The primary purpose of the proposed restoration is to restore dynamic natural processes that support the giant sequoias in Yosemite National Park and increase the resiliency of the Mariposa Grove to withstand a range of environmental stressors, and to improve the overall visitor experience in the Grove.

This rule includes provisions that allow greater flexibility for commercial tour operators, provide mechanisms to make the park cleaner and quieter than what has been allowed during the previous four winter seasons, reward oversnow vehicle innovations and technologies, and allow increases in visitation. It also requires snowmobiles and snowcoaches operating in the park to meet air and sound emission requirements and be accompanied by a guide.

Pursuant to the National Environmental Policy Act of 1969 and consistent with the National Historic Preservation Act of 1966, the National Park Service (NPS) announces the availability of a Draft Environmental Impact Statement for the Restoration of Native Species in High Elevation Aquatic Ecosystems Plan (Restoration Plan/DEIS), Sequoia and Kings Canyon National Parks (SEKI or parks), California. The Restoration Plan is needed to provide long-term management direction to restore and conserve high elevation aquatic species and ecosystems in the parks. The NPS is considering expanding the current high elevation aquatic ecosystem restoration program within SEKI to encompass additional sites and incorporate alternative treatment methods. The Restoration Plan/DEIS identifies and evaluates the environmental impacts of four alternatives: the no action alternative; and three action alternatives including a preferred alternative. The Final Restoration Plan/Final EIS would be implemented over a period of 25 to 35 years, with an internal evaluation of management effectiveness scheduled every 5 to 10 years. The NPS is inviting public review of the document to solicit feedback on the proposed alternatives and to hear ideas and concerns for consideration in the Final EIS.

As required by the Federal Advisory Committee Act, the National Park Service (NPS) is hereby giving notice that the Advisory Councils for the Captain John Smith Chesapeake National Historic Trail and the Star-Spangled Banner National Historic Trail will hold a joint meeting. Designated through amendments to the National Trails System Act (16 U.S.C. 1241 to 1251, as amended), the Captain John Smith Chesapeake National Historic Trail consists of ``a series of water routes extending approximately 3,000 miles along the Chesapeake Bay and the tributaries of the Chesapeake Bay in the States of Virginia, Maryland, Delaware, and in the District of Columbia,'' tracing the 1607-1609 voyages of Captain John Smith to chart the land and waterways of the Chesapeake Bay. The Star-Spangled Banner National Historic Trail consists of ``water and overland routes totaling approximately 290 miles, extending from Tangier Island, Virginia, through southern Maryland, the District of Columbia, and northern Virginia, in the Chesapeake Bay, Patuxent River, Potomac River, and north to the Patapsco River, and Baltimore, Maryland, commemorating the Chesapeake Campaign of the War of 1812 (including the British invasion of Washington, District of Columbia, and its associated feints, and the Battle of Baltimore in summer 1814).'' This meeting is open to the public. Preregistration is required for both public attendance and comment.
