Certain Stilbenic Optical Brightening Agents From Taiwan: Preliminary Results of Antidumping Duty Administrative Review; 2014-2015
The Department of Commerce (the Department) is conducting an administrative review of the antidumping duty order on certain stilbenic optical brightening agents (OBAs) from Taiwan. The period of review (POR) is May 1, 2014, through April 30, 2015. The review covers one producer/exporter of the subject merchandise, Teh Fong Ming International Co., Ltd. (TFM). We preliminarily find that TFM has sold subject merchandise at less than normal value. Interested parties are invited to comment on these preliminary results.
Stainless Steel Butt-Weld Pipe Fittings From Italy: Preliminary Results of Antidumping Duty Administrative Review; 2014-2015
For the preliminary results of administrative review of the antidumping duty order on stainless steel butt-weld pipe fittings from Italy, the Department of Commerce (the Department) preliminarily determines that sales of subject merchandise by Filmag Italia Spa (Filmag) were made at less than normal value during the period of review.\1\ The period of review is February 1, 2014, through January 31, 2015. Interested parties are invited to comment on these preliminary results.
Crystalline Silicon Photovoltaic Cells, Whether or Not Assembled Into Modules, From the People's Republic of China: Final Results of the Changed Circumstances Review
On October 21, 2015, the Department of Commerce (the ``Department'') published a notice of preliminary results of a changed circumstance review (``CCR'') of the antidumping duty (``AD'') order on crystalline silicon photovoltaic cells, whether or not assembled into modules (``solar cells''), from the People's Republic of China (``PRC'').\1\ Based on our analysis of the comments from interested parties, we continue to find that Neo Solar Power Corporation (``Neo Solar'') is not the successor-in-interest to DelSolar Co., Ltd. (``DelSolar Taiwan'') for purposes of determining AD liability in this proceeding for these final results and, as such, is subject to the PRC- wide entity cash deposit rate with respect to entries of subject merchandise.

Certain Pasta From Italy: Final Results, and Rescission, in Part, of Countervailing Duty Administrative Review; 2013
The Department of Commerce (Department) has conducted an administrative review of the countervailing duty (CVD) order on certain pasta from Italy. On August 10, 2015, we published the Preliminary Results for this administrative review.\1\ The period of review (POR) is January 1, 2013, through December 31, 2013. We find that DeMatteis Agroalimentare S.p.A. (also known as, De Matteis Agroalimentare SpA) (DeMatteis) received countervailable subsidies and La Molisana S.p.A. (La Molisana) received de minimis countervailable subsidies during the POR. These rates are shown below in the final results of review section. As discussed below, we are rescinding the review with respect to La Molisana Industrie Alimentari S.p.A. (LMIA).

