Draft Policy Letter on the Coast Guard's Process To Accept Proposed Type-Approval Testing Protocols for Ballast Water Management Systems (BWMS) That Render Organisms in Ballast Water Nonviable
The Coast Guard announces the availability of a draft policy letter that establishes the Coast Guard's proposed acceptance of type- approval testing protocols for BWMS that render nonviable (meaning ``permanently incapable of reproduction'') organisms in ballast water and may be used in addition to the methods established under existing regulations; the process for accepting type-approval testing protocols for BWMS, if any, that render nonviable organisms in ballast water and may be used in addition to the methods established under existing regulations which includes: The process for incorporating accepted protocols into the type-approval procedures established under existing regulations; the acceptance of laboratories to evaluate applicable treatment technologies; and the certification of BWMS that render nonviable organisms in ballast water. This notice solicits public comments on the draft policy letter that is entitled TYPE APROVAL METHODS FOR BALLAST WATER MANAGEMENT SYSTEMS THAT RENDER NONVIABLE ORGANISMS IN BALLAST WATER, hereinafter referred to in this notice as the ``draft policy letter.''

The Coast Guard is establishing a temporary safety zone on the navigable waters of McKinney Bay in Lake Tahoe in support of the Homewood Wedding Fireworks Display on August 2, 2019. This safety zone is necessary to protect personnel, vessels, and the marine environment from the dangers associated with pyrotechnics. Unauthorized persons or vessels are prohibited from entering into, transiting through, or remaining in the safety zone without permission of the Captain of the Port San Francisco or a designated representative.
Safety Zone; Leukemia and Lymphoma Light the Night Fireworks
The Coast Guard will enforce regulations for the Leukemia and Lymphoma Light the Night Fireworks display safety zone on October 12, 2019. Our regulation for firework display safety zones within the Captain of the Port Zone Columbia River identifies the regulated area for this event on the Willamette River in Portland, OR, and the regulations that will be enforced. These regulations prohibit persons and vessels from entry into, transit through, mooring, or anchoring within the regulated area unless authorized by the Captain of the Port Sector Columbia River or their designated representative.

