High Elevation Airport Operations
The FAA proposes to amend certain airworthiness regulations applicable to cabin pressurization systems and oxygen dispensing equipment on transport category airplanes to accommodate airplane operations into or out of airports with elevations at or above 8,000 feet above sea level. Currently, the FAA makes and documents equivalent level of safety findings when an airplane manufacturer or modifier proposes to certify airplane cabin pressurization systems used for operations into or out of airports with elevations at or above 8,000 feet. In addition, the FAA grants exemptions from the automatic oxygen mask presentation requirements for operations into or out of airports with elevations at or above 14,000 feet. This proposed action is necessary to relieve the burden on industry and the FAA that results from project-specific equivalent level of safety (ELOS) requests and petitions for exemption to accommodate operations at high elevation airports for transport category airplanes.

Airworthiness Directives; Pilatus Aircraft Ltd. Airplanes
We propose to adopt a new airworthiness directive (AD) for certain Pilatus Aircraft Ltd. Models PC-6, PC-6/350, PC-6/350-H1, PC-6/ 350-H2, PC-6/A, PC-6/A-H1, PC-6/A-H2, PC-6/B-H2, PC-6/B1-H2, PC-6/B2- H2, PC-6/B2-H4, PC-6/C-H2, PC-6/C1-H2, PC-6-H1, and PC-6-H2 airplanes. This proposed AD results from mandatory continuing airworthiness information (MCAI) originated by an aviation authority of another country to identify and correct an unsafe condition on an aviation product. The MCAI describes the unsafe condition as flap actuator taper pins that were not swaged during the manufacturing process. We are issuing this proposed AD to require actions to address the unsafe condition on these products.
Proposed Establishment of Class E Airspace; Beeville-Chase Field, TX
This action proposes to Establish Class E airspace extending upward from 700 feet above the surface at Chase Field Industrial Airport, Beeville-Chase Field, TX. Controlled airspace is necessary to accommodate new standard instrument approach procedures developed at Chase Field Industrial Airport, for the safety and management of instrument flight rules (IFR) operations.
Proposed Amendment of Class E Airspace, Monroe, GA
This action proposes to amend Class E airspace extending upward from 700 feet above the surface in Monroe-Walton County Airport, Monroe, GA, to accommodate airspace reconfiguration due to the decommissioning of the Monroe non-directional radio beacon and cancellation of the NDB approach. Controlled airspace is necessary for the safety and management of instrument flight rules (IFR) operations at this airport. This action also would update the geographic coordinates of this airport.
Airworthiness Directives; Pratt & Whitney Division Turbofan Engines
We are adopting a new airworthiness directive (AD) for certain Pratt & Whitney Division (PW) PW4158 turbofan engines. This AD was prompted by several reports of high cycle fatigue (HCF) cracks found in the fuel nozzle supply manifold. This AD requires replacement of the affected fuel nozzles and fuel nozzle manifold supply assemblies with parts eligible for installation. This AD also requires installation of new brackets and clamps on the fuel nozzle supply manifold assemblies. We are issuing this AD to address the unsafe condition on these products.
Airworthiness Directives; International Aero Engines Turbofan Engines
We are superseding Airworthiness Directive (AD) 2018-24-01 for certain International Aero Engines (IAE) PW1133G-JM, PW1133GA-JM, PW1130G-JM, PW1127G-JM, PW1127GA-JM, PW1127G1-JM, PW1124G-JM, PW1124G1- JM, and PW1122G-JM turbofan engines. AD 2018-24-01 required removing certain low-pressure turbine (LPT) 1st- and 3rd-stage disks from service and replacing with a part eligible for installation. This AD retains the same requirements as AD 2018-24-01. This AD was prompted by the discovery of incorrect serial numbers in the identification of LPT disks in AD 2018-24-01. We are issuing this AD to address the unsafe condition on these products.
