Proposed Waiver and Extension of the Project Period for the Native American Career and Technical Education Program
For the Native American Career and Technical Education Program (NACTEP), the Secretary proposes to: (1) Waive the requirements that generally prohibit project period extensions involving the obligation of additional Federal funds; and (2) extend the project periods for current NACTEP grantees for up to an additional 24 months. This proposed extension and waiver would enable the 31 current NACTEP grantees to request and continue to receive Federal funding annually for fiscal year (FY) 2016 and possibly through FY 2017.

For the Native Hawaiian Career and Technical Education Program (NHCTEP), the Secretary proposes to waive the requirements that generally prohibit project period extensions involving the obligation of additional Federal funds and extend the project periods of the seven current NHCTEP grants for up to an additional 24 months. This proposed waiver and extension would allow the seven current NHCTEP grantees to seek continuation awards annually through fiscal year (FY) 2016 and possibly through FY 2017.

Final Requirements-School Improvement Grants-Title I of the Elementary and Secondary Education Act of 1965
The Assistant Secretary for Elementary and Secondary Education adopts final requirements for the School Improvement Grants (SIG) program, authorized under section 1003(g) of title I of the Elementary and Secondary Education Act of 1965, as amended (ESEA). These final requirements make changes to the current SIG program requirements and implement language in the Consolidated Appropriations Act, 2014, that allows local educational agencies (LEAs) to implement additional interventions, provides flexibility for rural LEAs, and extends the grant period from three to five years. Additionally, the final requirements make changes that reflect lessons learned from four years of SIG implementation.
National Advisory Committee on Institutional Quality and Integrity

Vocational Rehabilitation Services Projects for American Indians With Disabilities
The Secretary amends the definition of ``reservation'' under the regulations governing the American Indian Vocational Rehabilitation Services (AIVRS) program to conform to the Department's current interpretation and practices. ``Reservation'' means Federal or State Indian reservations; public domain Indian allotments; former Indian reservations in Oklahoma; land held by incorporated Native groups, regional corporations, and village corporations under the provisions of the Alaska Native Claims Settlement Act; and defined areas of land recognized by a State or the Federal Government where there is a concentration of tribal members and on which the tribal government is providing structured activities and services.

Privacy Act of 1974; System of Records-Study of Teacher Preparation Experiences and Early Teacher Effectiveness
In accordance with the Privacy Act of 1974, as amended (Privacy Act), the Department of Education (Department) publishes this notice of an altered system of records entitled ``Study of Teacher Preparation Experiences and Early Teacher Effectiveness'' (18-13-29) (formerly, ``Study of Promising Features of Teacher Preparation Programs''). The National Center for Education Evaluation and Regional Assistance at the Department's Institute of Education Sciences (IES) awarded a contract in September 2011 to Abt Associates to conduct a rigorous study of the effect on student learning of teachers who have various experiences in their teacher preparation programs (e.g., intensive clinical practice). The original system of records notice for this study was published in the Federal Register on June 28, 2012 (77 FR 38611). This altered system of records notice reflects changes to the study's design based on the infeasibility of efficiently identifying a sufficient number of teachers eligible for an impact study design.

On December 18, 2014, we published a notice in the Federal Register (79 FR 75722) inviting applications for new awards for fiscal year (FY) 2015 for the SSS Program. The U.S. Department of Education (Department) is providing corrections to the point allocation information for Competitive Preference Priority (CPP) 1(a)Influencing the Development of Non-Cognitive Factors; CPP 1(b)Strategies to Influence the Development of Non-Cognitive Factors Supported by Moderate Evidence of Effectiveness; and CPP 2(a)Providing Individualized Counseling for Personal, Career, and Academic Matters. In addition, the Department is providing updated links to two studies associated with the CPPs.
National Advisory Committee on Institutional Quality and Integrity: Notice of Membership
The NACIQI is established under Section 114 of the HEA, and is composed of 18 members appointed (A) On the basis of the individuals' experience, integrity, impartiality, and good judgment; (B) From among individuals who are representatives of, or knowledgeable concerning, education and training beyond secondary education, representing all sectors and types of institutions of higher education; and, (C) On the basis of the individuals' technical qualifications, professional standing, and demonstrated knowledge in the fields of accreditation and administration of higher education. The NACIQI meets at least twice a year and provides recommendations to the Secretary of Education pertaining to: The establishment and enforcement of the standards of accrediting agencies or associations under subpart 2 of part H of Title IV, HEA. The recognition of specific accrediting agencies or associations. The preparation and publication of the list of nationally recognized accrediting agencies and associations. The eligibility and certification process for institutions of higher education under Title IV of the HEA. The relationship between (1) accreditation of institutions of higher education and the certification and eligibility of such institutions, and (2) State licensing responsibilities with respect to such institutions. Any other advisory functions relating to accreditation and institutional eligibility that the Secretary may prescribe by regulation.

The Secretary announces dates for State educational agencies(SEAs)to submit expenditure and revenue data and average daily attendance statistics on ED Form 2447 (the National Public Education Financial Survey (NPEFS)) for fiscal year (FY) 2014, revisions to those reports, and revisions to prior fiscal year reports. The Secretary sets these dates to ensure that data are available to serve as the basis for timely distribution of Federal funds. The U.S. Census Bureau is the data collection agent for this request of the Department of Education's National Center for Education Statistics (NCES). The data will be published by NCES and will be used by the Secretary in the calculation of allocations for FY 2016 appropriated funds.

Direct Grant Programs and Definitions That Apply to Department Regulations
On August 13, 2013, the Department of Education (the Department) published final regulations in the Federal Register to amend the Education Department General Administrative Regulations (EDGAR). On October 22, 2014, the Department published a notice of proposed rulemaking to make additional amendments to EDGAR. In this document, the Department amends EDGAR to add a definition of ``What Works Clearinghouse Evidence Standards'' (WWC Evidence Standards) in our regulations to standardize references to this term. In addition, the Department amends the definition of ``large sample'' in our regulation. We also make technical edits to our regulations to improve the consistency and clarity of the regulations. Finally, we redesignate a section of our regulations and include in that redesignated section an additional provision that allows the Secretary to give special consideration to projects supported by evidence of promise.
Applications for New Awards; State Personnel Development Grants (SPDG) Program

That notice established a January 29, 2015, deadline for the submission of applications, and a deadline of March 30, 2015, for intergovernmental review. William D. Ford Federal Direct Loan Program
The U.S. Department of Education (Department) is establishing the date for early implementation of the William D. Ford Federal Direct Loan (Direct Loan) Program regulations that update the standard for determining if a potential parent or student borrower has an adverse credit history for purposes of eligibility for a Direct PLUS Loan (PLUS loan). These regulations also require parents and students who have an adverse credit history, but who are approved for a PLUS loan on the basis that extenuating circumstances exist or by obtaining an endorser for the PLUS loan, to receive loan counseling before receiving the PLUS loan.

The committee will include representatives of organizations or groups with interests that are significantly affected by the topics proposed for negotiations. We request nominations for individual negotiators who represent key stakeholder constituencies for the issues to be negotiated to serve on the committee, and we set a schedule for committee meetings.