The Secretary of Commerce, through the Office of Trade and Economic Analysis (``OTEA''), issued an amended Export Trade Certificate of Review to the United States Surimi Commission on February 10, 2016.
Notice of Imminent Establishment of the United States-Mexico Energy Business Council and Solicitation of Nominations for U.S. Private Sector Members
The U.S. Department of Commerce announces the imminent establishment of the United States-Mexico Energy Business Council (the ``Council'') with U.S. Department of Energy, the Ministry of Economy of the United Mexican States, and the Ministry of Energy of the United Mexican States, and is soliciting nominations for U.S. private sector members. The Council is expected to have as its objective bringing together representatives of the respective energy industries of the United States and Mexico to discuss issues of mutual interest, particularly ways to strengthen the economic and commercial ties between energy industries in the two countries, and communicating actionable, non-binding recommendations to the U.S. and Mexican governments.
Silicomanganese From Australia: Final Determination of Sales at Less Than Fair Value
The Department of Commerce (``the Department'') determines that imports of silicomanganese from Australia are being sold in the United States at less than fair value (``LTFV''), as provided in section 735 of the Tariff Act of 1930, as amended (the ``Act''). The final weighted-average dumping margins of sales at LTFV are listed below in the section entitled ``Final Determination Margins.''
Certain Cut-to-Length Carbon Steel Plate From the People's Republic of China: Initiation of Circumvention Inquiry on Antidumping Duty Order
In response to a request from Nucor Corporation and SSAB Enterprises LLC (collectively ``Domestic Producers''), the Department of Commerce (``Department'') is initiating a circumvention inquiry, pursuant to section 781(c) of the Tariff Act of 1930, as amended (the ``Act''), to determine whether certain imports of certain cut-to-length carbon steel plate (``CTL plate'') are circumventing the antidumping duty order on CTL plate from the People's Republic of China (``PRC'').\1\
Certain Pasta From Italy: Final Results of Antidumping Duty Administrative Review; 2013-2014
On August 7, 2015, the Department of Commerce (the Department) published the preliminary results of the antidumping duty administrative review of certain pasta (pasta) from Italy and gave interested parties an opportunity to comment on the Preliminary Results.\1\
Polyethylene Terephthalate Film, Sheet, and Strip From India: Final Results of Antidumping Duty Administrative Review; 2013-2014
For the final results of the administrative review of the antidumping duty (AD) order on polyethylene terephthalate film, sheet, and strip (PET Film) from India, we find that Jindal Poly Films Limited (Jindal) and the four-non selected respondents made sales of subject merchandise at less than normal value; we also find that SRF Limited (SRF) did not make sales of subject merchandise at less than normal value. The period of review is July 1, 2013, through June 30, 2014.
Polyethylene Terephthalate Film, Sheet, and Strip From India: Final Results of Countervailing Duty Administrative Review; 2013
On August 6, 2015, the Department published the preliminary results of the administrative review of the countervailing duty order on polyethylene terephthalate film, sheet, and strip (PET film) from India.\1\ The period of review (POR) is January 1, 2013, through December 31, 2013.\2\ Based on an analysis of the comments received, the Department has made changes to the subsidy rate determined for Jindal Poly Films Limited (Jindal). The final subsidy rates are listed in the ``Final Results of Administrative Review'' section below.
Potassium Permanganate From the People's Republic of China: Preliminary Results of the 2014 Antidumping Duty Administrative Review
In response to a request by Pacific Accelerator Limited (``PAL''), the Department of Commerce (the ``Department'') is conducting an administrative review of the antidumping duty (``AD'') order on potassium permanganate from the People's Republic of China (the ``PRC'') for the period of review (``POR'') January 1, 2014, through December 31, 2014.\1\ The Department preliminarily determines that PAL sold subject merchandise in the United States at prices below normal value (``NV'') during the POR. If these preliminary results are adopted in the final results, the Department will instruct U.S. Customs and Border Protection (``CBP'') to assess antidumping duties on all appropriate entries of subject merchandise during the POR. Interested parties are invited to comment on these preliminary results.
Aluminum Extrusions From the People's Republic of China: Notice of Court Decision Not in Harmony With Final Scope Ruling and Notice of Amended Final Scope Ruling Pursuant to Court Decision
On January 20, 2016, the United States Court of International Trade (CIT or Court) sustained the Department of Commerce's (Department) third and final results of redetermination,\1\ in which the Department determined, under protest, that certain refrigerator/ freezer trim kits meet the description of excluded finished goods kits and are therefore not covered by the scope of the Orders,\2\ pursuant to the CIT's remand order in Meridian LLC v. United States, Court No. 13-00018, Slip Op. 15-67 (CIT June 23, 2015) (Meridian IV).
Notice of Initiation and Preliminary Results of Antidumping Duty Changed Circumstances Review: Drawn Stainless Steel Sinks From the People's Republic of China
The Department of Commerce (the Department) is initiating a changed circumstances review (CCR) of the antidumping duty (AD) order on drawn stainless steel sinks from the People's Republic of China (PRC) with regard to Ningbo Afa Kitchen and Bath Co., Ltd. (Ningbo). We preliminarily determine that Ningbo is the successor-in-interest to Yuyao Afa Kitchenware Co., Ltd. (Yuyao) for purposes of determining AD liability. Interested parties are invited to comment on these preliminary results.
Citric Acid and Certain Citrate Salts From Canada: Preliminary Results of Antidumping Duty Administrative Review; 2014-2015
The Department of Commerce (the Department) is conducting an administrative review of the antidumping duty order on citric acid and certain citrate salts (citric acid) from Canada. The period of review (POR) is May 1, 2014, through April 30, 2015. The review covers one producer/exporter of the subject merchandise, Jungbunzlauer Canada Inc. (JBL Canada). We preliminarily determine that sales of subject merchandise by JBL Canada were not made at prices below normal value (NV). We invite interested parties to comment on these preliminary results.

Certain Magnesia Carbon Bricks From Mexico and the People's Republic of China: Continuation of Antidumping Duty Orders and Countervailing Duty Order
As a result of the determinations by the Department of Commerce (``the Department'') and the International Trade Commission (``ITC'') that revocation of the antidumping duty (``AD'') orders on certain magnesia carbon bricks (``MCBs'') from Mexico and the People's Republic of China (``PRC'') and the countervailing duty (``CVD'') order on MCBs from the PRC would likely lead to a continuation or recurrence of dumping and countervailable subsidies and material injury to an industry in the United States, the Department is publishing a notice of continuation of the antidumping duty orders and the countervailing duty order.

On October 7, 2015, the Department of Commerce (the Department) published the Preliminary Results of the administrative review of the antidumping duty order on certain lined paper products (CLPP) from India in accordance with section 751(a)(1)(B) of the Tariff Act of 1930, as amended (the Act).\1\ The period of review (POR) is September 1, 2013, through August 31, 2014. This review covers two mandatory respondents, Kokuyo Riddhi Paper Products Private Limited \2\ (Kokuyo Riddhi) and SAB International (SAB), and one respondent not individually examined, Navneet Publications (India) Ltd./Navneet Education Limited (Navneet).\3\ We invited interested parties to comment on the Preliminary Results. We received no comments or hearing requests from any interested parties. Therefore, we have made no changes for the final results. The final weighted-average dumping margins for Kokuyo Riddhi, SAB and Navneet are listed below in the section titled ``Final Results of the Review.''
