Meeting of the U.S. Naval Academy Board of Visitors

The meeting will include discussions of personnel issues at the Naval Academy, the disclosure of which would constitute a clearly unwarranted invasion of personal privacy. Record of Decision for the Disposal and Re-use of Naval Station Treasure Island, CA
The Department of the Navy (DON) pursuant to section 102(2)(c) of the National Environmental Policy Act (NEPA) of 1969, 42 United States Code (U.S.C.) 4332(2)(c), and the Council on Environmental Quality regulations (40 CFR parts 1500-1508), announces its decision to dispose of Naval Station Treasure Island (NSTI), which includes both Treasure Island and Yerba Buena Island. NSTI is located midway between the shores of the cities of San Francisco and Oakland. The disposal of NSTI will be accomplished in a manner that will allow the Treasure Island Development Authority (TIDA), the redevelopment authority established by the State of California and recognized by DoD, to reuse the property as set out in Alternative 1, described in the Final Environmental Impact Statement (FEIS) as the preferred alternative. The decision by DON to dispose of the property in a manner that allows TIDA to reuse the property as described in the preferred alternative does not make the DON responsible for any obligation or commitment, fiscal or other, made by TIDA to the State of California or to third parties. Obligations or commitments made by TIDA in the course of developing its redevelopment plan, or in obtaining approval of the redevelopment plan from the United States Department of Housing and Urban Development (HUD), remain the responsibility of TIDA.

Pursuant to Executive Order 12114, Environmental Effects Abroad of Major Federal Actions, and Section 102(2) of the National Environmental Policy Act (NEPA) of 1969 as implemented by the Council on Environmental Quality regulations (40 CFR Parts 1500-1508), the Department of the Navy (Navy) has prepared and filed with the U.S. Environmental Protection Agency a Draft Overseas Environmental Impact Statement/Environmental Impact Statement (Draft OEIS/EIS) to evaluate the construction and operation of a proposed Undersea Warfare Training Range. In accordance with NEPA and its implementing regulations, this notice announces the dates and locations of public hearings. Open information sessions will precede the scheduled public hearing at each of the locations listed below and will allow individuals to review the data presented in the Draft OEIS/EIS. Navy representatives will be available during the information sessions to clarify information related to the Draft OEIS/EIS. The open information sessions are scheduled from 3:30 p.m. to 5:30 p.m. and from 6:30 to 7 p.m., followed by the public hearings from 7 p.m. to 9:30 p.m.

Meeting of the Board of Visitors of Marine Corps University
The Board of Visitors of the Marine Corps University (BOV MCU) will meet to review, develop and provide recommendations on all aspects of the academic and administrative policies of the University; examine all aspects of professional military education operations; and provide such oversight and advice, as is necessary, to facilitate high educational standards and cost effective operations. In accordance with Section 102(2)(c) of the National Environmental Policy Act (NEPA) of 1969 (42 U.S.C. 4332(2)(c)), as implemented by the Council on Environmental Quality Regulations (40 CFR parts 1500-1508), the Department of the Navy, Marine Corps Air Station Miramar (MCAS Miramar) and Department of Veterans Affairs intend to prepare an environmental impact statement (EIS) and conduct a public scoping meeting for the proposed development and operation of a national veteran's cemetery at MCAS Miramar in San Diego, California. The cemetery will be an annex to the Department of Veterans Affairs Fort Rosecrans National Cemetery.

Meeting of the Board of Advisors (BOA) to the President, Naval Postgraduate School (NPS)
The purpose of the meeting is to elicit the advice of the board on the Naval Service's Postgraduate Education Program and the collaborative exchange and partnership between NPS and the Air Force Institute of Technology (AFIT). The board examines the effectiveness with which the NPS is accomplishing its mission. To this end, the board will inquire into the curricula; instruction; physical equipment; administration; state of morale of the student body, faculty, and staff; fiscal affairs; and any other matters relating to the operation of the NPS as the board considers pertinent. This meeting will be open to the public.

Meeting of the Secretary of the Navy's Advisory Subcommittee on Naval History
The Secretary of the Navy's Advisory Subcommittee on Naval History, a subcommittee of the Department of Defense Historical Advisory Committee will meet to review naval historical activities since the last meeting of the Advisory Subcommittee on Naval History, which was conducted on April 29, and April 30, 2004 and to make comments and recommendations on these activities to the Secretary of the Navy. The meetings will be open to the public.
Meeting of the U.S. Naval Academy Board of Visitors
The U.S. Naval Academy Board of Visitors will meet to make such inquiry, as the Board shall deem necessary into the state of morale and discipline, the curriculum, instruction, physical equipment, fiscal affairs, and academic methods of the Naval Academy. The meeting will include discussions of personnel issues at the Naval Academy, the disclosure of which would constitute a clearly unwarranted invasion of personal privacy. The executive session of this meeting will be closed to the public.
