Under the provisions of the Federal Advisory Committee Act of 1972 (5 U.S.C. Appendix), the Government in the Sunshine Act of 1976 (5 U.S.C. 552b), and 41 CFR 102-3.50(a), the Department of Defense gives notice that it is establishing the charter for the Board of Visitors, Marine Corps University (``the Board''). The Board has been determined to be in the public interest.

The Department of Defense (the Department or DoD) issues this advanced notice of proposed rulemaking (ANPR) regarding enhancement of the protections that apply to consumer credit extended to members of the armed forces and their dependents, such as by a provision (as proposed in a recent Senate bill) that would require the Secretary of Defense to develop a policy on the predatory extension of credit through installment loans that target members of the armed forces and their dependents. This ANPR requests comment on the need to revise the Department's existing regulation that, in general, imposes certain limits on and requires certain disclosures relating to the provision of consumer credit to a covered borrower.

DoD has adopted as final, with changes, the interim rule amending the Defense Federal Acquisition Regulation Supplement (DFARS) to implement requirements of the Treaty Between the Government of the United States of America and the Government of the United Kingdom of Great Britain and Northern Ireland Concerning Defense Trade Cooperation (the U.S.-U.K. DTC Treaty) and the Security Cooperation Act of 2010 regarding export control regulations between the United States and the United Kingdom. The final rule also implements the Treaty Between the Government of the United States of America and the Government of Australia Concerning Defense Trade Cooperation.

This notice announces that the U.S. Africa Command (USAFRICOM) is seeking information about, and expressions of interest by, organizations, associations, and other entities, both public and private, which are currently working on the West, East, and North Coasts of Africa in the areas of maritime domain awareness and maritime security. This information and expressions of interest in observing the aforementioned exercises is being solicited to inform USAFRICOM and African Host Nations of potential public and private sector capability to improve maritime security. It is expected that these private entities will enrich the exercises planned in Africa concerning maritime awareness and maritime security on the West, East, and North coasts of Africa.

Pursuant to the Federal Advisory Committee Act of 1972 (5 U.S.C., Appendix, as amended), the Government in the Sunshine Act of 1976 (5 U.S.C. 552b, as amended), and 41 CFR 102-3.150, and in accordance with section 10(a)(2) of Public Law, a Defense Health Board (DHB) meeting is announced.

On May 31, 2013, the United States Air Force signed the ROD for the F-15 Aircraft Conversion for the 144th Fighter Wing, California Air National Guard at Fresno-Yosemite International Airport. The ROD states the Air Force decision to implement the preferred alternative analyzed in the Environmental Impact Statement. The Preferred Alternative will convert the 144 FW from 21 F-16 aircraft [18 F-16 Primary Assigned Aircraft (PAA) and 3 Back-up Inventory Aircraft (BAI)] to 21 F-15 aircraft (18 F-15 PAA and 3 F-15 BAI aircraft). The decision was based on matters discussed in the Final Environmental Impact Statement (EIS), inputs from the public and regulatory agencies, and other relevant factors. The Final EIS was made available to the public on March 1, 2013 through a NOA in the Federal Register (Volume 78, Number 41, Page 13874) with a wait period that ended on April 1, 2013. The ROD documents only the decision of the Air Force with respect to the proposed Air Force actions analyzed in the Final EIS. This final rule establishes policy, assigns responsibilities, and prescribes procedures for carrying out the Post-9/11 GI Bill. It establishes policy for the use of supplemental educational assistance (hereafter referred to as ``kickers'') for Service members with critical skills or specialties, or for members serving additional service; for authorizing the transferability of education benefits (TEB); and the DoD Office of the Actuary to perform determinations in support of DoD funding responsibilities.

DoD, GSA, and NASA are proposing to amend the Federal Acquisition Regulation (FAR) to implement a uniform Procurement Instrument Identification (PIID) numbering system, which will require the use of Activity Address Codes (AACs) as the unique identifier for contracting offices and other offices, in order to standardize procurement transactions across the Federal Government. This proposed rule continues and strengthens efforts at standardization accomplished under a previous FAR case.

This document corrects the amendatory language to a final rule published in the Federal Register on May 22, 2013, 78 FR 30231, regarding the Defense Federal Acquisition Regulation Supplement: Clarification of ``F'' Orders in the Procurement Instrument Identification Number Structure (DFARS Case 2012-D040). This correction makes one correction to the amendatory language.

It is proposed that the hours of availability at Lindy C. Boggs and John H. Overton Locks on the J Bennett Johnston Waterway (Red River) will remain at the current schedule of 24 hours per day, 7 days per week, 365 days per year. It is also proposed that the hours of availability at Lock 3, Russell B. Long, and Joe D. Waggonner locks will be reduced from the current schedule of 24 hours per day, 7 days per week, 365 days per year, to 20 hours per day, as operated by the contractor, 7 days per week, 365 days per year. The Inland Marine Transportation System Level of Service Guidelines led to the reduced hours of operation for Lock 3, Russell B. Long, and Joe D. Waggonner locks. The intended effect is to provide lock availability that matches existing lock usage. Pool levels will not be affected by change of operating hours.

The Department of the Navy (DoN) is amending its certifications and exemptions under the International Regulations for Preventing Collisions at Sea, 1972 (72 COLREGS), to reflect that the Deputy Assistant Judge Advocate General (DAJAG) (Admiralty and Maritime Law) of the DoN has determined that USS THEODORE ROOSEVELT (CVN 71) is a vessel of the Navy which, due to its special construction and purpose, cannot comply fully with certain provisions of the 72 COLREGS without interfering with its special function as a naval ship. The intended effect of this rule is to warn mariners in waters where 72 COLREGS apply.
