3.150. Due to circumstances beyond the
control of the Department of Defense
(DoD) and the Designated Federal
Officer, the Western Hemisphere
Institute for Security Cooperation Board
of Visitors was unable to provide
sufficient public notification required
by 41 CFR 102–3.150(a) concerning its
annual meeting scheduled for November
7, 2019. Accordingly, the Advisory
Committee Management Officer for the
Department of Defense, pursuant to 41
CFR 102–3.150(b), waives the 15calendar day notification requirement.
Purpose of the Meeting: The Western
Hemisphere Institute for Security
Cooperation (WHINSEC) Board of
Visitors (BoV) is a non-discretionary
Federal Advisory Committee chartered
to provide the Secretary of Defense,
through the Secretary of the Army,
independent advice and
recommendations on matters pertaining
to the curriculum, instruction, physical
equipment, fiscal affairs, and academic
methods of the institute; other matters
relating to the institute that the board
decides to consider; and other items that
the Secretary of Defense determines
appropriate. The board reviews
curriculum to determine whether it
adheres to current U.S. doctrine,
complies with applicable U.S. laws and
regulations, and is consistent with U.S.
policy goals toward Latin America and
the Caribbean. The board also
determines whether the instruction
under the curriculum of the institute
appropriately emphasizes human rights,
the rule of law, due process, civilian
control of the military, and the role of
the military in a democratic society. The
Secretary of Defense may act on the
committee’s advice and
recommendations.
Agenda: Status briefing from the
institute’s commandant; updates from
the Department of State, U.S. Northern
Command and U.S. Southern
Command; a public comments period;
and presentation of other information
appropriate to the board’s interests.
Public Accessibility to the Meeting:
Pursuant to 5 U.S.C. 552b, as amended,
and 41 CFR 102–3.140 through 102–
3.165, and subject to the availability of
space, this meeting is open to the
public. A 15-minute period between
11:15 to 11:45 will be available for
verbal public comments. Seating is on a
first to arrive basis. Attendees are
