Energy Conservation Program: Test Procedure for Microwave Ovens
In this final rule, DOE is amending its test procedure for microwave oven standby mode and off mode to provide additional specifications for the test conditions related to clock displays and network functions. DOE is not prescribing an active mode test procedure for microwave ovens at this time.
Energy Conservation Program: Energy Conservation Standards for Air Cooled, Three-Phase, Small Commercial Air Conditioners and Heat Pumps With a Cooling Capacity of Less Than 65,000 Btu/h and Air-Cooled, Three-Phase, Variable Refrigerant Flow Air Conditioners and Heat Pumps With a Cooling Capacity of Less Than 65,000 Btu/h
The Energy Policy and Conservation Act, as amended (``EPCA''), prescribes energy conservation standards for various consumer products and certain commercial and industrial equipment, including small, large, and very large commercial package air conditioning and heating equipment, of which air cooled, three-phase, small commercial air conditioners and heat pumps with a cooling capacity of less than 65,000 Btu/h and air-cooled, three-phase, variable refrigerant flow air conditioners and heat pumps with a cooling capacity of less than 65,000 Btu/h are categories. EPCA requires the U.S. Department of Energy (``DOE'' or ``the Department'') to consider the need for amended standards each time the relevant industry standard is amended with respect to the standard levels or design requirements applicable to that equipment, or periodically under a six-year-lookback review provision. For the three-phase equipment that is the subject of this notice of proposed rulemaking (``NOPR''), DOE is proposing amended energy conservation standards that rely on new efficiency metrics and align with amended efficiency levels in the industry standard. DOE has preliminarily determined that it lacks clear and convincing evidence required by the statute to adopt standards more stringent than the levels specified in the industry standard. This NOPR also announces a webinar to receive comment on these proposed standards and associated analyses and results.
Commission Information Collection Activities (Ferc-912); Comment Request; Extension
In compliance with the requirements of the Paperwork Reduction Act of 1995, the Federal Energy Regulatory Commission (Commission or FERC) is soliciting public comment on the currently approved information collection, FERC-912 (PURPA Section 210(m) Notification Requirements Applicable to Cogeneration and Small Power Production Facilities).
Notice of Request for Information (RFI) on Designing Equitable, Sustainable, and Effective Revolving Loan Fund Programs
The U.S. Department of Energy (DOE) invites public comment on its request for information (RFI) regarding promising, innovative, and best practices for designing revolving loan funds (RLFs). The purpose of the RFI is to collect stakeholder feedback to inform DOE's program guidance for States developing RLFs with funding made available through the Infrastructure Investment and Jobs Act, ``Energy efficiency revolving loan fund capitalization grant program.''
Environmental Management Site-Specific Advisory Board, Northern New Mexico
This notice announces an online virtual combined open meeting of the Consent Order Committee and Risk Evaluation and Management Committee of the Environmental Management Site-Specific Advisory Board (EM SSAB), Northern New Mexico. The Federal Advisory Committee Act requires that public notice of this online virtual meeting be announced in the Federal Register.
Environmental Management Site-Specific Advisory Board, Idaho Cleanup Project
This notice announces an in-person/virtual hybrid meeting of the Environmental Management Site-Specific Advisory Board (EM SSAB), Idaho Cleanup Project (ICP). The Federal Advisory Committee Act requires that public notice of this meeting be announced in the Federal Register.
DOE/NSF Nuclear Science Advisory Committee
This notice announces a meeting of the DOE/NSF Nuclear Science Advisory Committee (NSAC). The Federal Advisory Committee Act requires that public notice of these meetings be announced in the Federal Register.
Energy Conservation Program: Energy Conservation Standards for Automatic Commercial Ice Makers
The U.S. Department of Energy (``DOE'') announces the availability of the preliminary analysis it has conducted for purposes of evaluating the need for amended energy conservation standards for automatic commercial ice makers, which is set forth in the Department's preliminary technical support document (``TSD'') for this rulemaking. DOE will hold a public meeting via webinar to discuss and receive comment on its preliminary analysis. The meeting will cover the analytical framework, models, and tools used to evaluate potential standards for this equipment, the results of preliminary analyses performed by DOE, the potential energy conservation standard levels derived from these analyses (if DOE determines that proposed amendments are necessary), and other relevant issues. In addition, DOE encourages written comments on these subjects.
Agency Information Collection Extension
The Department of Energy (DOE) has submitted an information collection request to the OMB for extension under the provisions of the Paperwork Reduction Act of 1995. The information collection requests a three-year extension of the DOE Loan Guarantees for Energy Projects, OMB Control Number 1910-5134.
Proposed Rate Adjustment, Public Forum, and Opportunities for Public Review and Comment for Georgia-Alabama-South Carolina System of Projects
Southeastern Power Administration (Southeastern) proposes to revise existing schedules of rates and charges applicable to the sale of power from the Georgia-Alabama-South Carolina System of Projects effective for a 5-year period, October 1, 2022, through September 30, 2027. Additionally, opportunities will be available for interested persons to review the present rates and the proposed rates and supporting studies, to participate in a public forum and to submit written comments. Southeastern will evaluate all comments received in this process.
Defense Programs Advisory Committee
This notice announces a closed meeting of the Defense Programs Advisory Committee (DPAC). The Federal Advisory Committee Act requires that public notice of meetings be announced in the Federal Register. Due to national security considerations, the meeting will be closed to the public and matters to be discussed are exempt from public disclosure under an Executive Order, and the Atomic Energy Act of 1954.
Energy Conservation Program: Test Procedure for Test Procedures for Central Air Conditioners and Heat Pumps
The U.S. Department of Energy (``DOE'') proposes to amend the test procedures for central air conditioners and heat pumps that will be required for certification of compliance with applicable energy conservation standards starting January 1, 2023 to address a limited number of specific issues. DOE is seeking comment from interested parties on the proposal.
Natural Gas Pipelines; Project Cost and Annual Limits
Pursuant to the authority delegated by the Commission's regulations, the Director of the Office of Energy Projects (OEP) computes and publishes the project cost and annual limits for natural gas pipelines blanket construction certificates for each calendar year.
Energy Conservation Program: Test Procedures for Water Closets and Urinals
This final rule amends the test procedures for water closets and urinals to reference the most recent update to the relevant industry standard, American Society of Mechanical Engineers (``ASME'') Standard A112.19.2-2018. In this final rule, the Department of Energy (``DOE'') is also amending certain definitions and adding definitions for certain terms that are currently used in the Federal test procedures but are not defined.
