are no capital costs or operating and maintenance costs associated with this collection of information.
Generally, FDA considers a ‘‘smallscale tobacco product manufacturer’’ to
be a manufacturer of any regulated
tobacco product that employs 150 or
fewer full-time equivalent employees
and has annual total revenues of
$5,000,000 or less. FDA considers a
manufacturer to include each entity that
it controls, is controlled by, or is under
common control with such
manufacturer. To help make FDA’s
individual enforcement decisions more
efficient, a manufacturer may
voluntarily submit information
regarding employment and revenues.
FDA does not believe many
manufacturers who fit the criteria of a
small-scale tobacco product
manufacturer would submit the
voluntary information.
FDA estimates that there are
approximately 75 small-scale
manufacturers who will voluntarily
submit information. FDA believes it will
take respondents 2 hours to voluntarily
submit information regarding
employment and revenues for a total of
150 hours.
The total estimated burden for this
information collection is 1,286,950
reporting hours, and 1,040 annual
responses. Our estimated burden for the
information collection reflects an
overall decrease of 39,050 hours and a
corresponding decrease of 315
responses. We attribute this adjustment
to updated information in the number of
submissions we received over the last
few years.

The National Offshore Safety
Advisory Committee and its
Subcommittee will meet in Katy, Texas
to discuss Committee matters relating to
the safety of operations and other
matters affecting the offshore oil and gas
industry. All meetings will be open to
the public.

Subcommittee will meet on Tuesday,
September 10, 2019 and on Wednesday,
September 11, 2019. The Use of
Offshore Supply Vessels and Other NonPurpose Built Vessels for Restoration/

Built Vessels for Restoration/Recovery
Activities Subcommittee will meet on

4:00 p.m. (Central Time) to review,
discuss and formulate recommendations
to be presented to the full Committee
during the September 11, 2019 public
meeting.
Day 2
The National Offshore Safety
Advisory Committee will hold a public
meeting on September 11, 2019 from 8
a.m. to 6 p.m. (Central Time) to review
and discuss the progress of, and any
reports and recommendations received
from the above listed subcommittee
from their deliberations. The Committee
will then use this information and
consider public comments in discussing
and formulating recommendations to
the United States Coast Guard. Public
comments or questions will be taken at
the discretion of the Designated Federal
Officer during the discussion and
recommendation portions of the
meeting and during the public comment

In accordance with the
Federal Land Policy and Management
Act of 1976 and the Federal Advisory
Committee Act of 1972, the U.S.
Department of the Interior, Bureau of
Land Management (BLM) Southeast
Oregon Resource Advisory Council
(RAC) will meet as indicated below.

The 15member Council advises the Secretary
of the Interior, through the BLM, on a
variety of planning and management
issues associated with public land
management in Southeast Oregon. The

comments regarding the Southeastern
Oregon Resource Management Plan
Amendment Draft Environmental
Impact Statement as part of the public
participation process.