The Coast Guard is establishing a temporary safety zone for navigable waters of the Allegheny River from Mile 0 to Mile 0.6. The safety zone is needed to protect personnel, vessels, and the marine environment from potential hazards created by high speed boat races and paddle boat races. Entry of vessels or persons into this zone is prohibited unless specifically authorized by the Captain of the Port Sector Lake Michigan.
Safety Zone; Huron All Classic Fireworks, Huron River, Huron, OH
The Coast Guard is establishing a temporary safety zone for navigable waters near the East Cleveland Road in Huron, OH. The safety zone is needed to protect personnel, vessels, and the marine environment from potential hazards associated with fireworks displays created by the Huron All Classic Fireworks event on the Huron River. Entry of vessels or persons into this zone is prohibited unless specifically authorized by the Captain of the Port Detroit, or his or her designated representative. This temporary safety zone is necessary to protect spectators and vessels from the hazards associated with fireworks displays.
Safety Zone for Fireworks Displays; Upper Potomac River, Washington Channel, DC
The Coast Guard will enforce a safety zone for three fireworks displays taking place over the Washington Channel, adjacent to The Wharf DC, Washington, DC; the first on August 4, 2019, the second on September 21, 2019, and the third on December 7, 2019. This action is necessary to ensure the safety of life on navigable waterways during these fireworks displays. Our regulation for recurring fireworks displays from January 12, 2019, through December 31, 2019 identifies the temporary safety zones for these fireworks display events. During the enforcement periods, persons and vessels are prohibited from entering the safety zone unless authorized by the Captain of the Port Maryland-National Capital Region or a designated representative.
Safety Zone; Charleston Harbor, Charleston, SC
The Coast Guard is proposing to establish a temporary moving safety zone around the USS LA JOLLA as the vessel is towed to Joint Base Charleston, Charleston, SC. This action is necessary to provide for the safety of life on these navigable waters in Charleston Harbor, Charleston, SC on September 3, 2019. This proposed rulemaking would prohibit persons and vessels from being in the safety zone unless authorized by the Captain of the Port Charleston or a designated representative. The Coast Guard is establishing a temporary safety zone for navigable waters of the Straits of Mackinac within 250-yards of the Mackinac Bridge. The safety zone is needed to protect 400 swimmers participating in a swim across the Mackinac Straits from risks associated with the boating public. Entry of vessels or persons into this zone is prohibited unless specifically authorized by the Captain of the Port Sault Sainte Marie.
Special Local Regulation; Charlevoix Venetian Night Boat Parade; Charlevoix, MI
The Coast Guard will enforce special local regulations for the Charlevoix Venetian Boat Parade on July 27, 2019, to provide for the safety of life on navigable waterways during this event. During the enforcement period, the operator of any vessel in the Round Lake, Charlevoix, MI must comply with directions from the Patrol Commander.
Safety Zone; Recurring Events in Captain of the Port Duluth Zone-Superior Man Triathlon
The Coast Guard will enforce the safety zone regulation for the Superior Man Triathlon event in Duluth, MN from 5:30 a.m. through 8:30 a.m. on August 10, 2019. This action is necessary to protect participants and spectators during the event. During the enforcement period, entry into, transiting, or anchoring within the safety zone is prohibited unless authorized by the Captain of the Port Duluth or his or her designated on-scene representative.
Safety Zones; Recurring Safety Zones in Captain of the Port Sault Sainte Marie Zone for Events Beginning in Late July 2019
The Coast Guard will enforce established safety zones for maritime events starting in late July 2019 to provide for the safety of life on navigable waterways. Our regulation for safety zones within the Captain of the Port Sault Sainte Marie Zone identifies the regulated area for these safety zones. During the enforcement periods, vessels must stay out of the established safety zone and may only enter with permission from the designated representative of the Captain of the Port Sault Sainte Marie.
National Offshore Safety Advisory Committee
The National Offshore Safety Advisory Committee and its Subcommittee will meet in Katy, Texas to discuss Committee matters relating to the safety of operations and other matters affecting the offshore oil and gas industry. All meetings will be open to the public.
Safety Zone; New Orleans, LA
The Coast Guard will enforce a temporary safety zone between mile marker (MM) 95.5 and MM 94.5 above Head of Passes, Lower Mississippi River, LA. This action is necessary to provide for the safety of life on these navigable waters near New Orleans, LA, during a fireworks display on November 22, 2019. During the enforcement periods, the operator of any vessel in the regulated area must comply with directions from the Patrol Commander or any Official Patrol displaying a Coast Guard ensign.

Special Local Regulations; Charlevoix Venetian Night Boat Parade
The Coast Guard is changing the special local regulation for the Charlevoix Venetian Night Boat Parade to increase the length of effective period of the existing special local regulation to allow the Patrol Commander additional time to clear vessels from transiting or anchoring in the regulated area. In order for the Coast Guard to clear vessel traffic to ensure safety in sufficient time in advance of the event, the Coast Guard changes the effective period broadly to ``a date in late July.''

This rule will provide a temporary safety zone to protect 2,400 participating swimmers in the Traverse City Ironman Triathlon. Security Zones; Port of Palm Beach, Port Everglades, Port of Miami, and Port of Key West, Florida
The Coast Guard is modifying the existing security zone regulations for the Port of Palm Beach, Port Everglades, Port of Miami, and Port of Key West Florida. The amendments will create a new section for Sector Key West security zones; clarify when the Port Everglades fixed security zones will be in effect; modify and lengthen a portion of one Port Everglades fixed security zone; and update language and definitions throughout the regulation. The security zones are intended to protect the public and ports from potential subversive acts.
Certificate of Alternative Compliance for the Cable Ferry TINA FALLON
The Coast Guard announces that the Fifth District, Chief of Prevention Division has issued a certificate of alternative compliance from the International Regulations for Preventing Collisions at Sea, 1972 (72 COLREGS), for the cable ferry, TINA FALLON, Official Number (O.N.) 1206170, Chesapeake Shipbuilding Corporation Hull Number 89. We are issuing this notice because its publication is required by statute. Due to its construction, purpose and operation, the cable ferry, TINA FALLON cannot fully comply with the light, shape, or sound signal provisions of the 72 COLREGS without interfering with the vessel's design, operation and construction. This notification of issuance of a certificate of alternative compliance promotes the Coast Guard's marine safety mission.

