The topic of the meeting on June 13-14, 2007 are to review new start and continuing research and development projects requesting Strategic Environmental Research and Development Program funds in excess of $1M. This meeting is open to the public. Any interested person may attend, appear before, or file statements with the Scientific Advisory Board at the time and in the manner permitted by the Board.

The Defense Threat Reduction Agency proposes to alter a system of records notice to its inventory of record systems subject to the Privacy Act of 1974 (5 U.S.C. 552a), as amended.

Under the provisions of the Federal Advisory Committee Act of 1972, (5 U.S.C. Appendix, as amended), the Sunshine in the Government Act of 1976 (5 U.S.C. 552b, as amended), and 41 CFR 102-3.65, the Department of Defense gives notice that the name of the Board of Visitors Joint Military Intelligence College is hereby changed to the Board of Visitors National Defense Intelligence College. The mission of the college's board of visitors remains unchanged; however, the Department of Defense changed the name of the college to the National Defense Intelligence College. As such, the Department of Defense is changing the name of the board of visitors to reflect the college's new name. The purpose of the Board of Visitors for the National Defense Intelligence College (hereafter referred to as the Board of Visitors) is to provide the Secretary of Defense independent advice on matters relating to the mission of the National Defense Intelligence College. The Director, Defense Intelligence Agency may act upon the Board of Visitor's advice and recommendations. The Board of Visitors shall be comprised of no more than twelve members, and the Department of Defense, to achieve a balanced membership, will include a cross-section of experts and eminent authorities in the fields of national intelligence, defense and academia. The Secretary of Defense approves the appointment of the members, and those who are not full-time Federal officers or employees are appointed as Special Government Employees under the authority of 5 U.S.C. 3109. With the exception of travel and per diem for official travel, the members shall serve without compensation. The Director, Defense Intelligence Agency shall select the committee's chairperson from the Board of Visitors at large. The Board of Visitors shall meet at the call of the committee's Designated Federal Officer, in consultation with the Chairperson and the Director, Defense Intelligence Agency. The Designated Federal Officer shall be a full-time or part-time DoD employee, and shall be appointed in accordance with established DoD policies and procedures. The Designated Federal Officer or duly appointed Alternate Designated Federal Officer shall attend all committee meetings and subcommittee meetings. The Board of Visitors shall be authorized to establish subcommittees, as necessary and consistent with its mission, and these subcommittees or working groups shall operate under the provisions of the Federal Advisory Committee Act of 1972 (5 U.S.C., Appendix, as amended), the Sunshine in the Government Act of 1976 (5 U.S.C. 552b, as amended), and other appropriate Federal regulations. Such subcommittees or workgroups shall not work independently of the chartered committee, and shall report all their recommendations and advice to the Board of Visitors for full deliberation and discussion. Subcommittees or workgroups have no authority to make decisions on behalf of the chartered committee nor can they report directly to the Department of Defense or any Federal officers or employees who are not members of the Board of Visitors.

The Department of the Army announces the availability of the Record of Decision (ROD) for the Final Supplemental Programmatic Environmental Impact Statement (SEIS) identifying the potential environmental effects of changing land and airspace use at Fort bliss to support evolving changes in missions and units and support Army Transformation, Integrated Global Presence and Basing Strategy (IGPBS), Base Realignment and Closure (BRAC), the Army Campaign Plan, and other Army initiatives. The Final SEIS supplements the Fort Bliss, Texas and New Mexico, Mission Master Plan Programmatic Environmental Impact Statement (PEIS), for which a Record of Decision was signed in 2001.

In accordance with 35 U.S.C. 209 and 37 CFR 404.7 (a)(l)(i), announcement is made of the intent to grant an exclusive, royalty- bearing, revocable license within the geographic area of the United States of America and its territories and possessions to U.S. Patent application 11/279,027, filed April 7, 2007 entitled ``Artillery Rocket Kinetic Energy Rod Warhead'', to General Dynamics Ordnance and Tactical Systems with its principal place of business at 4565 Commercial Drive, Niceville, FL 32578.

The Department of Defense proposes to amend the current rule addressing military recruiting and Reserve Officer Training Corps program access at institutions of higher education. This proposed rule would implement 10 U.S.C. 983, as amended by the Ronald W. Reagan National Defense Authorization Act for Fiscal Year 2005 (Pub. L. 108- 375 (October 28, 2004)). As amended, 10 U.S.C. 983 clarifies access to campuses, access to students and access to directory information on students for the purposes of military recruiting, and now states that access to campuses and students on campuses shall be provided in a manner that is at least equal in quality and scope to that provided to any other employer. The prohibition against providing Federal funds when there is a violation of 10 U.S.C. 983 has an exception for any Federal funds provided to an institution of higher education, or to an individual, that are available solely for student financial assistance, related administrative costs, or costs associated with attendance. Such funds may be used for the purpose for which the funding is provided. A similar provision in section 8120 of the Department of Defense Appropriations Act of 2000 (Pub. L. 106-79; 113 Stat. 1260) has been repealed. This rule also rescinds the previous policy that established an exception that would limit recruiting on the premises of the covered school only in response to an expression of student interest when the covered school certified that too few students had expressed interest to warrant accommodating military recruiters.

