The FAA proposes to adopt a new airworthiness directive (AD) for Lycoming Engines (Lycoming) model engines that have a certain connecting rod assemblies installed. This proposed AD was prompted by several reports of connecting rod failures, which resulted in uncontained engine failure and in-flight shutdowns (IFSDs). This proposed AD would require repetitive oil inspections for bronze metal particulates and, if found, additional inspections of the connecting rod bushings for damage, proper fit, movement, and wear, and replacement if necessary. As terminating action to the connecting rod bushing inspections, this proposed AD would require replacement of the connecting rod bushings with parts eligible for installation. The FAA is proposing this AD to address the unsafe condition on these products.

The Federal Register Notice with a 60-day comment period soliciting comments on the following collection of information was published on March 25, 2024. The collection involves two distinct methods of collecting. The first method of collecting uses the traditional paper/hardcopy forms which is limited in scope. The second method is more expansive and uses online web-based forms or Application Programming Interface (API) upload functionality. The information can then be shared with a potential employer to aid them in their hiring decision-making process. The information collected can be release to a hiring employer by the pilot. This AD was prompted by a report of degraded polyester filled Aramid (Kevlar) load tapes where the Kevlar core was exposed to ultraviolet light, which could compromise the residual strength of the tapes and the structural integrity of the hot air balloon envelope. This AD requires repetitively checking the hot air balloon envelope for damage (degraded, stretched, or frayed load tapes or exposed Kevlar core) and removing any damaged hot air balloon envelope from service. The FAA is issuing this AD to address the unsafe condition on these products.

This document denies a petition, submitted by Advocates for Highway and Auto Safety, the Truck Safety Coalition, Citizens for Reliable and Safe Highways, and Parents Against Tired Truckers, for reconsideration of a final rule amending Federal Motor Vehicle Safety Standard (FMVSS) No. 223, "Rear impact guards," and FMVSS No. 224, "Rear impact protection." The final rule, published on July 15, 2022, upgraded NHTSA's standards addressing rear underride protection in crashes of passenger vehicles into trailers and semitrailers by requiring rear impact guards to provide sufficient strength and energy absorption to protect occupants of compact and subcompact passenger cars impacting the rear of trailers at 56 kilometers per hour (km/h) (35 miles per hour (mph)).

This notice sets forth the reasons for the denial of a petition submitted to NHTSA on August 18, 2022, requesting that the agency commence an investigation of collisions of passenger vehicles and vulnerable road users (pedestrians, bicyclists, or motorcyclists) with van-type (also known as box) semi-trailers that result in significant injuries or death due to a lack of effective rear impact guards. On January 17, 2023, NHTSA opened Defect Petition DP22-004 to evaluate petitioners' request. After consideration of the petition and other information, NHTSA believes that the issues raised here are best addressed through its recent rulemaking and the ongoing actions under the Bipartisan Infrastructure Law (BIL). Accordingly, the agency has denied the petition.

The FAA announces that it is reviewing a proposed Naples Airport Noise Compatibility Program (NCP) Update submitted by the Naples Airport Authority. This NCP Update was submitted subsequent to a determination by the FAA that the associated Noise Exposure Maps (NEMs) previously submitted for the Naples Airport, were prepared in compliance with applicable requirements. As required by title 14 Code of Federal Regulations part 150, the NCP Update will be approved or disapproved (other than the proposed use of flight procedures for noise control) on or before December 15, 2024. Finally, this notice announces that the proposed NCP Update will be available for public review and comment for 60 days from the publication date of this notice.

The FAA is taking this action due to the planned decommissioning of the Danville, VA (DAN), VOR; Franklin, VA (FKN), VOR/Tactical Air Navigation (VORTAC); Lawrenceville, VA (LVL), VORTAC; Wright Brothers, NC (RBX), VOR/ Distance Measuring Equipment (VOR/DME); and Manteo, NC (MQI), Nondirectional Radio Beacon (NDB). This action is in support of the FAA's VOR Minimum Operational Network (MON) Program.
Airworthiness Directives; The Boeing Company Airplanes

The FAA proposes to adopt a new airworthiness directive (AD) for certain The Boeing Company Model 737-300, -400, and -800 series airplanes. This proposed AD was prompted by a report that the protective spiral wrap used on certain galley wire bundles does not have the correct flammability properties. This proposed AD would require inspecting certain galleys to determine part numbers, inspecting for an existing galley modification placard and marking on galleys with affected part numbers, and replacing wire bundle spiral wrap sleeving as applicable. This proposed AD would also prohibit the installation of affected parts. The FAA is proposing this AD to address the unsafe condition on these products.

PHMSA is amending the Hazardous Materials Regulations to require railroads that carry hazardous materials to generate in electronic form, maintain, and provide to first responders, emergency response officials, and law enforcement personnel, certain information regarding hazardous materials in rail transportation to enhance emergency response and investigative efforts. The amendments in this final rule address a safety recommendation of the National Transportation Safety Board and statutory mandates in The Fixing America's Surface Transportation Act, as amended by the Infrastructure, Investment, and Jobs Act, and complement existing regulatory requirements pertaining to the generation, maintenance, and provision of similar information in hard copy form, as well as other hazard communication requirements.

NHTSA, on behalf of the Department of Transportation (DOT), is finalizing Corporate Average Fuel Economy (CAFE) standards for passenger cars and light trucks that increase at a rate of 2 percent per year for passenger cars in model years (MYs) 2027-31, 0 percent per year for light trucks in model years 2027-28, and 2 percent per year for light trucks in model years 2029-31. NHTSA is also finalizing fuel efficiency standards for heavy-duty pickup trucks and vans (HDPUVs) for model years 2030-32 that increase at a rate of 10 percent per year and model years 2033-35 that increase at a rate of 8 percent per year.

This action updates five latitude/longitude points in the description of the East-West Corridor of the Valparaiso, Florida, Terminal Area. The changes are needed to reconcile the coordinates of U.S. maritime limits described in the Valparaiso Terminal Area description with those maritime limits published by the National Oceanic and Atmospheric Administration (NOAA) pursuant to its statutory authority. The FAA has developed these revised coordinates using updated digital data that more precisely define maritime limits and other geophysical features used in the boundary descriptions. This action is administrative and does not make substantive changes to the Valparaiso, Florida, Terminal Area.

The collection enables the FAA to monitor the general aviation fleet to anticipate and meet demand for National Airspace System (NAS) facilities and services, assess the impact of regulatory changes on the fleet, and implement measures to assure the safe operation of all aircraft in the NAS. The data are also used by other government agencies, the general aviation industry, trade associations, and private businesses to identify safety problems and to form the basis for research and analysis of general aviation issues.
