SUMMARY: The Department of the Navy
hereby gives notice of the availability of
exclusive or partially exclusive licenses
to practice worldwide under the
following pending patents. Any license
granted shall comply with 35 U.S.C. 209
and 37 CFR Part 404. Applications will
be evaluated utilizing the following
criteria: (1) Ability to manufacture and
market the technology; (2)
manufacturing and marketing ability; (3)
time required to bring technology to
market and production rate; (4)
royalties; (5) technical capabilities; and
(6) small business status.

SUMMARY: Pursuant to 5 U.S.C.
4314(c)(4), the Department of the Navy
(DON) announces the appointment of
members to the DON’s numerous Senior
Executive Service (SES) Performance
Review Boards (PRBs). The purpose of
the PRBs is to provide fair and impartial
review of the annual SES performance
appraisal prepared by the senior
executive’s assigned rating officials; to
make recommendations to authorizing
officials regarding acceptance or
modification of the performance rating;
and to make recommendations for
performance bonuses and basic pay
increases. Composition of the specific
PRBs will be determined on an ad hoc
