Temporary final rule. AGENCY: ACTION: The Coast Guard is establishing seven temporary safety zones for fireworks displays within the Captain of the Port (COTP) Long Island Sound (LIS) Zone. These temporary safety zones are necessary to provide for the safety of life on navigable waters during these seven events. Entry into, transit through, mooring or anchoring within these limited access areas is prohibited unless authorized by the COTP LIS. DATES: This rule is effective from July 12, 2019 through July 13, 2019. For the purposes of enforcement, actual notice will be used from June 29, 2019, through July 12, 2019. the Straits of Mackinac on August 11, 2019, to provide for safety of 
life on navigable waterways during a swim event. Our regulation
