In compliance with the Paperwork Reduction Act of 1995 (44 U.S.C. 3501 et seq.), this notice announces that the Information Collection Requirements (ICRs) abstracted below have been forwarded to the Office of Management and Budget (OMB) for review and comment. The ICRs describe the nature of the information collection and its expected burden. The Federal Register notice with a 60-day comment period soliciting comments on the following collections of information was published on August 2, 2006 (71 FR 43837).

The FAA is issuing this notice to advise the public of a first meeting of RTCA Specialist Committee 211, Nickel-Cadmium, Lead Acid and Rechargeable Lithium Batteries.

The Federal Aviation Administration (FAA) has prepared and is making available the Draft Environmental Assessment (DEA) for the following proposed actions at the Detroit Metropolitan Wayne County Airport: the development and use of the offset ILS approach procedures for Runways 22R and 4L, the installation of two (2) offset localizers, the construction of localizer buildings and associated equipment, the construction of an access road, the installation of multilateration equipment including 32 precision runway monitors (Precision Runway Monitors), the installation of Airport Surveillance Detection Equipment (ASDE), the installation of the four Aerobahn multilateration subsystem components on airport property, the reissuance of aeronautical charts with the 22R/4L offset ILS approach information, the issuance of National Airspace System (NAS) Change Proposal (NCP) waivers associated with design and installation of the preceding, the development, issuance, and implementation of Air Traffic procedures, flight check and testing of proposed equipment, and funding for development and implementation of the proposed action. The Draft EA is being prepared in accordance with the National Environmental Policy Act (NEPA) of 1969, as amended, FAA Orders 1050.1E, ``Environmental Impacts: Policies and Procedures'' and FAA Order 505.4B, ``NEPA Implementing Instructions for Airport Actions''. The proposed development action is consistent with the National Airspace System Plan prepared by the U.S. Department of Transportation, Federal Aviation Administration (FAA). A Draft Environmental Assessment will be available for public review 30 days prior to the Public Hearing during normal business hours at the following locations: (1) Romulus Public Library, 11121 Wayne Rd., Romulus, MI 48174, (734) 942-7589. In accordance with the requirements of 49 U.S.C. 5117(c), PHMSA is publishing the following list of special permit applications that have been in process for 180 days or more. The reason(s) for delay and the expected completion date for action on each application is provided in association with each identified application.

FRA is proposing direct final rulemaking procedures to expedite the processing of noncontroversial regulatory changes to which no adverse comment is anticipated. Under the proposed procedures, FRA could choose to make routine or otherwise noncontroversial changes in a direct final rule which would become effective a specified number of days after its publication in the Federal Register, provided that no written adverse comment, or no request for a public hearing, was received before the rule's scheduled effective date. FRA would not use direct final rulemaking for complex or controversial matters.

The Federal Transit Administration (FTA) proposes to issue a Circular on Safety and Security Management Guidance for FTA-funded major capital projects. The proposed circular is for those FTA-funded projects that involve: (1) The construction of a new fixed guideway or extension of an existing fixed guideway; (2) the rehabilitation or modernization of an existing fixed guideway with a total project cost in excess of $100 million; or (3) projects designated as major capital projects by the Administrator. The Circular, which is located on the DMS Web site, identifies the safety and security management activities to be performed by grantees and the criteria for documenting these activities in the Safety and Security Management Plan (SSMP). FTA is also developing a manual of effective practices to accompany the circular.

This document publishes in the Federal Register an amendment adopting airworthiness directive (AD) 2006-20-51 that was sent previously to all known U.S. owners and operators of certain Boeing Model 777-200LR and -300ER series airplanes by individual notices. This AD requires revising the Airplane Flight Manual to prohibit takeoffs at less than full-rated thrust. This AD is prompted by a report of two occurrences of engine thrust rollback (reduction) during takeoff. We are issuing this AD to prevent dual-engine thrust rollback, which could result in the airplane failing to lift off before reaching the end of the runway or failing to clear obstacles below the takeoff flight path.

