Request for Nominations for the Industry Trade Advisory Committees (ITACs); Amendment

This notice amends the Department of Commerce, International Trade Administration Request for Nominations for the Industry Trade Advisory Committees (ITACs) of February 24, 2014 (79 FR 10099) to revise the eligibility criteria to permit federally-registered lobbyists to apply for membership on the ITACs. The Department of Commerce and the Office of the U.S. Trade Representative no longer maintain an eligibility restriction prohibiting federally-registered lobbyists from applying for appointment on the ITACs in light of a recent policy clarification that the eligibility restriction does not apply to advisory committee members who serve in a representative capacity. The Secretary of Commerce (the Secretary) and the United States Trade Representative (the USTR) will now consider nominations of federally-registered lobbyists for appointment on the 16 ITACs. All other eligibility criteria continue to apply. The full notice is republished in its entirety below for convenience. In February 2014, the Secretary of Commerce (the Secretary) and the United States Trade Representative (the USTR) renewed the charters of the 16 Industry Trade Advisory Committees (ITACs) and the Committee of Chairs of the ITACs for a four-year term to expire on February 14, 2018. The ITACs provide detailed policy and technical advice, information, and recommendations to the Secretary and the USTR regarding trade barriers, negotiation of trade agreements, and implementation of existing trade agreements affecting industry sectors; and perform other advisory functions relevant to U.S. trade policy matters as may be requested by the Secretary and the USTR or their designees. There are currently opportunities for membership on each ITAC. Nominations will be accepted for current vacancies and those that occur throughout the remainder of the charter term, which expires on February 14, 2018.
Certain Frozen Warmwater Shrimp From Thailand: Final Results of Antidumping Duty Administrative Review, Final Determination of No Shipments, and Partial Rescission of Review; 2012-2013

On March 24, 2014, the Department of Commerce (the Department) published the preliminary results of the administrative review of the antidumping duty order on certain frozen warmwater shrimp from Thailand.\1\ The period of review (POR) is February 1, 2012, through January 31, 2013. Based on our analysis of the comments received, we made certain changes in the margin calculations. Therefore, the final results differ from the preliminary results. For the final results, we continue to find that all companies involved in this review sold subject merchandise at less than normal value. Finally, we find that 12 companies had no shipments of subject merchandise during the POR.

The Department of Commerce (the Department) completed the administrative review of the countervailing duty (CVD) order on circular welded carbon steel pipes and tubes (steel pipes and tubes) from Turkey for the January 1, 2012, through December 31, 2012, period of review (POR) in accordance with section 751(a) of the Tariff Act of 1930, as amended (the Act). This review covers multiple exporters/ producers, one of which is being individually examined as a mandatory respondent. We determine that the net subsidy rate for the sole mandatory respondent, Borusan Mannesmann Boru Sanayi ve Ticaret A.S. (BMB), and Borusan Istikbal Ticaret T.A.S. (Istikbal), (collectively, the Borusan Companies), although revised from the preliminary results, continues to be de minimis. We further continue to find that the net subsidy rates for Erbosan Erciyas Boru Sanayi ve Ticaret A.S. (Erbosan AS) and Erbosan Erciyas Pipe Industry and Trade Co. Kayseri Free Zone Branch (Erbosan FZB), (collectively Erbosan), and Tosyali dis Ticaret A.S. (Tosyali) and Toscelik Profil ve Sac Endustrisi A.S. (Toscelik Profil), (collectively, Toscelik), the two firms not individually examined in this review, are de minimis and 0.83 percent ad valorem, respectively. Additionally, the Department is rescinding the review of three companies that timely certified that they had no shipments of subject merchandise during the POR.
Saccharin From the People's Republic of China: Final Results of Expedited Second Sunset Review of Antidumping Duty Order

The period of review (POR) is January 1, 2012, through December 31, 2012. This review covers two exporters/ producers of the subject merchandise, DeMatteis Agroalimentare S.p.A. (DeMatteis) (also known as, ``DeMatteis Agroalimentare SpA'') and Fratelli DeCecco di Filippo Fara San Martino S.p.A. (DeCecco) (also known as ``F.lli De Cecco di Filippo Fara San Martino S.p.A.''), as mandatory company-respondents. We preliminarily find that DeMatteis received countervailable subsidies during the POR, and that DeCecco received de minimis countervailable subsidies during the POR. The Department is also rescinding the review of one company, Delverde Industrie Alimentari S.p.A., which timely withdrew its request for review. Certain Pasta From Italy: Preliminary Results of Antidumping Duty Administrative Review and Partial Rescission; 2012-2013

