The Coast Guard is revising regulations governing safety zones for fireworks displays in Long Island Sound. This revision establishes 9 new permanent safety zones, revises the location for one established fireworks safety zone, and amends the notification and enforcement provisions to include additional launches from beach areas. This action is necessary to provide for the safety of life on navigable waters during the events.

The Coast Guard is establishing a safety zone around a petroleum and gas production facility in Mississippi Canyon 778 of the Outer Continental Shelf in the Gulf of Mexico. The facility needs to be protected from vessels operating outside the normal shipping channels and fairways, and placing a safety zone around this area will significantly reduce the threat of collisions, oil spills and releases of natural gas. This rule prohibits all vessels from entering or remaining in the specified area around the facility's location except under specified conditions.

The Coast Guard is establishing a temporary safety zone for the Oswego Harbor Fireworks Display which will occur on July 30, 2005. This safety zone is necessary to control vessel traffic within the immediate location of the fireworks launch site and to ensure the safety of life and property during the event. This safety zone is intended to restrict vessel traffic from a portion of Lake Ontario.

The Commander, Fifth Coast Guard District, has approved a temporary deviation from the regulations governing the operation of the Onslow Beach Swing Bridge across the Atlantic Intracoastal Waterway (AICW), mile 240.7, at Camp Lejeune, NC. This deviation allows the drawbridge to remain closed-to-navigation each day from 11 p.m. to 9 a.m., beginning October 6 until November 11, 2005, to facilitate sandblasting and painting.

The Coast Guard is changing the regulation governing the operation of the CSX Railroad Bridge across the Hillsborough River, Mile 0.7, Tampa, Florida. Previously owned by the Seaboard System Railroad, the bridge is now the CSX Railroad Bridge vice the Seaboard System Railroad Bridge. This rule allows the bridge to operate using an automated system without an onsite bridge tender.

The Bureau of Customs and Border Protection, in conjunction with the Department of Transportation, Federal Motor Carrier Safety Administration, is currently conducting a National Customs Automation Program (NCAP) test concerning the transmission of automated truck manifest data. This document announces the next two groups, or clusters, of ports to be deployed for this test.

The designation of Somalia for Temporary Protected Status (TPS) will expire on September 17, 2005. This Notice extends TPS for Somalia for 12 months, until September 17, 2006, and sets forth procedures necessary for nationals of Somalia (or aliens having no nationality who last habitually resided in Somalia) with TPS to re- register and to apply for an extension of their employment authorization documents (EADs) for the additional 12-month period. Re- registration is limited to persons who registered under the initial designation (which was announced on September 16, 1991) or the re- designation (which was announced on September 4, 2001), and also timely re-registered under each subsequent extension of the designation. Certain nationals of Somalia (or aliens having no nationality who last habitually resided in Somalia) who previously have not applied for TPS may be eligible to apply under the late initial registration provisions.

The Coast Guard is establishing a fixed security zone in the waters from the Don Holt, I-526 Bridge, on the Cooper River to the entrance of Foster Creek on the Cooper River, South Carolina. This security zone is necessary to protect the public and port from potential subversive acts during port embarkation operations. Vessels are prohibited from entering, transiting, anchoring, mooring, or loitering within this zone, unless specifically authorized by the Captain of the Port, Charleston, South Carolina or the Captain of the Port's designated representative.

This notice announces that TSA has forwarded the Information Collection Request (ICR) abstracted below to the Office of Management and Budget (OMB) for review and approval of an extension of the currently approved collection under the Paperwork Reduction Act. The ICR describes the nature of the information collection and its expected burden. TSA published a Federal Register notice, with a 60-day comment period soliciting comments, of the following collection of information on May 6, 2005, 70 FR 24108.

The Coast Guard proposes to establish special local regulations during the ``Sunset Lake Hydrofest'', a marine event to be held September 24 and 25, 2005, on the waters of Sunset Lake, Wildwood Crest, New Jersey. These special local regulations are necessary to provide for the safety of life on navigable waters during the event. This action is intended to restrict vessel traffic in portions of Sunset Lake during the event.

The Federal Emergency Management Agency (FEMA) is submitting a request for reinstatement of a previously approved collection of information under the emergency processing procedures in Office of Management and Budget (OMB) regulation 5 CFR 1320.13. FEMA is requesting that this information collection be approved by August 26, 2005. The approval will authorize FEMA to use the collection through February 26, 2006. To help us with the timely processing of the emergency clearance submission to OMB, FEMA invites the general public to comment on the proposed collection of information.

