southeast side of the street, south of the Capital Region International Airport's terminal. This property was the location of the former Federal Aviation Administration Automated Flight Service Station. The FAA departed the facility in 2012. The property is currently identified as aeronautical use, however, there is no airside access from the property. The Michigan State Police will purchase the building and lease the land for the Michigan State Police Canine Special Operations Unit.

We propose to supersede Airworthiness Directive (AD) 2017-07- 05, which applies to all Airbus SAS Model A300 series airplanes; and Model A300 B4-600, B4-600R, and F4-600R series airplanes, and Model A300 C4-605R Variant F airplanes (collectively called Model A300-600 series airplanes). AD 2017-07-05 requires repetitive detailed visual inspections of the main landing gear (MLG) leg components and replacement of the MLG leg if cracked components are found. Since we issued AD 2017-07-05, further investigation revealed that overhaul of the MLG does not alleviate the need for inspecting the MLG hinge arm/ barrel pin for cracking. This proposed AD would retain the requirements of AD 2017-07-05 and remove the credit for doing a MLG overhaul in lieu of the initial inspection of the MLG leg components. We are proposing this AD to address the unsafe condition on these products.
