This notice sets forth the schedule and proposed agenda for a partially closed meeting of the Civil Nuclear Trade Advisory Committee (CINTAC).

The Department of Commerce (Commerce) is conducting the 26th administrative review of the antidumping duty order on fresh garlic from the People's Republic of China (China). The period of review (POR) for the administrative review is November 1, 2019, through October 31, 2020. Commerce preliminarily determines that the only mandatory respondent for which a request for review remains, Jining Shunchang Import & Export Co., Ltd. (Shunchang), failed to establish its eligibility for a separate rate and therefore is part of the China-wide entity. We also preliminarily find that the review request made by The Roots Farm Inc. (Roots Farm) was not valid, and accordingly, because it was the sole remaining request for the other mandatory respondent, Zhengzhou Harmoni Spice Co., Ltd. (Harmoni), we have preliminarily rescinded the review with respect to Harmoni. We invite interested parties to comment on these preliminary results.

The Department of Commerce (Commerce) preliminarily determines that sales of monosodium glutamate (MSG) from the Republic of Indonesia (Indonesia) have been made below normal value during the period of review (POR), November 1, 2019, through October 31, 2020. We invite interested parties to comment on these preliminary results.

The Department of Commerce (Commerce) is conducting an administrative review of the antidumping duty order on strontium chromate from France. The period of review (POR) is May 17, 2019, through October 31, 2020. The review covers one producer/exporter of the subject merchandise, Soci[eacute]t[eacute] Nouvelle des Couleurs Zinciques (SNCZ). We determine that sales of subject merchandise by SNCZ were sold at prices below normal value (NV).

The Department of Commerce (Commerce) determines that Oman Fasteners LLC (Oman Fasteners) made sales of subject merchandise below normal value. The period of review (POR) is July 1, 2019, through June 30, 2020.

The Renewable Energy and Energy Efficiency Advisory Committee (REEEAC or the Committee) will hold a virtual meeting via WebEx on Thursday December 9, 2021, hosted by the U.S. Department of Commerce. The meeting is open to the public with registration instructions provided below.

The Department of Commerce (Commerce) preliminarily determines that strontium chromate from Austria was not sold in the United States at less than normal value (NV) during the period of review (POR) of June 18, 2019, through October 31, 2020.

The Department of Commerce (Commerce) finds that sales of large residential washers from Mexico were made at less than normal value during the period of review (POR) February 1, 2019, through January 31, 2020.

As a result of the determinations by the Department of Commerce (Commerce) and the International Trade Commission (ITC) in their five year (sunset) review that revocation of the antidumping duty (AD) order on certain tissue paper products (tissue paper) from the People's Republic of China (China) would likely lead to a continuation or recurrence of dumping and material injury to an industry in the United States, Commerce is publishing a notice of continuation of the AD order on tissue paper from China.

As a result of the determinations by the Department of Commerce (Commerce) and the International Trade Commission (ITC) that revocation of the antidumping duty (AD) order on magnesium metal from the People's Republic of China (China) would likely lead to a continuation or recurrence of dumping and material injury to an industry in the United States, Commerce is publishing a notice of continuation of this AD order.

The Department of Commerce (Commerce) preliminarily determines that raw honey from Argentina is being, or is likely to be, sold in the United States at less than fair value (LTFV). The period of investigation is April 1, 2020, through March 31, 2021. Interested parties are invited to comment on this preliminary determination.

The Department of Commerce (Commerce) preliminarily determines that raw honey from Ukraine is being, or is likely to be, sold in the United States at less than fair value. The period of investigation is April 1, 2020, through March 31, 2021. Interested parties are invited to comment on this preliminary determination.

The Department of Commerce (Commerce) preliminarily determines that raw honey from Brazil is being, or is likely to be, sold in the United States at less than fair value. The period of investigation is April 1, 2020, through March 31, 2021. Interested parties are invited to comment on this preliminary determination.

Based on affirmative final determinations by the Department of Commerce (Commerce) and the International Trade Commission (ITC), Commerce is issuing antidumping duty orders on thermal paper from Germany, Japan, the Republic of Korea (Korea), and Spain.

On October 8, 2021, the Department of Commerce (Commerce) published the initiation and preliminary results of a changed circumstances review (CCR) of the antidumping duty (AD) order on certain activated carbon (activated carbon) from the People's Republic of China (China). For these final results, Commerce continues to find that Ningxia Huahui Environmental Technology Co., Ltd. (Huahui Environmental) is the successor in-interest to Ningxia Huahui Activated Carbon Co., Ltd. (Ningxia Huahui) and should be assigned the same AD cash deposit rate assigned to Ningxia Huahui for purposes of determining AD liability in this proceeding.

The United States Travel and Tourism Advisory Board (Board or TTAB) will hold a meeting on Friday, December 3, 2021. The Board advises the Secretary of Commerce on matters relating to the U.S. travel and tourism industry. The purpose of the meeting is for Board members to discuss and potentially adopt recommendations for the Secretary in the areas of (1) top issues facing the sector related to climate change and (2) actions to provide for employment in the sector. The final agenda will be posted on the Department of Commerce website for the Board at https://www.trade.gov/ttab-meetings at least two days prior to the meeting.

The Department of Commerce (Commerce) determines that Sucroal S.A. (Sucroal), a producer/exporter of citric acid and certain citrate salts (citric acid) from Colombia, sold subject merchandise at prices below normal value during the period of review (POR) July 1, 2019, through June 30, 2020.

The Department of Commerce (Commerce) determines that certain pasta (pasta) from Italy was sold in the United States at less than normal value during the period of review (POR) July 1, 2019, through June 30, 2020.

Based on affirmative final determinations by the Department of Commerce (Commerce) and the International Trade Commission (ITC), Commerce is issuing antidumping duty orders on certain aluminum foil (aluminum foil) from the Republic of Armenia (Armenia), Brazil, the Sultanate of Oman (Oman), the Russian Federation (Russia), and the Republic of Turkey (Turkey).

The Department of Commerce (Commerce) determines that certain producers/exporters of certain steel wheels 12 to 16.5 inches in diameter (steel wheels) from the People's Republic of China (China) received countervailable subsidies during the period of review (POR) February 25, 2019, through December 31, 2019.

The Department of Commerce (Commerce) determines that the sole producer or exporter subject to this review made sales of subject merchandise in the United States at less than normal value during the period of review (POR), September 1, 2019, through August 31, 2020.

The Department of Commerce (Commerce) assigned Reliance Industries Limited (RIL), the sole respondent subject to this antidumping duty (AD) administrative review, a dumping margin based on total adverse facts available (AFA). The period of review (POR) is July 1, 2019, through June 30, 2020.

On October 27, 2021, the U.S. Court of International Trade (CIT) issued its final judgment in Diamond Sawblades Manufacturers' Coalition v. United States, Court No. 17-00167, sustaining the Department of Commerce (Commerce)'s second remand results pertaining to the administrative review of the antidumping duty (AD) order on diamond sawblades and parts thereof from the People's Republic of China (China) covering the period from November 1, 2014, through October 31, 2015. Commerce is notifying the public that it is amending the final results of review with respect to the dumping margin assigned to Bosun Tools Co., Ltd. (Bosun) and the 22 non-selected respondents that received a separate rate.
