The extension of project period and waiver enable the currently funded National Center on Educational Outcomes at the University of Minnesota to receive funding from October 1, 2010 through September 30, 2011.

In accordance with the Privacy Act of 1974, as amended (Privacy Act), 5 United States Code (U.S.C.) 552a, the Chief Operating Officer for Federal Student Aid (FSA) of the U.S. Department of Education (Department) publishes this notice proposing to revise the system of records entitled ``National Student Loan Data System (NSLDS)'' (18-11-06), 64 FR 72395-72397 (December 27, 1999). In this notice, the Department proposes to revise this system of records to make updates needed as a result of legislative changes to the Higher Education Act of 1965, as amended (HEA) made by the College Cost Reduction and Access Act of 2007 (Pub. L. 110-84), enacted on September 27, 2007, and by the Higher Education Opportunity Act (Pub. L. 110-315) (HEOA), enacted on August 14, 2008. As a result of these legislative changes, we have updated the categories of records maintained in this system, clarified the categories of individuals covered by the system and the system's purposes, and expanded the routine uses to reflect needed programmatic disclosures.

Presidential Academies for American History and Civics Education; Congressional Academies for Students of American History and Civics Education
The Secretary announces a waiver of the requirements in 34 CFR 75.250 and 75.261(c)(2) of the Education Department General Administrative Regulations (EDGAR), as they apply to projects funded under the Presidential Academies for American History and Civics Education, and 34 CFR 75.261(c)(2), as it applies to the project funded under the Congressional Academies for Students of American History and Civics Education program. These regulations, respectively, generally prohibit project periods exceeding five years and any project period extensions involving the obligation of additional Federal funds. A waiver will extend the project period for 24 months through fiscal year (FY) 2012 for the two current five-year grants funded under the Presidential Academies for American History and Civics Education program and the one current three-year grant funded under the Congressional Academies for Students of American History and Civics Education program. These grantees will continue to receive additional Federal funds (from the FY 2010 appropriation for the program).

Impact Aid Programs
The Secretary proposes to amend the regulations governing the Impact Aid Discretionary Construction Program, which is authorized under section 8007(b) of the Elementary and Secondary Education Act of 1965, as amended (ESEA). Through this program, the Department provides competitive grants for emergency repairs and modernization of school facilities to certain eligible local educational agencies (LEAs) that receive Impact Aid formula funds. The proposed regulations amend a provision regarding the submission of applications for these Federal funds, which the Department believes will improve the administration and distribution of funds under this program. The proposed regulations would apply to the grant competitions after the competition for fiscal year (FY) 2009 funds.

The FY 2010 Eligibility Notice established a January 6, 2010 deadline date for applicants to apply for designation as an eligible institution under the Title III and Title V programs.