Regulated Navigation Area; Straits of Mackinac, Mackinaw City, MI
The Coast Guard will enforce a temporary traffic rule prohibiting the transit of certain vessels under the Mackinac Bridge in the Straits of Mackinac on August 11, 2019, to provide for safety of life on navigable waterways during a swim event. Our regulation identifies the vessels that must comply with this temporary traffic rule. During the enforcement periods, the operator of any vessel in the regulated navigation area must comply with directions from the Patrol Commander or a Designated Representative of the Captain of the Port.
Safety Zones; Marine Events Held in the Captain of the Port Long Island Sound Zone
The Coast Guard is establishing seven temporary safety zones for fireworks displays within the Captain of the Port (COTP) Long Island Sound (LIS) Zone. These temporary safety zones are necessary to provide for the safety of life on navigable waters during these seven events. Entry into, transit through, mooring or anchoring within these limited access areas is prohibited unless authorized by the COTP LIS.
Special Local Regulations; Festival of Sail Duluth 2019, Lake Superior, Duluth, MN
The Coast Guard is proposing to establish a temporary special local regulation for a designated area of the Duluth Harbor entrance to Superior Bay on Lake Superior during the Festival of Sail 2019 event in Duluth, MN. This action is necessary to provide for the safety of life on these navigable waters around the port of Duluth, MN during a sail festival with tall ships beginning on August 11, 2019 and ending the afternoon of August 13, 2019. This proposed rulemaking would prohibit persons and vessels from being in the designated region unless authorized by the Captain of the Port Duluth or a designated representative. We invite the public to comment on this supplemental notice of proposed rulemaking, specifically on the extended time of the special local regulation.
Drawbridge Operation Regulation; Shrewsbury River, Monmouth County Highway Bridge, Sea Bright, New Jersey
The Coast Guard is modifying the operating schedule that governs the Monmouth County Highway Bridge (alternatively referred to as the ``Sea Bright Bridge'' or the ``S-32 Bridge'') across the Shrewsbury River, mile 4.0 at Sea Bright, New Jersey. The owner of the bridge, the Monmouth County Board of Chosen Freeholders (Monmouth County), submitted a request to reduce the number of bridge openings during the summer months to better serve the needs of the community while continuing to meet the reasonable needs of navigation.
Anchorage Regulations; Passagassawakeag River, Belfast, ME
The Coast Guard is establishing two special anchorage areas in the Passagassawakeag River in the vicinity of Belfast, ME. This proposed action is necessary to facilitate safe navigation in that area and provide safe and secure anchorages for vessels less than 65 feet in length. This action is intended to increase the safety of life and property in the Passagassawakeag River in the vicinity of Belfast, improve the safety of anchored vessels, and provide for the overall safe and efficient flow of vessel traffic and commerce.

The Coast Guard is establishing a temporary safety zone for certain navigable waters of the New Jersey Intracoastal Waterway. The safety zone is needed to protect participants of the Jim Whelan Open Water Festival on these navigable waters near Atlantic City, NJ, during a swim event on July 14, 2019. This regulation prohibits non- participant persons and vessels from entering, transiting through, anchoring in, or remaining within the safety zone unless authorized by the Captain of the Port (COTP) Delaware Bay or a designated representative.

The Coast Guard is establishing a temporary safety zone on the waters of the Delaware River near Talen Energy Stadium in Chester, PA, from 9:30 p.m. to 10:30 p.m. on July 6, 2019, during the Philadelphia Union Soccer Fireworks Display. The safety zone is necessary to ensure the safety of participant vessels, spectators, and the boating public during the event. This regulation prohibits persons and non-participant vessels from entering, transiting through, anchoring in, or remaining within the safety zone unless authorized by the Captain of the Port (COTP) Delaware Bay or a designated representative.
Special Local Regulation; Zimovia Strait, Wrangell, AK
The Coast Guard is establishing a permanent special local regulation to enable vessel movement restrictions for certain waters of the Zimovia Strait. This action is necessary to provide for the safety of life on these navigable waters near Wrangell Harbor during power boat races on July 4, 2019 and every subsequent year on July 4. This rule prohibits persons and vessels from transiting through, mooring, or anchoring within the special local regulation race area unless authorized by the Captain of the Port Southeast Alaska or a designated representative.

The Coast Guard is proposing to establish a safety zone for navigable waters within a defined area off Conneaut Township Park during the Perch and Pilsner Festival Water Ski Show. This action is necessary to provide for the safety of life on the navigable waters in Conneaut Harbor, Lake Erie, Conneaut, OH during a water ski show on September 7, 2019.
