The National Park Service is soliciting nominations for one member of the Native American Graves Protection and Repatriation Review Committee. The Secretary of the Interior will appoint the member from nominations submitted by Indian tribes, Native Hawaiian organizations, and traditional Native American religious leaders. The nominee must be a traditional Indian religious leader. Nominations must include the following information. 1. Nominations by traditional religious leaders: Nominations must be submitted with the nominator's original signature and daytime telephone number. The nominator must state that he or she meets the definition of traditional religious leader. 2. Nominations by Indian tribes or Native Hawaiian organizations: Nominations must be submitted on official tribal or organization letterhead with the nominator's original signature and daytime telephone number. The nominator must be the official authorized by the tribe or organization to submit nominations in response to this solicitation. The nomination must include a statement that the nominator is so authorized. 3. A nomination must include the following information: a. the nominee's name, postal address, daytime telephone number, and email address; b. nominee's resume or brief biography emphasizing the nominee's NAGPRA experience and ability to work effectively as a member of an advisory board; and c. that the nominee meets the definition of traditional religious leader found at 10 CFR 10.2(d)(3).

Appendix 1-16), the National Park Service (NPS) is hereby giving notice that the Advisory Council for the Captain John Smith Chesapeake National Historic Trail will hold a meeting, June 3, 2014. Designated through amendments to the National Trails System Act (16 U.S.C. 1241 to 1251, as amended), the Captain John Smith Chesapeake National Historic Trail consists of ``a series of water routes extending approximately 3,000 miles along the Chesapeake Bay and the tributaries of the Chesapeake Bay in the States of Virginia, Maryland, Delaware, and in the District of Columbia,'' tracing the 1607-1609 voyages of Captain John Smith to chart the land and waterways of the Chesapeake Bay. This meeting is open to the public. Preregistration is required for both public attendance and comment. The National Park Service is terminating the preparation of an Environmental Impact Statement (EIS) for the General Management Plan, Devils Postpile National Monument, Mammoth Lakes, California. A Notice of Intent to prepare the EIS for the General Management Plan (GMP) was published in the Federal Register on June 15, 2009. The National Park Service has since determined that an Environmental Assessment (EA) rather than an EIS is the appropriate environmental documentation for the GMP. This determination includes due consideration of all public comment and other agency information received during the public scoping period. Background: The new GMP for Devils Postpile National Monument will provide long-term guidance for resource management, visitor services and interpretive programming. The planning team originally scoped the GMP as an EIS and a Notice of Intent to prepare an EIS was published in the Federal Register on June 15, 2009. No concerns or issues expressed during public scoping process and subsequently during development of preliminary GMP alternatives convey either the potential for controversy or identify potential significant impacts. In 2011, the planning team developed three action alternatives for the GMP. These three alternatives explored ways to enhance long-term preservation of park resources and provide new recreational and educational opportunities. The planning team produced a newsletter and comment form to seek public input on the preliminary alternatives in the summer of 2011. Feedback on the preliminary alternatives affirmed that the planning team provided an appropriate range of future management directions for the monument. Most of the public comments on the preliminary alternatives were supportive of various aspects of the proposed alternative concepts and desired conditions. To date, no major concerns or issues have been expressed during public involvement for the GMP that would convey the potential for public controversy. Initial analysis of the alternatives has revealed no potential for either major or significant effects on the human environment, nor any potential for impairing park resources and values. The foreseeable potential impacts which may occur from implementing any of the alternatives are expected to be negligible to moderate in magnitude. For these reasons, the NPS determined that the appropriate level of conservation planning and environmental impact analysis for the GMP is an EA. It is also noted that many of the actions proposed in the GMP will have benefits to the monument's resources, operational needs, and visitor experiences.

