Information Collection Requirement; Defense Federal Acquisition Regulation Supplement; Requests for Reimbursement Under Section 3610 of the CARES Act
In compliance with the Paperwork Reduction Act of 1995, DoD announces the proposed extension of a public information collection requirement and seeks public comment on the provisions thereof. DoD invites comments on: Whether the proposed collection of information is necessary for the proper performance of the functions of DoD, including whether the information will have practical utility; the accuracy of the estimate of the burden of the proposed information collection; ways to enhance the quality, utility, and clarity of the information to be collected; and ways to minimize the burden of the information collection on respondents, including the use of automated collection techniques or other forms of information technology. The Office of Management and Budget (OMB) has approved this information collection requirement for use through February 28, 2021. DoD proposes that OMB extend its approval for use for three additional years beyond the current expiration date.

Draft Environmental Impact Statement Addressing Heat and Electrical Upgrades at Fort Wainwright, Alaska
The Department of the Army (Army) is issuing this Amended Notice of Availability, updating the original notice published on October 9, 2020 (Federal Register, Vol. 85, No. 197, 64133) of the continuing availability of the Draft Environmental Impact Statement (EIS) as part of the environmental planning process to address heat and electrical upgrades at Fort Wainwright, Alaska. The comment period for the Draft EIS, originally scheduled to conclude on December 8, 2020, is being reopened for an additional 60 days to conclude on February 22, 2021. The Army invites public comments on the Draft EIS during the comment period that began with the publication of the NOA in the Federal Register on October 9, 2020.

National Industrial Security Program Operating Manual (NISPOM)
The Department of Defense (DoD) is codifying the National Industrial Security Program Operating Manual (NISPOM) in regulation. The NISPOM establishes requirements for the protection of classified information disclosed to or developed by contractors, licensees, grantees, or certificate holders (hereinafter referred to as contractors) to prevent unauthorized disclosure. In addition to adding the NISPOM to the Code of Federal Regulations (CFR), this rule incorporates the requirements of Security Executive Agent Directive (SEAD) 3, ``Reporting Requirements for Personnel with Access to Classified Information or Who Hold a Sensitive Position.'' SEAD 3 requires reporting by all contractor cleared personnel who have been granted eligibility for access to classified information. This NISPOM rule provides for a single nation-wide implementation plan which will, with this rule, include SEAD 3 reporting by all contractor cleared personnel to report specific activities that may adversely impact their continued national security eligibility, such as reporting of foreign travel and foreign contacts. NISP Cognizant Security Agencies (CSAs) shall conduct an analysis of such reported activities to determine whether they pose a potential threat to national security and take appropriate action. Finally, the rule also implements the provisions of Section 842 of Public Law 115-232, which removes the requirement for a covered National Technology and Industrial Base (NTIB) entity operating under a special security agreement pursuant to the NISP to obtain a national interest determination as a condition for access to proscribed information.

Defense Human Resources Activity publishes this Civilian Personnel Per Diem Bulletin Number 315. Bulletin Number 315 lists current per diem rates prescribed for reimbursement of subsistence expenses while on official Government travel to Alaska, Hawaii, the Commonwealth of Puerto Rico, and the possessions of the United States. The Fiscal Year (FY) 2021 lodging rate review did not result in lodging rate changes in any locations.

Pursuant of the National Environmental Policy Act (NEPA) of 1969, as implemented by the Council on Environmental Quality, and Presidential Executive Order 12114, the Department of the Navy (DON) has prepared and filed with the United States Environmental Protection Agency a draft supplement to the 2011 Gulf of Alaska (GOA) Navy Training Activities Final Environmental Impact Statement/Overseas Environmental Impact Statement (EIS/OEIS) (referred to as the 2011 GOA Final EIS/OEIS) and the 2016 GOA Navy Training Activities Final Supplemental EIS/OEIS (referred to as the 2016 GOA Final Supplemental EIS/OEIS). In the 2020 Draft Supplemental EIS/OEIS, the DON assesses the potential environmental effects associated with continuing periodic military readiness activities in the GOA Temporary Maritime Activities Area (TMAA). This notice announces the public review and comment period and the dates of the virtual public meetings, includes information about how the public can review and comment on the document, and provides supplementary information about the environmental planning effort.

Certificate of Alternate Compliance for USS OREGON (SSN 793)
The U.S. Navy hereby announces that a Certificate of Alternate Compliance has been issued for USS OREGON (SSN 793). Due to the special construction and purpose of this vessel, the Deputy Assistant Judge Advocate General (DAJAG) (Admiralty and Maritime Law) has determined it is a vessel of the Navy which, due to its special construction and purpose, cannot comply fully with the certain provisions of the International Regulations for Preventing Collisions at Sea, 1972 (72 COLREGS) without interfering with its special function as a naval ship. The intended effect of this notice is to warn mariners in waters where 72 COLREGS apply.
