Endangered and Threatened Species Permit Applications
We, the U.S. Fish and Wildlife Service, invite the public to comment on the following applications to conduct certain activities with endangered or threatened species. The Endangered Species Act of 1973, as amended (Act), prohibits activities with endangered and threatened species unless a Federal permit allows such activities. The Act and the National Environmental Policy Act also require that we invite public comment before issuing these permits.

Draft Environmental Impact Statement for General Management Plan/Wilderness Study, Hawaii Volcanoes National Park, Hawaii
The National Park Service is expanding the scope of the Environmental Impact Statement (EIS) that is being prepared for updating the General Management Plan (GMP) for Hawaii Volcanoes National Park. As part of this conservation planning and environmental impact analysis effort, the Draft EIS will include a wilderness study to determine if any additional portions of the park should be recommended for inclusion in the National Wilderness Preservation System (currently the park contains 130,790 acres of Congressionally designated Wilderness).
Environmental Impact Statement for Restoration of the Mariposa Grove of Giant Sequoias, Yosemite National Park, Madera, Mariposa, Mono, and Tuolumne Counties, CA
The National Park Service (NPS) is preparing an Environmental Impact Statement (EIS) for the Restoration of the Mariposa Grove of Giant Sequoias in Yosemite National Park. This EIS addresses implementation of actions called for in the 1980 General Management Plan (GMP), presenting comprehensive design alternatives for restoring natural conditions in the Mariposa Grove, as well as improving visitor experience and access within the Grove and at the nearby South Entrance to the park. The NPS is initiating public scoping and consultation with interested members of the public, agencies, and federally recognized American Indian Tribes traditionally associated with the area to help identify topics, issues, and concerns for consideration in the EIS.

On November 9, 2011, we, the U.S. Fish and Wildlife Service (Service), published a notice of availability of a draft environmental assessment (EA) and an application from the Maine Department of Inland Fisheries and Wildlife (MDIFW) for an incidental take permit under the Endangered Species Act of 1973, as amended (ESA), for public comment. We also announced public meetings. However, we made an error in the end date we gave for public comments. This notice corrects that date error.

Adjustment of the Amount of an Administrative Costs Assessment
The Bureau of Reclamation (Reclamation, we, our, or us) is decreasing the amount of the administrative costs assessment set forth in the Acreage Limitation Rules and Regulations (Regulations), 43 CFR part 426. Based on our latest required review, the current $290 administrative costs assessment is being decreased to $230.
Notice of Realty Action; Recreation and Public Purposes Act Classification; Tenakee Springs, AK
The Bureau of Land Management (BLM) examined approximately 0.31 acres of public land in Alaska and found it suitable for classification for lease or conveyance to the City of Tenakee Springs under the provisions of the Recreation and Public Purposes (R&PP) Act, as amended, and under Sec. 7 of the Taylor Grazing Act, and Executive Order No. 6910. The City of Tenakee Springs proposes to use the land for a community park and garden, and a community public hot springs bath.

Final Environmental Impact Statement for the Windy Gap Firming Project, Colorado
The Final Environmental Impact Statement (EIS) for the Windy Gap Firming Project is available for public review. The Bureau of Reclamation (Reclamation) has evaluated comments and has identified Alternative 2 as the Preferred Alternative. The Preferred Alternative includes construction of Chimney Hollow Reservoir, pre-positioning of Colorado-Big Thompson (C-BT) water in the new reservoir, and a new pipeline to convey water to the reservoir from existing C-BT facilities.

Endangered and Threatened Wildlife and Plants; Incidental Take Permit Application; Habitat Conservation Plan and Associated Documents; Kaheawa Pastures Wind Energy Generation Facility, Maui County, HI
We, the Fish and Wildlife Service, have received an application, under the Endangered Species Act of 1973, as amended (Act), from Kaheawa Wind Power I, LLC, for an amendment to incidental take permit (ITP) number TE118901-0 and the associated Kaheawa Pastures Wind Energy Generation Facility Habitat Conservation Plan (HCP). If approved, the ITP amendment would reduce the level of authorized incidental take of the endangered Hawaiian petrel (uau) and the threatened Newell's shearwater (ao) in the course of operating the Kaheawa Pastures Wind Energy Generation Facility (KWPI wind farm) for generating electricity on the island of Maui, Hawaii. We invite public comment on the proposed amendment of the ITP, HCP, and associated documents.
Endangered and Threatened Wildlife and Plants; Designation of Critical Habitat for the Southern Selkirk Mountains Population of Woodland Caribou (Rangifer tarandus caribou)
We, the U.S. Fish and Wildlife Service (Service), propose to designate critical habitat for the southern Selkirk Mountains population of woodland caribou (Rangifer tarandus caribou) under the Endangered Species Act of 1973, as amended (Act). In total, approximately 375,562 acres (151,985 hectares) are being proposed for designation as critical habitat. The proposed critical habitat is located in Boundary and Bonner counties in Idaho, and Pend Oreille County in Washington.

Status Report of Water Service, Repayment, and Other Water-Related Contract Actions
Notice is hereby given of contractual actions that have been proposed to the Bureau of Reclamation and are new, modified, discontinued, or completed since the last publication of this notice on September 29, 2011. From the date of this publication, future notices during this calendar year will be limited to new, modified, discontinued, or completed contract actions. This notice is one of a variety of means used to inform the public about proposed contractual actions for capital recovery and management of project resources and facilities consistent with section 9(f) of the Reclamation Project Act of 1939. Change in Discount Rate for Water Resources Planning
The Water Resources Planning Act of 1965 and the Water Resources Development Act of 1974 require an annual determination of a discount rate for Federal water resources planning. The discount rate for Federal water resources planning for fiscal year 2012 is 4 percent. Discounting is to be used to convert future monetary values to present values.

Residential, Business, and Wind and Solar Resource Leases on Indian Land
The Bureau of Indian Affairs (BIA) is proposing to revise the regulations addressing non-agricultural leasing of Indian land. This rule would add new subparts to address residential leases, business leases, wind resource evaluation and development leases, and solar resource development leases on Indian land, and would therefore remove the existing subpart for non-agricultural leases.