The National Park Service (NPS) has prepared a Director's Order setting forth its policies and procedures governing its Wild and Scenic Rivers (WSRs) program. When adopted, the policies and procedures will apply to all National Wild and Scenic River System responsibilities, including: (1) Designated WSRs that are part of the national park system, partnership WSRs, and rivers in NPS units with protective language similar to that of the Wild and Scenic Rivers Act in their enabling legislation; and (2) section 7 (16 U.S.C. 1278) responsibilities for State-administered components of the National Wild and Scenic Rivers System. This order also advises on responsibilities related to WSR planning studies and the Nationwide Rivers Inventory. It supersedes and replaces the policies and procedures previously issued.

Through the preparation of a Multi-Use Trail Environmental Assessment, the National Park Service has decided to construct an unpaved, multi-use recreational trail in Lake Meredith National Recreation Area. The multi-use trail will be approximately 22 miles in length and be open to pedestrian and bicycle use only. National Park Service regulations require promulgation of a special regulation to designate new routes for bicycle use off park roads and outside developed areas. The multi-use trail will consist of five contiguous sections constructed in five phases, as resources become available. This multi-use trail will help address the lack of land-based recreational opportunities in the region; increase the availability of interpretive resources in the recreation area; provide a firebreak at the urban-wildland interface; and improve access for emergency response personnel.

The National Parks Air Tour Management Act (NPATMA) requires the Federal Aviation Administration (FAA) and National Park Service (NPS) to develop an air tour management plan for units of the national park system where an operator has requested authority to provide commercial air tours. The FAA Modernization and Reform Act of 2012 amended various provisions of NPATMA. One provision exempted national park units with 50 or fewer annual flights from the provisions of NPATMA and requires FAA and NPS to jointly publish a list of exempt parks. By Federal Register notice (See 77 FR 75254, December 19, 2012), FAA and NPS published an initial list of exempt parks in 2012. This notice provides the annual updated list of parks that are exempt from the provisions of the NPATMA.
Final Environmental Impact Statement for Tuolumne Wild and Scenic River Comprehensive Management Plan, Yosemite National Park, Madera, Mariposa, Mono, and Tuolumne Counties, California

Pursuant to the National Environmental Policy Act of 1969, 42 U.S.C. 4332(2)(C), and the National Historic Preservation Act (NHPA) of 1966 (16 U.S.C. 470 et seq.), the National Park Service (NPS) has prepared a Tuolumne Wild and Scenic River Final Comprehensive Management Plan and Environmental Impact Statement (Final Tuolumne River Plan/EIS). The Final Tuolumne River Plan/EIS fulfills the requirements of the Wild and Scenic Rivers Act (Pub. L. 90-542, as amended) (WSRA) and will provide a long-term management program for the 54 miles of the Tuolumne River that flow through Yosemite National Park. The purpose of the Final Tuolumne River Plan/EIS is to protect the river's free-flowing character and the values that make it worthy of designation by (1) reviewing and updating river corridor boundaries and segment classifications, (2) prescribing a process for the protection of the river's free-flowing condition, (3) identifying and documenting the condition of the river's outstandingly remarkable values, (4) identifying management actions needed to protect and enhance river values, (5) establishing management objectives for river values and a monitoring program for ensuring the objectives are met, and (6) defining visitor use and user capacity for the river corridor. The Final Tuolumne River Plan/EIS would update portions of the 1980 Yosemite General Management Plan (GMP) that address management within the Tuolumne Wild and Scenic River corridor. It also identifies the agency-preferred and environmentally preferred alternative.

Lineal descendants or representatives of any Indian tribe or Native Hawaiian organization not identified in this notice that wish to request transfer of control of these human remains and associated funerary objects should submit a written request to the Institute of the Great Plains. If no additional requestors come forward, transfer of control of the human remains and associated funerary objects to the lineal descendants, Indian tribes, or Native Hawaiian organizations stated in this notice may proceed.

On August 14, 2013, the Regional Director, Intermountain Region approved the Record of Decision for the project. As soon as practicable, the National Park Service will begin to implement the Preferred Alternative contained in the FEIS issued on May 31, 2013.
