The Ryan White HIV/AIDS Program (RWHAP) statute of the Public Health Services Act requires that RWHAP Part A, B, and C recipients expend 75 percent of Parts A, B, and C grant funds on core medical services for individuals with HIV/AIDS identified and eligible under the statute, after reserving statutory permissible amounts for administrative and clinical quality management costs. The statute also grants the Secretary authority to waive this requirement if certain requirements are met. HRSA is proposing to simplify the process for RWHAP Part A, B, and C recipients to request a waiver of the core medical services expenditure amount requirement by replacing HRSA Policy Number 13-07, ``Uniform Standard for Waiver of Core Medical Services Requirement for Grantees Under Parts, A, B, and C'' (accessible at the following link) https://hab.hrsa.gov/sites/default/ files/hab/Global/13-07waiver.pdf. HRSA's Federal Office of Rural Health Policy (FORHP) is modifying the definition it uses of rural for the determination of geographic areas eligible to apply for or receive services funded by FORHP's rural health grants. This notice revises the definition of rural and responds to comments received on proposed modifications to how FORHP designates areas to be eligible for rural health grant programs published in the Federal Register on September 23, 2020. After consideration of the public comments received, FORHP is adding Metropolitan Statistical Area (MSA) counties that contain no Urbanized Area (UA) population to the areas eligible for rural health grant programs.

This notice seeks public comments on a draft recommendation statement on preventing obesity in midlife women, as part of the HRSA- supported Women's Preventive Services Guidelines (``Guidelines''), through a national cooperative agreement, the Women's Preventive Services Initiative (WPSI). The WPSI recommends counseling midlife women, aged 40 to 60 years, with normal or overweight BMI (18.5-29.9 kg/m2) to maintain weight or limit weight gain to prevent obesity. Counseling may include individualized discussion of healthy eating and physical activity. Under Section 2713 of the Public Health Service Act, as added by the Patient Protection and Affordable Care Act, non- grandfathered group health plans and non-grandfathered group and individual health insurance issuers must include coverage, without cost sharing, for certain preventive services under that section, including those provided for in the Guidelines.

HRSA is providing approximately $4,900,000 in supplemental funding to the University of Kansas, Medical Center Research Institute, Inc. (U13HS33878), the sole award recipient under the Reimbursement of Travel and Subsistence Expenses toward Living Organ Donation Program, to provide increased financial support to living organ donors during the period of September 1, 2020, to August 31, 2021.

HRSA has decided not to provide funding for HRSA-20-083 Quality Improvement Solutions for Sustained Epidemic Control Project, supported by the President's Emergency Plan for AIDS Relief (PEPFAR).

In accordance with the Federal Advisory Committee Act, HHS is hereby giving notice that the Council on Graduate Medical Education (COGME) has been rechartered. The effective date of the renewed charter is September 30, 2020.

HRSA provided supplemental funding to Community Health Center, Inc. (CHCI), a currently-funded National Training and Technical Assistance Partner (NTTAP) award recipient. CHCI will expand training and technical assistance (T/TA) to health centers and HRSA-funded State and Regional Primary Care Associations (PCAs) to support implementation of a tool developed for health centers to assess and improve their readiness to engage in health professional training programs and address national health care workforce shortages.

Additional grant funds were provided to two Health Center Program award recipients in Las Vegas, Nevada and Washington, District of Columbia with periods of performance ending in fiscal year (FY) 2020 to extend their periods of performance by up to 4 months to ensure the ongoing delivery of services until a new competitive award could be made.

HRSA's Federal Office of Rural Health Policy (FORHP) has sought to identify clear, consistent, and data-driven methods of defining rural areas in the United States. FORHP uses the Office of Management and Budget (OMB)'s list of counties designated as part of a Metropolitan Statistical Area (MSA) as the basis for determining eligibility to apply for or receive services funded by its rural health grant programs. FORHP designates all counties that are not part of a MSA as ``rural'' and eligible for rural health grant funding or services. In addition, FORHP designates census tracts within MSAs as rural for grant purposes using Rural-Urban Commuting Area (RUCA) codes. FORHP is proposing modifications to how it designates areas to be eligible for its rural health grant programs so that community organizations serving rural populations within MSAs will be able to apply for resources and allow more of the rural populations within MSAs to access services provided using grant funds. This notice seeks comments on the proposed methodology for designating areas eligible for rural health grant programs.

HRSA announces the award of a supplement of approximately $3,000,000 to the Immune Deficiency Foundation (IDF) for the Severe Combined Immunodeficiency (SCID) Screening and Education program for fiscal year (FY) 2020. The supplement will add another year of funding to the current recipient, during the period of 08/01/2020-07/31/2021, to allow the recipient to provide increased implementation, education, and awareness of newborn screening for SCID.