NHTSA is publishing this notice to inform the public of the schedule of upcoming meetings of the World Forum for Harmonization of Vehicle Regulations (WP.29) and its working parties of experts for the remainder of calendar year 2006 and the tentative schedule for calendar year 2007. Further, this notice informs the public about the status of activities under the Program of Work of the 1998 Global Agreement and requests comments on various aspects of these activities. Specifically, this notice seeks comment on the recommended Global Technical Regulation (GTR) on motorcycle brake systems that was referred by the Working Party on Brakes and Running Gear (GRRF) to the Executive Committee of the 1998 Global Agreement (AC.3) for a vote at the 140th session of WP.29 in November 2006. Publication of this information is in accordance with NHTSA's Statement of Policy regarding Agency Policy Goals and Public Participation in the Implementation of the 1998 Global Agreement on Global Technical Regulations.

The FAA is adopting a new airworthiness directive (AD) for all Boeing Model 737 airplanes. This AD requires repetitive measurement of the freeplay of both aileron balance tabs; repetitive lubrication of the aileron balance tab hinge bearings and rod end bearings; and related investigative and corrective actions if necessary. This AD results from reports of freeplay-induced vibration of the aileron balance tab. The potential for vibration of the control surface should be avoided because the point of transition from vibration to divergent flutter is unknown. We are issuing this AD to prevent excessive vibration of the airframe during flight, which could result in loss of control of the airplane.

We are adopting a new airworthiness directive (AD) for the products listed above. This AD results from mandatory continuing airworthiness information (MCAI) issued by an aviation authority of another country to identify and correct an unsafe condition on an aviation product. We are issuing this AD to require actions that are intended to address the unsafe condition described in the MCAI.

This action revises Class E airspace at St. Mary's, AK to provide adequate controlled airspace to contain aircraft executing three amended Standard Instrument Approach Procedures (SIAPs) and one new SIAP. This rule results in revised Class E airspace revised upward from the surface, and from 700 feet (ft.) above the surface at St. Mary's, AK.

This action revises Class E airspace at Mountain Village, AK to provide adequate controlled airspace to contain aircraft executing two new Standard Instrument Approach Procedures (SIAPs) and one new Departure Procedure (DP). This rule results in revised Class E airspace revised upward from 700 feet (ft.) above the surface at Mountain Village, AK.

This document announces the first meeting of the Motorcyclist Advisory Council to the Federal Highway Administration (MAC-FHWA). The purpose of this meeting is to advise the Secretary of Transportation, through the Administrator of the Federal Highway Administration, on infrastructure issues of concern to motorcyclists, including (1) barrier design; (2) road design, construction, and maintenance practices; and (3) the architecture and implementation of intelligent transportation system technologies, pursuant to Section 1914 of the Safe, Accountable, Flexible, Efficient Transportation Equity Act: A Legacy for Users (SAFETEA-LU).

This action proposes to revise Class E airspace at Perryville, AK. A new Standard Instrument Approach Procedures (SIAP) and a Standard Instrument Departure Procedure (SID) are being developed for the Perryville Airport. Adoption of this proposal would result in revising Class E airspace upward from 700 feet (ft.) and 1,200 ft. above the surface at Perryville, AK.

These special conditions are issued to Garmin International Inc., 1200 East 151st Street, Olathe, Kansas, 66062, for a Supplemental Type Certificate for the Raytheon Model C90A King Air airplane. This airplane will have novel and unusual design features when compared to the state of technology envisaged in the applicable airworthiness standards. These novel and unusual design features include the installation of electronic flight instrument system (EFIS) displays in the Garmin G1000 system, GFC 700 autopilot, Mid-Continent Instrument Attitude Indicator and Sandia Avionics cooling fans. The applicable regulations do not contain adequate or appropriate airworthiness standards for the protection of these systems from the effects of high intensity radiated fields (HIRF). These special conditions contain the additional safety standards that the Administrator considers necessary to establish a level of safety equivalent to the airworthiness standards applicable to these airplanes.

This action proposes to revise Class E airspace at Kodiak, AK. The FAA Instrument Flight Procedures Production and Maintenance Branch staff have noticed that a section of uncontrolled airspace north of Kodiak should be controlled airspace. Adoption of this proposal would result in revising Class E airspace upward from 1,200 ft. above the surface at Kodiak, AK.

This document corrects three typographical errors in the FHWA's notice of intent, published on June 7, 2006, at 71 FR 33033. The notice of intent advises the public that an Environmental Impact Statement (EIS) will be prepared for a road widening project in Henderson and Buncombe Counties, North Carolina. There were two typographical errors in the SUMMARY section and the incorrect route number appeared in the SUPPLEMENTARY INFORMATION section. This notice provides the correct information.
