Furthermore, the American Recovery and Reinvestment Act of 2009 requires the Department’s Institute of Education Sciences to conduct a rigorous national evaluation, utilizing VerDate Mar<15>2010 randomized controlled methodology to the extent feasible, to compare the differentiated effectiveness incentive component of the PBCS to a 1 percent across-the-board annual bonus in the national evaluation schools.
