The Department of the Army proposes to revise its regulation on the Manufacturing, Sale, Wear, and Quality Control of Heraldic Items which prescribes the Army Heraldic Quality Control Program and the certification process for manufacturers in order to make Military Insignia. The rule also establishes procedures governing the manufacture, commercial sale, reproduction, possession, and wear of military decorations, medals, badges, insignia and their components and appurtenances. The proposed revisions include the addition of a five- year renewal period for manufacturer certification and insignia authorizations and changes to the procedure for authorizing the use of insignia on commercial items.

The Commander's Risk Reduction Dashboard (CRRD) provides Army Command Teams visibility of risk history, personal readiness factors, and adverse trends for units and individual soldiers in a near real- time environment. The CRRD effort is in response to an increase in suicides in the Army. It is designed to provide Command Teams with the necessary information to recognize suicidal behavior, death risks, and high-risk behavior. In addition to formatting changes to comply with Office of Management and Budget (OMB) Circular No. A-108, this System of Records is being modified to expand the categories of records, clarify the purpose and use of information, update the authorities, and to incorporate the applicable DoD Routine Uses in the published notice. All other changes to the notice are administrative in nature.

The Department of the Army (Army) announces the availability of the Draft Environmental Impact Statement (EIS) for the proposed Heavy Off-Road Mounted Maneuver Training Area (HOMMTA) at Fort Benning, Georgia. In accordance with the National Environmental Policy Act (NEPA), the Draft EIS analyzes the potential environmental and socioeconomic impacts, and recommends related mitigation measures, associated with constructing, operating, and maintaining a HOMMTA of at least 2,400 contiguous acres at Fort Benning to support off-road mounted maneuver (Proposed Action). The Proposed Action would support the Maneuver Center of Excellence (MCoE) in its mission to train the maneuver forces of the Army and would increase the total amount of heavy off-road maneuver training area on Fort Benning, enabling Fort Benning to conduct realistic training in accordance with current Army training requirements. The Proposed Action would provide a training area to meet existing training needs; it would not result in additional Soldiers, traffic, or any training off of the Installation. Training land development would occur over a 2- to 3-year period; development would primarily include vegetation removal and the construction of tank trails, culverted water crossings, and road upgrades, as well as burying existing overhead utilities. As feasible, buffers would be used to protect environmentally sensitive resources such as streams, wetlands, cemeteries, and archaeological sites. A Draft Finding of No Practicable Alternative (FONPA) addressing potential impacts on wetlands and 100-year floodplains is also available in the Draft EIS for comment.

The U.S. Army Installation Management Command (IMCOM) has completed a Programmatic Environmental Assessment (PEA) analyzing the impacts of developing, adopting, implementing, and updating Real Property Management Plans (RPMPs) and their component documents using a standardized process in accordance with Department of Defense (DoD) and Army guidance, and encouraging community partner participation in this process. The Army is making the PEA and a draft Finding of No Significant Impact (FONSI) available for public comment. The PEA identifies no significant environmental impacts from implementing the Proposed Action. The draft FONSI concludes that preparing an environmental impact statement is not required and, therefore, one will not be prepared.

The USA is rescinding a System of Records, A0385-1040 ASO, Army Safety Management Information System (ASMIS). These records consist of safety investigation case files retrieved by the report identification number, incident date, location, unit identification code, accident classification, or accident description. Personal information is collected during the investigation on individuals involved in or witness to an incident; however, their personal identifiers are not used to maintain or retrieve the records. To maintain the integrity of investigatory material, the USA established specialized procedures to restrict queries to descriptors of the incident, therefore these records are not subject to the Privacy Act of 1974. Individuals involved in or witness to the incident, and other interested parties may request information collected in safety investigations records under the provisions of the Freedom of Information Act (FOIA).

This final rule removes DoD's regulation concerning the Department of the Army's Privacy Program. On April 11, 2019, DoD published a revised DoD-level Privacy Program rule, which contains the necessary information for an agency-wide Privacy Program regulation under the Privacy Act and now serves as the single Privacy Program rule for the Department. That revised Privacy Program rule also includes all DoD component exemption rules. Therefore, the regulation is now unnecessary and may be removed from the CFR.