Pursuant to Section 102(2)(C) of the National Environmental Policy Act (NEPA) of 1969 and the Council on Environmental Quality regulations (40 CFR parts 1500-1508), implementing procedural provisions of NEPA, the Department of the Navy (DON) gives notice that a Finding of No Significant Impact (FONSI) has been issued and is available for Expeditionary Strike Group Composite Training Unit Exercise (ESG COMPUTEX) May/June 2007. In addition, pursuant to Executive Order (EO) 12114, Environmental Effects Abroad of Major Federal Actions, a Finding of No Significant Harm (FONSH) has been issued and is available for ESG COMPUTEX May/June 2007.

The Naval Research Advisory Committee (NRAC) will meet to discuss classified information from government organizations and proprietary information from commercial organizations. With the exception of participants' registration and introduction/welcoming remarks on Monday, June 18, 2007, all sessions of the meeting will be devoted to briefings, discussions and technical examination of information related to the tactical application of biometric technologies and Lightening the Combat Load of the Individual Marine. Discussions will focus on the exploitation of physical vulnerabilities and the tactical applications of known and emerging technologies. Each session will examine vulnerabilities of individuals and systems, and how the enemy is exploiting these vulnerabilities. The sessions will also include proprietary information regarding technology applications and systems under development in the private sector between competing companies. The sessions will also focus on the assessment of the emerging concepts of operations in each of these areas and evaluate appropriate options in such areas as: training, S&T funding allocation, technology monitoring, and progress assessments; and probable time frames for transformation and implementation. The sessions will also identify, review, and assess challenges with the utilization and fielding of various technology applications.

The Defense Science Board Task Force on Nuclear Weapons Effects Enterprise will meet in closed session on May 17-18, 2007; at the Strategic Analysis Inc., 3601 Wilson Boulevard, Arlington, VA. The mission of the Defense Science Board is to advise the Secretary of Defense and the Under Secretary of Defense for Acquisition, Technology & Logistics on scientific and technical matters as they affect the perceived needs of the Department of Defense. At these meetings, the Defense Science Board Task Force will: Review and assess for adequacy of the existing DoD standards for nuclear survivability, based on an assessment of current and emerging nuclear capabilities of potential adversaries. In accordance with Section 10(d) of the Federal Advisory Committee Act, Public Law 92-463, as amended (5 U.S.C. App. II), it has been determined that these Defense Science Board Task Force meetings concern matters listed in 5 U.S.C. 552b(c)(1) and that, accordingly, the meetings will be closed to the public.

The mission of the Defense Science Board is to advise the Secretary of Defense and the Under Secretary of Defense for Acquisition, Technology & Logistics on Scientific and technical matters as they affect the perceived needs of the Department of Defense. At these meetings, the Defense Science Board Task Force will: Assess all aspects of nuclear deterrent skills as well as the progress Department of Energy (DoE) has made since the publication of the Chiles Commission report. In accordance with Section 10(d) of the Federal Advisory Committee Act, Public Law 92-463, as amended (5 U.S.C. App. II), it has been determined that these Defense Science Board Task Force meetings concern matters listed in 5 U.S.C. 552b(c)(1) and that, accordingly, the meetings will be closed to the public.

The Civilian Agency Acquisition Council and the Defense Acquisition Regulations Council (Councils) are proposing to amend the Federal Acquisition Regulation (FAR) to clarify language within the FAR on the use of products containing recovered materials, pursuant to the Resource Conservation and Recovery Act of 1976, and Executive Order 13101 ``Greening the Government Through Waste Prevention, Recycling, and Federal Acquisition.''

The United States Army Reserve (USAR) will prepare an EIS to analyze the impacts of a real property exchange. This Real Property Exchange Program is conducted under the authority of 10 U.S.C. 18240, as amended. This legislation permits DoD to convey certain real property assets of reserve components to a State, local government, local authority, or private parties in exchange for land and real property improvements, existing and/or to be constructed, including utilities, equipment, and furnishings for the replacement facilities. Approximately 10 acres with two, two-story USAR Center buildings (Holderman and Munemori Halls) and a detached maintenance building will be exchanged for new construction or real property improvements at the USAR facilities located at (1) Bell; (2) Miramar Marine Corps Air Station, located in San Diego; and (3) March USAR Center located in Riverside. The exchange property being offered by the Federal Government for development by the private sector is located at the Southeast corner of Wilshire Boulevard and Federal Avenue in the Southwestern portion of Los Angeles County and is approximately 13 miles west of downtown Los Angeles. The parcel is bounded on all sided by the city of Los Angeles, and is centrally located in the western part of Los Angeles County. It is immediately surrounded by the communities of Westwood, Brentwood, Sawtelle, and West Los Angeles, which are all part of the city of Los Angeles. Additionally, Santa Monica, Beverly Hills, and Pacific Palisades are all within 5 miles of the subject property. The EIS will discuss in detail the 10-acre parcel to be exchanged and all reasonable alternatives including, but not limited to, the (1) No Action Alternative and (2) Army Exchange with Non-Governmental Development alternatives on the exchanged property. New construction or real property improvements that will occur at the three USAR facilities will be covered by separate National Environmental Policy Act (NEPA) documentation.