Membership in the National Parks Overflights Advisory Group
By Federal Register notice on February 19, 2019 the National Park Service (NPS) and the Federal Aviation Administration (FAA) invited interested persons to apply to fill two current openings on the National Parks Overflights Advisory Group (NPOAG) to represent general aviation, and Native American interests. This notice informs the public of the selection made for the vacancy representing general aviation and invites persons interested in serving on the NPOAG to apply for the still current opening representing Native American concerns.
Federal Motor Vehicle Safety Standards; Glazing Materials
NHTSA withdraws its June 21, 2012 Notice of Proposed Rulemaking (NPRM), which proposed revising Federal motor vehicle safety standard (FMVSS) No. 205, ``Glazing materials,'' to harmonize it with Global Technical Regulation (GTR) No. 6, ``Safety Glazing Materials for Motor Vehicles and Motor Vehicle Equipment.'' Based on the results of the agency's review of available information and analysis of the technically substantive comments on the proposal, NHTSA is unable to conclude at this time that harmonizing FMVSS No. 205 with GTR No. 6 would increase safety.
Airworthiness Directives; Bombardier, Inc., Airplanes
We propose to adopt a new airworthiness directive (AD) for certain Bombardier, Inc., Model DHC-8-102, -103, and -106 airplanes; DHC-8-200 series airplanes; and DHC-8-300 series airplanes. This proposed AD was prompted by the reported loss of an elevator spring tab balance weight prior to takeoff. This proposed AD would require inspecting the two balance weights and the two hinge arms on each elevator spring tab, and corrective actions if necessary. We are proposing this AD to address the unsafe condition on these products.
Airworthiness Directives; Airbus SAS Airplanes
We are adopting a new airworthiness directive (AD) for all Airbus SAS Model A330-200 Freighter, -200, and -300 series airplanes; and Airbus SAS Model A340-200, -300, -500, and -600 series airplanes. This AD was prompted by reports of depressurization of hydraulic reservoirs caused by air leakage from the pressure relief valve (PRV) of the hydraulic reservoir (HR) due to the extrusion of the O-ring seal from certain HR PRVs. This AD requires replacing affected PRVs and re- identifying affected HRs. We are issuing this AD to address the unsafe condition on these products.
Jaguar Land Rover North America, LLC, Grant of Petition for Decision of Inconsequential Noncompliance
Jaguar Land Rover North America, LLC (JLR), on behalf of Jaguar Land Rover Limited, has determined that certain model year (MY) 2012-2018 Jaguar motor vehicles do not fully comply with Federal Motor Vehicle Safety Standard (FMVSS) No. 135, Light Vehicle Brake Systems. JLR filed a noncompliance report dated June 22, 2017. JLR also petitioned NHTSA on July 20, 2017, for a decision that the subject noncompliance is inconsequential as it relates to motor vehicle safety. For the reasons stated below, NHTSA grants the petition.
Quarterly Rail Cost Adjustment Factor
The Board finds that the second quarter 2019 RCAF (Unadjusted) is 1.065, RCAF (Adjusted) is 0.451, and RCAF-5 is 0.422. Comments on the inclusion of the recalculated figures in the RCAF may be submitted by April 18, 2019.
Agency Information Collection Activities: Requests for Comments; Clearance of Renewed Approval of Information Collection: Operations Specifications, Part 129 Application
In accordance with the Paperwork Reduction Act of 1995, FAA invites public comments about our intention to request the Office of Management and Budget (OMB) approval to renew a previously approved information collection. The FAA assesses the information collected and issues operations specifications to foreign air carriers. These operations specifications assure the foreign air carrier's ability to navigate and communicate safely within the U.S. National Airspace System.

