Notice of Filing of Self-Certification of Coal Capability Under the Powerplant and Industrial Fuel Use Act
On February 22, 2022, Alabama Power Company (Alabama Power), as owner and operator of a new baseload power plant, submitted a coal capability self-certification to the Department of Energy (DOE) for the Barry 8 unit at the Barry Electric Power Plant. The Powerplant and Industrial Fuel Use Act of 1978, as amended, and regulations thereunder require DOE to publish a notice of filing of self-certification in the Federal Register.
Uniform Administrative Requirements, Cost Principles, and Audit Requirements for Federal Awards
The Department of Energy (DOE) publishes a final rule to make technical and administrative changes as a result of the Office of Management and Budget (OMB) revisions to its regulations on Grants and Agreements. The changes are required in order to align DOE's regulations with the revised OMB regulations and to remove reference to an expired statutory cost share pilot program. The final rule also makes technical changes to correct pre-existing numbering errors in the regulatory text.
Agency Information Collection Proposed Extension
EIA, pursuant to the Paperwork Reduction Act of 1995, intends to extend (with changes) for three years with the Office of Management and Budget (OMB), Form GC-859 Nuclear Fuel Data Survey, OMB Control Number 1901-0287. Form GC-859 Nuclear Fuel Data Survey collects data on spent nuclear fuel from all utilities that operate commercial nuclear reactors and from all others that possess irradiated fuel from commercial nuclear reactors.
Commission Information Collection Activities (Ferc-1000); Comment Request; Extension
In compliance with the requirements of the Paperwork Reduction Act of 1995, the Federal Energy Regulatory Commission (Commission or FERC) is soliciting public comment on the currently approved information collection, FERC-1000 (Request for a Medical Exception to the COVID-19 Vaccination Requirement).
Agency Information Collection Extension

Energy Conservation Program: Test Procedure for Consumer Boilers
The U.S. Department of Energy (``DOE'') proposes to amend the test procedures for consumer boilers to incorporate by reference the latest version of the industry standards currently referenced in the Federal test procedure. DOE proposes to relocate the test procedure in a new appendix separate from the residential furnace test procedure. DOE also proposes to remove an extraneous definition from its regulatory definitions. DOE is seeking comment from interested parties on the proposal.
Energy Conservation Program: Energy Conservation Standards for Variable Refrigerant Flow Multi-Split Air Conditioners and Heat Pumps; Clarification
On February 10, 2022, the U.S. Department of Energy (``DOE'' or ``the Department'') submitted a notice of proposed rulemaking (``NOPR'') to the Federal Register proposing amended energy conservation standards for variable refrigerant flow (``VRF'') multi- split air conditioners and VRF multi-split heat pumps, collectively referred to as ``VRF multi-split systems'' (``2022 VRF NOPR''). After submission of the NOPR to the Office of the Federal Register for publication, the U.S. District Court for the Western District of Louisiana issued a preliminary injunction on February 11, 2022, in the case of State of Louisiana v. Biden, which prohibits certain actions relating to the monetization of benefits associated with greenhouse gas emissions reductions. Through this clarification document, DOE is clarifying its response to a public comment in the 2022 VRF NOPR so as to avoid any confusion or ambiguity of DOE's response in light of the court's preliminary injunction and to reiterate that no emissions analysis (or related monetization) was conducted for this proposed rulemaking.

Energy Conservation Program: Test Procedure for Commercial Prerinse Spray Valves
This final rule incorporates by reference the current version of the industry testing standard for commercial prerinse spray valves, which will not substantively change the current test procedure. The Department of Energy (``DOE'') also amends the definition of commercial prerinse spray valve to codify existing guidance on how to apply the definition. This amended definition do not change the current scope of the test procedure.
Consideration of Greenhouse Gas Emissions in Natural Gas Infrastructure Project Reviews
This interim policy statement describes Commission procedures for evaluating climate impacts under NEPA and describes how the Commission will integrate climate considerations into its public interest determinations under the NGA.
Energy Conservation Program: Test Procedure for Ceiling Fan Light Kits
The U.S. Department of Energy (``DOE'') proposes to amend the test procedure for ceiling fan light kits (``CFLKs''). DOE proposes to update references to industry standards to their latest versions and incorporate industry standards necessary for executing the test; to allow for the use of a goniophotometer; to revise definitions regarding CFLKs with solid-state lighting (``SSL'') light sources to clarify the scope and test methods for CFLKs; and to remove obsolete provisions.
