private sector regarding implementation in the Defense Federal 
Acquisition Regulation Supplement (DFARS) of the data rights portions 
of the Small Business Innovation Research Program and Small Business 
Technology Transfer Program Policy Directives.

notice of proposed rulemaking published on August 31, 2020 (85 FR 
53758), is reopened. Submit any comments on the advance notice of