We are adopting a new airworthiness directive (AD) for certain Pilatus Aircraft Ltd. Model PC-7 airplanes. This AD results from mandatory continuing airworthiness information (MCAI) issued by the aviation authority of another country to identify and correct an unsafe condition on an aviation product. The MCAI describes the unsafe condition as chafed and burned wires located under panel F5. We are issuing this AD to require actions to address the unsafe condition on these products.
Airworthiness Directives; HPH s. r.o. Gliders
We are adopting a new airworthiness directive (AD) for HPH s. r.o. Models Glasf[uuml]gel 304C, Glasf[uuml]gel 304CZ, and Glasf[uuml]gel 304CZ-17 gliders. This AD results from mandatory continuing airworthiness information (MCAI) issued by the aviation authority of another country to identify and correct an unsafe condition on an aviation product. The MCAI describes the unsafe condition as jamming between the double two-ring end of the towing cable and the deflector angles of the center of gravity (C.G.) release mechanism. We are issuing this AD to require actions to address the unsafe condition on these products.

The Surface Transportation Board (Board or STB) adopts modifications to its rules pertaining to certain payment, filing, and service procedures. The adopted rule also updates and clarifies fees for copying, printing, and related services and removes outdated language from the Board's regulations.

IFR Altitudes; Miscellaneous Amendments
This amendment adopts miscellaneous amendments to the required IFR (instrument flight rules) altitudes and changeover points for certain Federal airways, jet routes, or direct routes for which a minimum or maximum en route authorized IFR altitude is prescribed. This regulatory action is needed because of changes occurring in the National Airspace System. These changes are designed to provide for the safe and efficient use of the navigable airspace under instrument conditions in the affected areas.

This proposed AD results from mandatory continuing airworthiness information (MCAI) originated by an aviation authority of another country to identify and correct an unsafe condition on an aviation product. The unsafe condition in the MCAI is insufficient clearance of the gust lock mounts on the pilot side rudder pedals. We are issuing this proposed AD to require actions to address the unsafe condition on these products.
Airworthiness Directives; Gulfstream Aerospace Corporation Airplanes
We are revising an earlier proposal for certain Gulfstream Aerospace Corporation (Gulfstream) Model G-IV and Model GIV-X airplanes. This action revises the notice of proposed rulemaking (NPRM) by proposing to require a later revision of the service information to update the life limits and inspection requirements in the airworthiness limitations section (ALS) of the aircraft maintenance manual (AMM). We are proposing this airworthiness directive (AD) to address the unsafe condition on these products. Since these actions would impose an additional burden over those in the NPRM, we are reopening the comment period to allow the public the chance to comment on these changes.
Airworthiness Directives; Airbus Helicopters Deutschland GmbH Helicopters
We are adopting a new airworthiness directive (AD) for Airbus Helicopters Deutschland GmbH (Airbus Helicopters) Model MBB-BK 117 A-1, MBB-BK 117A-3, MBB-BK 117 A-4, MBB-BK 117 B-1, MBB-BK 117 B-2, MBB-BK 117 C-1, and MBB-BK 117 C-2 helicopters. This AD requires repetitive inspections of the tail rotor (T/R) gearbox housing. This AD was prompted by a report that a crack was found in a T/R gearbox housing. The actions of this AD are intended to correct an unsafe condition on these products.

We are adopting a new airworthiness directive (AD) for Bell Helicopter Textron Canada Limited (BHTC) Model 429 helicopters. This AD requires inspecting each main rotor pitch link rod end bearing assembly (bearing) for wear and play. This AD was prompted by reports of worn bearings. The actions of this AD are intended to prevent an unsafe condition on these products.

Airworthiness Directives; The Boeing Company Airplanes
We propose to supersede Airworthiness Directive (AD) 2005-20- 01, which applies to all The Boeing Company Model 737-100, -200, -200C, -300, -400, and -500 series airplanes. AD 2005-20-01 requires repetitive inspections of the vertical stiffeners at left buttock line (LBL) and right buttock line (RBL) 6.15 for cracks; and replacement of both stiffeners with new, improved stiffeners if any stiffener is found cracked. Since we issued AD 2005-20-01, we have received reports of cracks found in the left and right side keel beam upper chords when replacing vertical stiffeners. In addition, we have determined that the replacement stiffener installation degraded the fault current bonding path and could introduce an ignition source in the fuel tank in the event of an electrical hot short or a lightning strike. This proposed AD would require, depending on airplane configuration, replacing the vertical stiffeners at LBL and RBL 6.15 on the rear spar of the wing center section, installing angle and bonding jumpers, installing brackets, applying sealant, and applying paint. We are proposing this AD to address the unsafe condition on these products.

