Privacy Act of 1974; System of Records
The Office of the Secretary of Defense proposes to add a new system of records, DMDC 20, entitled ``Personnel Security Breach Notification and Mitigation Services Records''. The Department of Defense is providing notification and facilitating the provision of breach mitigation services to individuals affected by the breach of information in the Office of Personnel Management (OPM) background investigation databases the Department must establish this system in order to provide notification to and facilitate the provision of breach mitigation services. Due to the number and proportion of affected individuals belonging to the DoD, DoD entered into agreements with OPM to handle the breach notification and mitigation services. DoD will also use these records to respond to breach verification inquiries. Individuals may go to OPM's Web site and click on a link that will redirect them to a DoD Web site where they can enter their information to find out if they have been affected by this breach. These records may also be used for tracking, reporting, measuring, and improving The Department's effectiveness in implementing this data breach notification.

This rule implements the Department of Department of State Public Notice: 9162, Rescission of Determination Regarding Cuba.
Defense Federal Acquisition Regulation Supplement: Requirements Relating to Supply Chain Risk (DFARS Case 2012-D050)
DoD has adopted as final, with changes, an interim rule amending the Defense Federal Acquisition Regulation Supplement (DFARS) to implement a section of the National Defense Authorization Act (NDAA) for Fiscal Year (FY) 2011, as amended by the NDAA for FY 2013. This final rule allows DoD to consider the impact of supply chain risk in specified types of procurements related to national security systems.

Revised Non-Foreign Overseas Per Diem Rates
The Defense Travel Management Office is publishing Civilian Personnel Per Diem Bulletin Number 299. This bulletin lists revisions in the per diem rates prescribed for U.S. Government employees for official travel in Alaska, Hawaii, Puerto Rico, the Northern Mariana Islands and Possessions of the United States when applicable. AEA changes announced in Bulletin Number 194 remain in effect. Bulletin Number 299 is being published in the Federal Register to assure that travelers are paid per diem at the most current rates.

The Defense Health Agency proposes to alter an existing system of records, EDTMA 04, entitled ``Medical/Dental Claim History Files'' in its inventory of record systems subject to the Privacy Act of 1974, as amended. The Defense Health Agency and its contractors and DoD staff (including Military Treatment Facilities, clinics and TRICARE Regional Offices Staff) use the information to control and process health care benefits available under TRICARE and the Civilian Health and Medical Program of the Department of Veterans Affairs (CHAMPVA), including the processing of medical or dental claims, the control and approval of medical or dental treatments, issuance of deductible certificates, and necessary interface with providers of health care. The system also supports audits of contractor-processed claims to determine payment and occurrence accuracy of the contractor's adjudication process.

Notice of Intent To Prepare a Draft Environmental Impact Statement for the Sacramento River Flood Control Project, California, General Reevaluation
The U.S. Army Corps of Engineers, Sacramento District (Corps), intends to prepare a draft Environmental Impact Statement (DEIS) for the general reevaluation of the Sacramento River Flood Control Project, California. The Corps will serve as the lead agency for compliance with the National Environmental Policy Act (NEPA). The general reevaluation is assessing opportunities to restore ecosystem function along the Sacramento River and improve flood risk reduction capabilities of the flood conveyance system originally constructed in 1917. The system is located along the Sacramento River, from Elder Creek near Tehama to its confluence with the San Joaquin River in the Sacramento-San Joaquin Delta near Collinsville. System features are also located along a number of tributaries, sloughs, and bypass channels, including the Feather River, American River, Sutter Bypass, and Yolo Bypass.