Base (1% annual chance) Flood Elevations (BFEs) and modified BFEs are made final for the communities listed below. The BFEs and modified BFEs are the basis for the floodplain management measures that each community is required either to adopt or to show evidence of being already in effect in order to qualify or remain qualified for participation in the National Flood Insurance Program (NFIP).

This interim rule lists communities where modification of the Base (1% annual chance) Flood Elevations (BFEs) is appropriate because of new scientific or technical data. New flood insurance premium rates will be calculated from the modified BFEs for new buildings and their contents.

The Coast Guard announces the stand-up of Sector Ohio Valley. Sector Ohio Valley is an internal reorganization to combine Group Ohio Valley, Marine Safety Office Paducah, Marine Safety Office Louisville, Marine Safety Office Huntington, and Marine Safety Office Pittsburgh into one command. The Coast Guard has established a continuity of operations whereby all previous practices and procedures will remain in effect until superseded by an authorized Coast Guard official and/or document.

The Department of Homeland Security gives notice that the United States Fire Administration, located in its Directorate of Emergency Preparedness and Response/Federal Emergency Management Agency, has conducted a Privacy Impact Assessment for a program to administer awards pursuant to the 9/11 Heroes Stamp Act of 2001. The Privacy Impact Assessment is available on the Web site of the Privacy Office of the Department of Homeland Security, https://www.dhs.gov/ privacy, and on the United States Fire Administration Web site, https:// www.usfa.fema.gov.

Pursuant to the Privacy Act of 1974, the Department of Homeland Security gives notice that the United States Fire Administration, located in its Directorate for Emergency Preparedness and Response/Federal Emergency Management Agency, is establishing a new system of records that will be maintained in its Access database, which is used to track agency activities. The new system of records is entitled ``9/11 Heroes Stamp Act of 2001 File System; DHS/FEMA/USFA- 1.'' The 9/11 Heroes Stamp Act of 2001 Files System is being established to support the administration of a program which provides assistance to individual emergency relief personnel killed or permanently disabled while serving in connection with the terrorist attacks of September 11, 2001. The system will enable prompt distribution of proceeds from the sale by the United States Postal Service of a Heroes ``semipostal'' stamp.

The Homeland Security Advisory Council (HSAC) will hold a teleconference for the purposes of receiving a report and recommendations from a HSAC Task Force, and holding member deliberations. The HSAC will receive a final report from the HSAC Private Sector Information Sharing Task Force, Chaired by Mayor Patrick McCrory, Mayor of Charlotte, North Carolina. The Task Force will report on the topic of information sharing with the Private Sector. Following the Task Force report, the HSAC will hold deliberations and discussions among HSAC members.

The Coast Guard is establishing a temporary safety zone around a fireworks launch site while it launches fireworks. The safety zone includes all waters within 500 yards in any direction of the fireworks launch site located at Sisters Creek Marina, Jacksonville, Florida. The rule prohibits entry into the safety zone without the permission of the Captain of the Port (COTP) Jacksonville or his designated representative. The rule is needed to protect participants, vendors, and spectators from the hazards associated with the launching of fireworks.

The Federal Emergency Management Agency, as part of its continuing effort to reduce paperwork and respondent burden, invites the general public and other Federal agencies to take this opportunity to comment on proposed continuing information collections. In accordance with the Paperwork Reduction Act of 1995 (44 U.S.C. 3506(c)(2)(A)), this notice seeks comments concerning renewal of the Standard Flood Hazard Determination Form (FEMA Form 81-93).

The Coast Guard proposes to temporarily change the regulations that govern the operation of the Route 35 Bridge, at New Jersey Intracoastal Waterway (NJICW) mile 1.1, across Manasquan River, at Brielle, New Jersey. The bridge will be closed to navigation on three four-month closure periods beginning from 8 a.m. November 1, 2006 until 5 p.m. March 1, 2007; from 8 a.m. on November 1, 2007 until 5 p.m. March 1, 2008; and from 8 a.m. on November 1, 2008 until 5 p.m. March 1, 2009. The extensive structural, mechanical, and electrical repairs and improvements necessitate these closures.

The Coast Guard announces the availability of an Environmental Equivalency Evaluation Index, which establishes a methodology to assess the oil outflow performance of alternative designs to the double hull oil tanker. This Environmental Equivalency Evaluation Index has been established in accordance with Section 705 of the Coast Guard and Maritime Transportation Act of 2004.
