The current coal- fired central heat and power plant (CHPP) and its aging heat distribution system require an upgrade that resolves safety, resiliency, fiscal, and regulatory concerns. The Final EIS analyzes and evaluates reasonable alternatives, potential environmental impacts, and mitigation measures, and responds to comments on the Draft EIS. The Army will observe a 30-day waiting period before deciding how to proceed.

Notice of Intent To Prepare Legislative Environmental Impact Statement Regarding Proposed Public Land Withdrawal in Vicinity of Arizona State Route 95, Yuma Proving Ground, Arizona

The Department of the Army (Army) intends to prepare a legislative environmental impact statement (LEIS) regarding the withdrawal and reservation for military purposes of approximately 22,000 acres of public land now managed by the Bureau of Land Management (BLM). This withdrawal and reservation would add to the existing withdrawal and reservation for the Army's Yuma Proving Ground (YPG), Arizona. It would improve public safety and meet testing and training requirements for advances in Global Positioning System (GPS)- guided parachute technologies. The additional land would allow for higher-altitude parachute releases and would provide an additional buffer in case of release-point errors and system failures. The proposed withdrawal area, which would extend to Arizona State Route (SR) 95, would establish SR 95 as a distinct physical landmark for the YPG boundary. This notice announces the beginning of the public comment process, including public scoping meetings. When the Army submits its land withdrawal application, BLM will file a separate Notice of Application for Withdrawal in the Federal Register. The LEIS will analyze potential impacts of the Army's use of the land. The LEIS will be transmitted to Congress to support legislative decision-making regarding the Army's request.

The Office of Army Cemeteries (OAC) is honoring the requests of the family members to disinter the human remains of 6 Native American students from the Carlisle Barracks Post Cemetery, Carlisle, Pennsylvania. The decedent names are: Raleigh James from the Washoe tribe, Wade Ayres from the Catawba tribe, Anatasia Achwak(Ashowak) and Anna Vereskin from the Alaskan (Aleut) tribe, Ellen Macy from the Umqua tribe and Frank Green from the Oneida tribe. These students died between 1880 and 1910 while attending the Carlisle Indian Industrial School. At the request of the closest living relative for each decedent, OAC will disinter and facilitate the transport and reinternment of the remains in private cemeteries chosen by the families at government expense. This disinterment will be conducted in accordance with Army Regulation 290-5. This is not a Native American Graves Protection and Repatriation Act (NAGPRA) action because the remains are not part of a collection. They are interred in graves that are individually marked at the Carlisle Barracks Post Cemetery.