A notice was published in the Federal Register on March 31, 2020, to solicit comments on the eligibility criteria that were proposed by HRSA concerning the Living Organ Donation Reimbursement Program (formerly Reimbursement of Travel and Subsistence Expenses toward Living Organ Donation Program). This final notice responds to comments, describes the revision to the eligibility criteria to incorporate the reimbursable categories of qualifying expenses added by an HHS final rule published elsewhere in the issue of the Federal Register, and finalizes the Program Eligibility Guidelines.

HRSA is providing notice of a technical issue in the collection of public comments responding to a previous Federal Register notice, dated August 20, 2020, submitted to the American Academy of Pediatrics through its publicly available web-based portal during the period from August 20-27, 2020. After receiving no comments during this timeframe, a routine test found that the database that records public comments was not connected to the comment form on the web page. This technical issue has been resolved and the system is functional and collecting comments. HRSA announces the award of a supplement for $3,500,000 to the University of Mississippi Medical Center for the Early Childhood Developmental Health System: Implementation in a High Need State program. The supplement will add another year of funding to the current recipient, during the period of September 30, 2020-September 29, 2021, to continue a study focused on improving child health through a statewide system of early childhood developmental screenings and interventions.

Pursuant to its authority under Federal regulations for the National Practitioner Data Bank (NPDB), HRSA's Division of Practitioner Data Bank announces a continuation of its temporary waiver of user fees for NPDB queries from March 1, 2020, through September 30, 2020, to support our eligible entities in making credentialing, hiring, privileging, and licensing decisions in combatting the COVID-19 pandemic. The waiver includes all one-time queries and continuous queries during the waiver time period. Fees for self-queries will not be waived. The NPDB is a confidential information clearinghouse created by Congress and is intended to facilitate a comprehensive review of the professional credentials of health care practitioners, entities, providers, and suppliers. In response to President Trump's declaration of a national emergency and associated emergency declarations by all states, the Federal Government, state governments, and many health care entities have taken unprecedented steps regarding licensure portability and the deployment of health workforce resources, including the expansion of telemedicine and granting of disaster privileges. HRSA's NPDB is in a unique position to temporarily waive fees, granting NPDB access to the nation's hospitals, health centers, health plans, state licensing boards, Federal agencies, and other eligible health care entities in support of their efforts to mobilize and appropriately deploy health workforce professionals.

Pursuant to its authority under federal regulations for the National Practitioner Data Bank (NPDB), HRSA's Division of Practitioner Data Bank announces a temporary waiver of user fees for NPDB queries from March 1, 2020, through May 31, 2020, to support our eligible entities in making credentialing, hiring, privileging, and licensing decisions in combatting the COVID-19 pandemic. The waiver includes all one-time queries and continuous queries during the waiver time period. Fees for self-queries will not be waived. The NPDB is a confidential information clearinghouse created by Congress and is intended to facilitate a comprehensive review of the professional credentials of health care practitioners, entities, providers, and suppliers. In response to President Trump's declaration of a national emergency and associated emergency declarations by all states, the federal government, state governments, and many health care entities have taken unprecedented steps regarding licensure portability and the deployment of health workforce resources, including the expansion of telemedicine and granting of disaster privileges. HRSA's NPDB is in a unique position to temporarily waive fees, granting NPDB access to the nation's hospitals, health centers, health plans, state licensing boards, federal agencies, and other eligible health care entities in support of their efforts to mobilize and appropriately deploy health workforce professionals.

HRSA provided supplemental funding to existing State and Regional Primary Care Association Cooperative Agreements (PCAs) to support enhanced statewide HIV prevention efforts among health centers in the seven states that have substantial rural HIV burden: Alabama, Arkansas, Kentucky, Mississippi, Missouri, Oklahoma, and South Carolina (see Table 1).

HRSA's HIV/AIDS Bureau will award $200,000 in supplemental funding to Rutgers, the State University of New Jersey, Biomedical and Health Sciences (Rutgers), to support the Ryan White HIV/AIDS Program Part F AIDS Education and Training Centers' (AETC) National Coordinating Resource Center (NCRC) project in Fiscal Year (FY) 2020. Pending the availability of funds and satisfactory performance, HRSA will award up to $200,000 in each succeeding fiscal year of their period of performance. HRSA published the final eligibility guidelines for the Reimbursement of Travel and Subsistence Expenses toward Living Organ Donation Program (herein referred to as Program) in the Federal Register on October 5, 2007. HRSA is requesting public comment concerning proposed changes to the guidelines to: increase the household income eligibility threshold to 350% (currently, the threshold is 300%) for living organ donors and organ recipients, clarify the use of the existing preference categories in relation to the proposed household income eligibility threshold, and clarify that travel and subsistence expenses incurred by non-directed living organ donors qualify as reimbursable expenses under the Program. HRSA is also proposing to revise the Program eligibility guideline's background section to ensure that the information aligns with the Program's legislative authority.
