Proposed Changes to the Interchange Energy Imbalances Rate Under the Pacific Northwest Coordination Agreement (PNCA)
BPA is holding this proceeding, Docket No. PNCA-14, to establish a new Interchange Energy Imbalances rate under the PNCA. The Pacific Northwest Electric Power Planning and Conservation Act (Northwest Power Act) provides that BPA must establish and periodically review and revise its rates so that they are adequate to recover, in accordance with sound business principles, the costs associated with the acquisition, conservation, and transmission of electric power, including amortization of the Federal investment in the Federal Columbia River Power System (FCRPS) over a reasonable number of years and BPA's other costs and expenses. The Northwest Power Act also requires that BPA's rates be established based on the record of a formal hearing. By this notice, BPA announces the commencement of a rate adjustment proceeding for establishment of a new Interchange Energy Imbalances rate under the PNCA.
Wind and Water Power Technologies Office: Wind Energy Bat and Eagle Impact Minimization Technologies and Field Testing Opportunities
The U.S. Department of Energy's Office of Energy Efficiency and Renewable Energy (EERE) invites public comment on its Request for Information (RFI) regarding a potential funding opportunity to advance the readiness of bat and eagle impact minimization technologies through investments in technology development and field testing.
Quadrennial Energy Review: Notice of Public Meeting
At the direction of the President, the U.S. Department of Energy (DOE or Department), as the Secretariat for the Quadrennial Energy Review Task Force (QER) Task Force will convene a public meeting to discuss and receive comments on issues related to the Quadrennial Energy Review.
Proposed Agency Information Collection
The Federal Energy Regulatory Commission (Commission) invites public comment in Docket No. RD14-4-000 on a proposed collection of information that the Commission is developing for submission to the Office of Management and Budget (OMB) pursuant to the Paperwork Reduction Act of 1995. Comments are invited on: (a) Whether the proposed collection of information is necessary for the proper performance of the functions of the agency, including whether the information shall have practical utility; (b) the accuracy of the agency's estimate of the burden of the proposed collection of information, including the validity of the methodology and assumptions used; (c) ways to enhance the quality, utility, and clarity of the information to be collected; and (d) ways to minimize the burden of the collection of information on respondents, including through the use of automated collection techniques or other forms of information technology.
Notice of Intent To Prepare an Environmental Impact Statement and To Conduct Public Scoping Meetings, and Notice of Floodplains and Wetlands Involvement; Great Northern Transmission Line
The Department of Energy (DOE) announces its intent to prepare an environmental impact statement (EIS) to assess the potential environmental impacts from its proposed federal action of granting a Presidential permit to Minnesota Power to construct, operate, maintain, and connect a new electric transmission line across the U.S.-Canada border in northern Minnesota. The Great Northern Transmission Line Project Environmental Impact Statement (DOE/EIS-0499) will address potential environmental impacts from the proposed action and the range of reasonable alternatives. The purpose of this Notice of Intent (NOI) is to inform the public about the proposed action, announce eight public scoping meetings, and solicit public comments on the scope of the EIS. Because the proposed project would involve actions in floodplains and wetlands, in accordance with 10 CFR part 1022, Compliance with Floodplain and Wetland Environmental Review Requirements, the EIS will include a floodplain and wetland assessment.
New Information Collection
The Department of Energy (DOE) invites public comment on a proposed collection of information that DOE is developing for submission to the Office of Management and Budget (OMB) pursuant to the Paperwork Reduction Act of 1995. The proposed collection of information relates to DOE's Superior Energy Performance certification program.
Environmental Management Site-Specific Advisory Board, Idaho National Laboratory
This notice announces a meeting of the Environmental Management Site-Specific Advisory Board (EM SSAB), Idaho National Laboratory. The Federal Advisory Committee Act (Pub. L. No. 92-463, 86 Stat. 770) requires that public notice of this meeting be announced in the Federal Register.
Agency Information Collection Extension
The Department of Energy (DOE), as part of its continuing effort to reduce paperwork and respondent burden, invites the general public to take this opportunity to comment on the ``Generic Clearance for the Collection of Qualitative Feedback on Agency Service Delivery '' for approval under the Paperwork Reduction Act (PRA) (44 U.S.C. 3501 et. seq.). This collection was developed as part of a Federal Government-wide effort to streamline the process for seeking feedback from the public on service delivery. This notice announces our intent to submit this collection to OMB for approval and solicits comments on specific aspects for the proposed information collection.

Energy Conservation Program: Test Procedures for Integrated Light-Emitting Diode Lamps
On June 3, 2014, the U.S. Department of Energy (DOE) published a supplemental notice of proposed rulemaking (SNOPR) (hereafter the June 2014 SNOPR) in which DOE proposed test procedures for light- emitting diode (LED) lamps. The June 2014 SNOPR defined methods for measuring the lumen output, input power, and relative spectral distribution (to determine correlated color temperature, or CCT). Further, the June 2014 SNOPR proposed a method for calculating the lifetime of LED lamps, and defined the lifetime as the time required for the LED lamp to reach a lumen maintenance of 70 percent (that is, 70 percent of initial light output). Additionally, the June 2014 SNOPR added calculations for lamp efficacy as well as the color rendering index (CRI) of LED lamps. This SNOPR revises DOE's proposed definition for lifetime in the June 2014 SNOPR. The definition of lifetime contained in this document better aligns with the statutory definition of lifetime in the Energy Policy and Conservation Act of 1975, as amended. DOE also proposes a new definition for time to failure to support the revised definition of lifetime. Finally, this SNOPR discusses other necessary changes to the regulations to support the new and revised definitions.
Reliability Standard for Geomagnetic Disturbance Operations
Pursuant to section 215 of the Federal Power Act, the Federal Energy Regulatory Commission (Commission) approves Reliability Standard EOP-010-1 (Geomagnetic Disturbance Operations). The North American Electric Reliability Corporation, the Commission-certified Electric Reliability Organization, submitted the Reliability Standard for Commission approval in response to a Commission directive in Order No. 779. Reliability Standard EOP-010-1 is designed to mitigate the effects of geomagnetic disturbances on the Bulk-Power System by requiring responsible entities to implement Operating Plans and Operating Procedures or Processes.
