The Board is governed by the provisions of the Federal Advisory Committee Act (FACA), (Pub. L. 92–463; as amended, 5 U.S.C.A., Appendix 2) which sets forth standards for the formation and use of advisory committees. The purpose of the Board is to advise the President and the Secretary of Education (Secretary) on all matters pertaining to strengthening the educational capacity of Historically Black Colleges and Universities (HBCUs). The U.S. Census Bureau is the data collection agent for this request of the Department of Education’s National Center for Education Statistics (NCES). The data will be published by NCES and will be used by the Secretary in the calculation of allocations for FY 2016 appropriated funds. The deadline for the final submission of all data, including any revisions to previously submitted data for FY 2013 and FY 2014, is Friday, August 14, 2015.
