Final Environmental Impact Statement for the Merced Wild and Scenic River Comprehensive Management Plan, Yosemite National Park, Madera and Mariposa Counties, California
Pursuant to the National Environmental Policy Act of 1969 (NEPA), and consistent with the National Historic Preservation Act of 1966 (NHPA), the National Park Service (NPS) has prepared the Final Environmental Impact Statement (Final EIS) for the proposed Merced Wild and Scenic River Comprehensive Management Plan (Merced River Plan). The Merced River Plan fulfills the requirements of the Wild and Scenic Rivers Act (Pub. L. 100-149, as amended) and will provide long-term protection of river values and establish a user capacity management program for 81 miles of the Merced River that flow through Yosemite National Park and the El Portal Administrative Site.

Pursuant to the provisions of the Privacy Act of 1974, as amended, the Department of the Interior is issuing a public notice of its intent to amend the National Park Service Privacy Act system of records, ``Special Use PermitsInterior, NPS-1,'' to update the system location, categories of individuals covered by the system, categories of records in the system, authority, routine uses, storage, safeguards, retention and disposal, system manager and address, notification procedures, records access and contesting procedures, and record source categories. The purpose of the system is to provide a park superintendent with information to approve or deny requests for activities that provide a benefit to an individual, group or organization, rather than the public at large. The system also assists park staff to manage the activity to ensure that the permitted activity does not interfere with the enjoyment of the park by visitors and that the natural and cultural resources of the park are protected.

Notice of Availability of Record of Decision for Restoration of Mariposa Grove of Giant Sequois, Yosemite National Park, California
Pursuant to Sec. 102(2)(C) of the National Environmental Policy Act of 1969 (Pub. L. 91-190, as amended) and the regulations promulgated by the Council on Environmental Quality (40 CFR part 1505.2), the Department of the Interior, National Park Service (NPS), has prepared and approved a Record of Decision for the Final Environmental Impact Statement (Final EIS) for the Restoration Plan for Mariposa Grove of Giant Sequoias. The requisite no-action ``wait period'' was initiated on November 1, 2013, with the Environmental Protection Agency's Federal Register notice of the filing of the Final EIS. Decision: The NPS has selected Alternative 2 (identified as ``preferred'' in the Final EIS) for implementation as the approved Restoration Plan for Mariposa Grove. Key components of the approved plan are as follows: (1) The existing parking lot in the lower Mariposa Grove area will be relocated to a visitor contact area at the South Entrance to the park, about two miles from the Grove; (2) parking will be consolidated into a 295-space parking and transit hub, with a park shuttle available to transport visitors from the South Entrance to the lower Grove area; (3) a hiking trail to the Grove and new accessible trails within the lower Grove area and near the Grizzly Giant tree will be constructed; (4) adverse effects to cultural resources will be ameliorated according to a Memorandum of Agreement executed with the State Historic Preservation Officer; and (5) ecological restoration actions will be undertaken to improve hydrologic flows, water infiltration, and reduce erosion. Three other alternatives were evaluated, the full range of foreseeable environmental consequences was assessed, and appropriate mitigation measures were identified. Alternative 2 (selected for implementation) was deemed to be the ``environmentally preferred'' course of action. Notice of Intent to Prepare a Joint Environmental Impact Statement/Environmental Impact Report for Trail Management Plan, Santa Monica Mountains National Recreation Area, Ventura and Los Angeles Counties, California
The original Notice of Intent to prepare the Trail Management Plan was published in the Federal Register on January 16, 2003, with an estimated completion date of 2004 for the joint EIS/EIR. The National Park Service (NPS) and state of California partner agencies conducted public scoping meetings in 2005 and gathered public comments on conceptual trail policies and map alternatives needed to prepare the Draft EIS/EIR. Owing to lack of funding, the NPS and partner agencies were unable to continue preparation of the EIS/EIR after the 2005 public scoping effort. State and federal funding for the EIS/EIR has now been secured, and the agencies are reinitiating joint preparation of the Trail Management Plan (TMP) and combined EIS/EIR. The NPS is the lead agency responsible for preparing the EIS, and the California Department of Parks and Recreation (CDPR) is the lead agency responsible for preparing the EIR. The Santa Monica Mountains Conservancy (SMMC) and the Mountains Recreation and Conservation Authority (MRCA) will be cooperating agencies in the EIS/EIR effort. Following publication of this Notice, CDPR will reissue a Notice of Preparation to initiate the preparation of a joint EIS/EIR pursuant to the requirements of the California Environmental Policy Act (CEQA).

Draft Wilderness Management Plan/Environmental Impact Statement, Lake Mead National Recreation Area, Nevada/Bureau of Land Management, Southern Nevada District
Pursuant to the National Environmental Policy Act of 1969, 42 U.S.C. 4332(2)(C), the National Park Service (NPS) and Bureau of Land Management (BLM) announce the availability of Draft Wilderness Management Plan and Environmental Impact Statement (EIS) for the NPS Lake Mead National Recreation Area and BLM Southern Nevada District Office. The jointly prepared Draft Wilderness Management Plan addresses management issues, identifies stewardship goals and objectives, proposes decision-making guidelines for administrative actions and visitor use, and provides guidelines for managing the Jimbilnan, Pinto Valley, Black Canyon, Eldorado, Ireteba Peaks, Nellis Wash, Spirit Mountain, and Bridge Canyon wilderness areas. The NPS and the BLM jointly manage three of these wilderness areas, and five of these areas are managed by the NPS. The proposed plan analyzes three alternatives for future management and use of the eight wilderness areas. Alternative A (no action alternative) reflects current wilderness management and serves as a baseline for comparison with the other alternatives. No major change would occur in the management of the wilderness areas. Alternative B (preferred alternative) generally focuses on identifying specific opportunities for access into the areas while still protecting the character of the wilderness areas. Alternative C provides a higher level of access and visitor use management while still protecting the overall character of the wilderness areas.
