Abstract: The proposed regulations
require institutions to provide a way for
a Federal Pell Grant eligible student to
obtain or purchase, by the seventh day
of a payment period, the books and
supplies required for the payment
period when certain conditions are met.
If, 10 days before the beginning of the
payment period the institution could
disburse Title IV, HEA program funds
for which the student was eligible, and
if disbursed a credit balance would
result, the institution is required to
provide to the student the lesser of the
presumed credit balance or the amount
needed by the student for books and
supplies, as determined by the
institution.

Abstract: The proposed regulations
require an institution to report annually
for each student who completes a
program that leads to gainful
employment in a recognized occupation
identifier information about student
completers, the Classification of
Instructional Programs code for each
occupational training program, the
completion date, and information about
the amount of private education loans
and institutional financing incurred by
each graduate. In addition, the proposed
regulations would require the following
disclosures on the institution’s Web site:
the name of each occupational training
program and links to the Department of
Labor’s O-Net site to obtain occupation
profile data using a Standard
Occupational Classification code,
information about on-time graduation
rates for students entering the program,
cost information (including tuition fees,
room and board, and other institutional
costs incurred for enrolling in the
program), placement rate information
for students who completed the
program, and the median debt incurred
by students who completed the program
during the preceding three years. The
institution must identify separately the
median Title IV, Higher Education Act
of 1965, as amended (HEA) loan debt
from the private education loan debt
and institutional financing plans.
