On July 27, 2010, the Department of Energy (DOE) published in the Federal Register, a notice of inquiry (NOI) and request for comment from the public to assist in its development of regulations pertaining to section 934 of the Energy Independence and Security Act of 2007 (``Act'') . The NOI stated that comments were to be submitted by September 27, 2010. This notice announces that the period for submitting comments is extended to October 27, 2010.

Notice is hereby given that the U.S. Department of Energy, pursuant to Section 229 of the Atomic Energy Act of 1954, as amended, as implemented by 10 CFR part 860 published in the Federal Register on August 26, 1963 (28 FR 8400), prohibits the unauthorized entry, as provided in 10 CFR 860.3 and the unauthorized introduction of weapons or dangerous materials, as provided in 10 CFR 860.4, into or upon the following described facilities of the Oak Ridge National Laboratory of the United States Department of Energy. In its effort to adopt several National Academy of Sciences (the Academy) recommendations, the U.S. Department of Energy (DOE) proposes to modify the methods it uses to estimate the likely impacts of energy conservation standards for covered products and covered equipment on energy use and emissions and to expand the energy use and emissions information made available to consumers. Specifically, DOE proposes to use full-fuel-cycle (FFC) measures of energy and greenhouse gas (GHG) emissions, rather than the primary energy measures it currently uses. Additionally, DOE proposes to work collaboratively with the Federal Trade Commission (FTC) to make FFC energy and GHG emissions data available to the public to enable consumers to make cross-class comparisons. DOE will hold an informal public meeting to discuss and receive comments on its planned approach. DOE welcomes written comments from the public on any subject within the scope of this policy document.

The Department of Energy (DOE) prepared an Environmental Impact Statement (EIS) (DOE/EIS-0409) to assess the environmental impacts associated with a proposed project designed, constructed, operated, and owned by Mississippi Power, a Southern Company subsidiary. The U.S. Army Corps of Engineers (USACE) was a cooperating agency in the preparation of this EIS. The project would demonstrate advanced power generation systems using Integrated Gasification Combined Cycle (IGCC) technology at an undeveloped site in Kemper County, MS. DOE's proposed action has two components: first, to provide cost- shared financial assistance and, second, to issue a loan guarantee. After careful consideration of the potential environmental impacts and other factors such as program goals and objectives, DOE has decided that it will provide, through a cooperative agreement with Southern Company Services (SCS), also a Southern Company subsidiary, $270 million in cost-shared funding under DOE's Clean Coal Power Initiative (CCPI) program for the project. A separate decision would be made regarding the loan guarantee; DOE would announce that decision in a subsequent Record of Decision.

Vitol Inc. (Vitol) has applied for authority to transmit electric energy from the United States to Canada pursuant to section 202(e) of the Federal Power Act.