Hours of Service of Drivers: PJ Helicopters, Inc.; Application for Exemption
FMCSA announces that it has received an application from PJ Helicopters, Inc. (PJH) requesting an exemption from two provisions of the hours-of-service (HOS) regulations for its ground support equipment operators. PJH requested relief from the 14-hour rule and the requirement that drivers have 10 consecutive hours off-duty at the end of the work shift. The exemption would allow PJH's ground support equipment operators a 16-hour window within which to complete all driving, and enable these operators to use an 8-consecutive hour off duty break, combined with at least two other off duty hours during the 16-hour window within which driving would be completed, in lieu of taking 10 consecutive hours off duty. If granted, the exemption would cover PJH's CMV operators only when they are responding to or returning from an active incident as requested by an officer of a public agency or public utility. PJH believes that granting these exemptions will have no adverse safety impacts while its ground support equipment operators are responding to said incidents. FMCSA requests public comment on PJH's application for exemptions.
Hours of Service of Drivers: National Waste & Recycling Association; Application for Exemption
FMCSA announces that it has received an application from the National Waste & Recycling Association (NWRA) requesting an exemption from one of the criteria for using the ``short-haul100 air-mile radius driver'' exception to the requirement for the preparation and retention of records of duty status (RODS). NWRA asks that all short- haul commercial motor vehicle (CMV) drivers in the waste and recycling industry be allowed up to 14 hours (instead of the current 12 hours) to return to the original work reporting location without losing their short-haul status. FMCSA requests public comment on NWRA's application for exemption.
Competitive Funding Opportunity: Crime Prevention and Public Safety Awareness
The Federal Transit Administration (FTA) is soliciting proposals under the Department of Transportation's Technical Assistance and Workforce Development Program to select an eligible project or projects for the development and dissemination of technical assistance materials supporting public safety awareness campaigns. The technical assistance materials will address public safety issues impacting the transit industry, including but not limited to human trafficking, operator assault, and crime prevention. Technical assistance also may include recommended practices, and public and employee training. The awarded projects will be referred to as the Crime Prevention and Public Safety Awareness projects, and the available funding is $2,000,000 in Fiscal Year (FY) 2018 funds.

This AD was prompted by reports of a fractured main landing gear (MLG) orifice support tube (OST). This AD requires replacing the MLG OST, and revising the existing maintenance or inspection program, as applicable, to incorporate new or more restrictive maintenance requirements and airworthiness limitations. We are issuing this AD to address the unsafe condition on these products.
Notice of Final Federal Agency Actions on Proposed Highway in North Carolina
This notice announces actions taken by FHWA and the other Federal agencies that are final. The actions relate to a proposed new crossing of Currituck Sound along the North Carolina Coast in Currituck and Dare Counties, North Carolina. This project, known as the Mid- Currituck Bridge Project, is also known as State Transportation Improvement Program Project R-2576. Those actions grant licenses, permits, and approvals for the project.
Fast Track Generic Clearance for the Collection of Qualitative Feedback on Agency Service Delivery
In accordance with the Paperwork Reduction Act of 1995, the Department of Transportation's (DOT) Office of the Secretary (OST) announces its plan to submit the Information Collection Request (ICR) described below to the Office of Management and Budget (OMB) for its review and approval and invites public comment. Executive Order 12862 directs Federal agencies to provide service to the public that matches or exceeds the best service available in the private sector. In order to work continuously to ensure that our programs are effective and meet our customers' needs, the Department of Transportation (DOT) seeks a revision to a fast track generic clearance information collection request already approved by OMB. OST requests revision of ICR with OMB Control Number: 2105-0573 as described below.