In response to requests from interested parties, the Department of Commerce (the Department) is conducting an administrative review of the antidumping duty order on certain pasta (pasta) from Italy,\1\ covering the period July 1, 2012, through June 30, 2013. The review covers 10 companies, two of which are mandatory respondents: Rummo S.p.A. Molino e Pastificio and its two affiliates (Rummo S.p.A., Lenta Lavorazione, and Pasta Castiglioni) (collectively, the Rummo Group), and Molino e Pastificio Tomasello S.p.A. (Tomasello). The remaining eight companies were not selected for individual examination.\2\ We preliminarily determine that the Rummo Group made sales of subject merchandise at less than normal value during the period of review (POR), and that Tomasello did not.
Reestablishment of the Renewable Energy and Energy Efficiency Advisory Committee and Solicitation of Nominations for Membership; Amendment

This notice amends the Department of Commerce, International Trade Administration Notice of Reestablishment of the Renewable Energy and Energy Efficiency Advisory Committee (the Committee) and Solicitation of Nominations for Membership of June 23, 2014 (79 FR 35524) to revise the eligibility criteria to permit federally- registered lobbyists to apply for membership on the Committee. The Department of Commerce recently revised its policy regarding appointment of federally-registered lobbyists to Department advisory committees following a policy clarification by the Office of Management and Budget that the eligibility restriction does not apply to advisory committee members who serve in a representative capacity (see 79 FR 47482). Notwithstanding the language in the Committee charter, the Secretary of Commerce (the Secretary) will now consider nominations of federally-registered lobbyists for appointment on the Committee. We are in the process of amending the charter. This notice also extends the deadline for submitting applications to August 29, 2014. All other eligibility criteria continue to apply. In June 2014, the Department of Commerce reestablished the Committee. The Committee advises the Secretary regarding the development and administration of programs and policies to expand the competitiveness of U.S. exports of renewable energy and energy efficiency goods and services, in accordance with applicable United States regulations. The Committee's work on energy efficiency focuses on technologies, services, and platforms that provide system-level energy efficiency to electricity generation, transmission, and distribution. These include smart grid technologies and services, as well as equipment and systems that increase the resiliency of power infrastructure. For the purposes of this Committee, covered goods and services will not include vehicles, feedstock for biofuels, or energy efficiency at it relates to consumer goods. Non-fossil fuels that are considered renewable fuels (e.g., liquid biofuels and pellets) are included.
Certain Crystalline Silicon Photovoltaic Products From Taiwan: Notice of Amended Preliminary Determination of Sales at Less Than Fair Value

The Department of Commerce (the Department) completed the administrative review of the countervailing duty (CVD) order on cut- to-length carbon-quality steel plate (CTL Plate) from the Republic of Korea for the January 1, 2012, through December 31, 2012, period of review (POR) in accordance with section 751(a) of the Tariff Act of 1930, as amended (the Act). This review covers multiple exporters/ producers, one of which is being individually examined as a mandatory respondent. We determine that Dongkuk Steel Mill Co., Ltd. (DSM) received a de minimis net subsidy rate during the POR. We have used DSM's total net subsidy rate as the rate for the remaining five companies subject to review. Additionally, the Department has rescinded the review of five companies that timely certified that they had no shipments of subject merchandise to the United States during the POR. Our analysis of comments received is contained in the Decision Memorandum accompanying this Federal Register notice.\1\ The final net subsidy rates are listed below in the ``Final Results of Review'' section. These subsidy rates are unchanged from the Preliminary Results.\2\

The Department of Commerce (the Department) conducted an administrative review of the countervailing duty order on multilayered wood flooring (wood flooring) from the People's Republic of China (PRC).\1\ On January 27, 2014, the Department published the Preliminary Results for this administrative review.\2\ The period of review (POR) is April 6, 2011, through December 31, 2011. This review covered multiple exporters/producers, two of which were individually reviewed as mandatory respondents, with another being individually reviewed as a voluntary respondent. The Department finds that the mandatory respondents, Armstrong Wood Products (Kunshan) Co., Ltd. (also known as, ``Armstrong Wood Products Kunshan Co., Ltd.'') (Armstrong) and The Lizhong Wood Industry Limited Company of Shanghai (also known as, ``Shanghai Lizhong Wood Products Co., Ltd.'') (Lizhong), as well as voluntary respondent, Fine Furniture (Shanghai) Limited (Fine Furniture), received countervailable subsidies during the POR. We are applying rates to the other firms subject to this review based on the countervailing duty rates calculated for the respondents individually examined. The Department also rescinds the review of one company, Changzhou Hawd Flooring Co., Ltd., that timely certified that it had no shipments of subject merchandise to the United States during the POR.
