Department of Defense Science and Technology Reinvention Laboratory (STRL) Personnel Demonstration (Demo) Project in the U.S. Army Research Institute for the Behavioral and Social Sciences (ARI)
This Federal Register Notice (FRN) serves as notice of the adoption by the U.S. Army Research Institute for the Behavioral and Social Sciences (ARI) of the personnel demonstration project flexibilities implemented by the Combat Capabilities Development Command (CCDC) Command, Control, Communications, Computers, Cyber, Intelligence, Surveillance, and Reconnaissance (C5ISR) Center (previously designated as the U.S. Army CommunicationsElectronics Research, Development and Engineering Center and the U.S. Army CommunicationsElectronics Command, Research, Development and Engineering), the CCDC Chemical Biological Center (CBC) (previously designated as the Edgewood Chemical Biological Center), and the CCDC Soldier Center (SC) (previously designated as the Natick Soldier Research, Development and Engineering Center). The majority of flexibilities and administrative procedures are adopted without changes. However, modifications were made when necessary to address ARI's specific organizational, management structure, workforce, and approval needs and to conform to changes in applicable law and regulations after the publication of the adopted personnel demonstration project flexibilities. In addition, changes were made based on current law, best practices, and administrative guidance.

Meeting of the U.S. Naval Academy Board of Visitors; Corrections
The Department of the Navy published a document in the Federal Register of November 12, 2020, to announce that the Federal Advisory Committee meeting of the U.S. Naval Academy Board of Visitors will take place. Due to expected health directives in light of COVID-19, the public can no longer be accommodated to attend the meeting in person. The meeting will be held virtually. The document contained incorrect times and venues.

Certificate of Alternate Compliance for USS COOPERSTOWN (LCS-23)
The U.S. Navy hereby announces that a Certificate of Alternate Compliance has been issued for USS COOPERSTOWN (LCS-23). Due to the special construction and purpose of this vessel, the Deputy Assistant Judge Advocate General (DAJAG) (Admiralty and Maritime Law) has determined it is a vessel of the Navy which, due to its special construction and purpose, cannot comply fully with the navigation lights provisions of the International Regulations for Preventing Collisions at Sea, 1972 (72 COLREGS) without interfering with its special function as a naval ship. The intended effect of this notice is to warn mariners in waters where 72 COLREGS apply.

Assignment of American National Red Cross and United Service Organizations, Inc., Employees to Duty with the Military Services
This final rule removes a DoD regulation which was originally established in 1983 for the purpose of determining the security acceptability of American Red Cross and United Service Organizations, Inc. personnel for assignment to duty overseas with the Military Services. It has not been updated since it was established, and contains outdated internal policy. Current policy and bilateral agreements between the Department and the organizations govern this process.
Notice of Extension of Public Comment Period for the Interim Report for the Buffalo Bayou and Tributaries, Texas Resiliency Study
A notice of availability was published in the Federal Register by the U.S. Army Corps of Engineers (USACE) on October 2, 2020 for the Buffalo Bayou and Tributaries, Texas Resiliency Study (BBTRS) notifying the public an Interim Report was available for review and comment. The notice indicated the review period was to conclude on November 2, 2020. Four virtual public meetings were held in October 2020 in an effort to provide the public with an overview of Interim Report and answer questions about the study and alternatives considered. In response to several requests for extension, this notice announces an extension of the public comment period to November 20, 2020. No additional public meetings have been scheduled during the extension period.

Privacy Act of 1974; System of Records
The OSD is modifying the system of records, ``Employer Support of the Guard and Reserve Member Management System (MMS),'' DHRA 17 DoD. The MMS allows the Employer Support of the Guard and Reserve (ESGR) to maintain a roster of and facilitate communication between ESGR members, as well as track individual training and volunteer efforts. Volunteer leadership can securely access training records of members to adjust resources as necessary to ensure adequate training among volunteer team members. This system of records notice (SORN) is being revised to expand the category of individuals covered by the system. Additional administrative changes were made to update the SORN in accordance with the OMB's requirements.

The Department of Navy (DON) announces the appointment of members to the DON Senior Executive Service (SES), Senior Level (SL), and Scientific and Professional (ST) Fiscal Year 2020 Performance Review Board (PRB). The purpose of the PRB is to provide fair and impartial review of the annual SES performance appraisal prepared by the senior executive's immediate and second level supervisor; to make recommendations to appointing officials regarding acceptance or modification of the performance rating; and to make recommendations for performance-based bonuses and performance-based pay increases.
