Countervailing Duty Investigation of 1,1,1,2-Tetrafluoroethane From the People's Republic of China: Amended Affirmative Preliminary Determination
The purpose of this amended affirmative preliminary determination is to correct a significant ministerial error in the preliminary determination, published on April 18, 2014, that countervailable subsidies are being provided to producers and exporters of 1,1,1,2 tetrafluoroethane (``tetrafluoroethane'') from the People's Republic of China (``PRC'').

Fresh Garlic From the People's Republic of China: Partial Rescission of the 19th Antidumping Duty Administrative Review; 2012-2013
The Department of Commerce (the Department) is conducting the 19th administrative review of the antidumping duty order on fresh garlic from the People's Republic of China (PRC) covering the period of review November 1, 2012, through October 31, 2013. Initiation of Antidumping and Countervailing Duty Administrative Reviews
The Department of Commerce (``the Department'') has received requests to conduct administrative reviews of various antidumping and countervailing duty orders and findings with April anniversary dates. In accordance with the Department's regulations, we are initiating those administrative reviews.

The Department of Commerce (``Department'') preliminarily determines that 1,1,1,2-Tetrafluoroethane (``tetrafluoroethane'') from the People's Republic of China (``PRC'') is being, or is likely to be, sold in the United States at less than fair value (``LTFV''), as provided in section 733 of the Tariff Act of 1930, as amended (``the Act''). The period of investigation (``POI'') is April 1, 2013, through September 30, 2013. The estimated margins of sales at LTFV are shown in the ``Preliminary Determination'' section of this notice. The final determination will be issued 135 days after publication of this preliminary determination in the Federal Register. Interested parties are invited to comment on this preliminary determination.
Pure Magnesium From the People's Republic of China: Notice of Court Decision Not in Harmony With Final Results and Notice of Amended Final Results
On February 5, 2014, the United States Court of Appeals for the Federal Circuit (``CAFC'') affirmed the judgment of the United States Court of International Trade (``CIT'') sustaining the Department of Commerce's (``the Department'') final results of redetermination pursuant to remand of the 2008-2009 antidumping duty administrative review of pure magnesium from the People's Republic of China (``PRC'') (``Remand Redetermination'').\1\ Consistent with the decision of the CAFC in Timken Co. v. United States, 893 F.2d 337 (Fed. Cir. 1990) (``Timken''), as clarified by Diamond Sawblades Mfrs. Coalition v. United States, 626 F.3d 1374 (CAFC 2010) (``Diamond Sawblades''), the Department is notifying the public that the final judgment in this case is not in harmony with the Department's Final Results and is amending the Final Results of the administrative review of pure magnesium from the PRC with respect to the margin assigned to Tianjin Magnesium International Co., Ltd. (``TMI'') covering the period of review (``POR'') May 1, 2008, through April 30, 2009.\2\
Certain Steel Threaded Rod From the People's Republic of China: Preliminary Results and Partial Rescission of the Antidumping Duty Administrative Review; 2012-2013
The Department of Commerce (the ``Department'') is conducting the fourth administrative review of the antidumping duty order on certain steel threaded rod (``STR'') from the People's Republic of China (``PRC''),\1\ for the period of review (``POR''), April 1, 2012, to March 31, 2013. The Department preliminarily determines that RMB Fasteners Ltd., IFI & Morgan Ltd., and Jiaxing Brother Standard Part Co., Ltd. (collectively ``the RMB/IFI Group'') sold subject merchandise in the United States at prices below normal value (``NV''). If these preliminary results are adopted in the final results, the Department will instruct U.S. Customs and Border Protection (``CBP'') to assess antidumping duties on all appropriate entries of subject merchandise during the POR. Interested parties are invited to comment on these preliminary results.
Calcium Hypochlorite From the People's Republic of China: Preliminary Affirmative Countervailing Duty Determination, and Alignment of Final Countervailing Duty Determination With Final Antidumping Duty Determination

Frontseating Service Valves From the People's Republic of China: Preliminary Results of Antidumping Duty Administrative Review; Preliminary Determination of No Shipments; 2012-2013
The Department of Commerce (``the Department'') is conducting an administrative review of the antidumping duty order on frontseating service valves from the People's Republic of China (``PRC''). The period of review (``POR'') is April 1, 2012, through March 31, 2013. The review covers two exporters of subject merchandise, Zhejiang DunAn Hetian Metal Co., Ltd. (``DunAn'') and Zhejiang Sanhua Co., Ltd. (``Sanhua''). The Department preliminarily finds that DunAn did not have reviewable transactions during the POR. In addition, we preliminarily determine that Sanhua made sales of subject merchandise at less than normal value during the POR. Interested parties are invited to comment on these preliminary results.
Renewable Energy and Energy Efficiency Advisory Committee
The Renewable Energy and Energy Efficiency Advisory Committee (RE&EEAC) will meet on June 12, 2014 to consider proposed recommendations from the U.S. Competitiveness, Trade Policy, Finance and Trade Promotion Subcommittees that address issues affecting U.S. competitiveness in exporting renewable energy and energy efficiency (RE&EE) products and services. This will be the final meeting of the RE&EE Advisory Committee under its current charter.

Pure Magnesium from the People's Republic of China: Final Results of Antidumping Duty Administrative Review; 2012-2013
On February 25, 2014, the Department of Commerce (``the Department'') published in the Federal Register the preliminary results of the administrative review of the antidumping duty order on pure magnesium from the People's Republic of China (``PRC'') covering the period May 1, 2012 through April 30, 2013.\1\ This review covers one PRC company, Tianjin Magnesium International, Co., Ltd. (``TMI'') and Tianjin Magnesium Metal Co., Ltd. (``TMM'') (collectively ``TMI/ TMM'').\2\ The Department gave interested parties an opportunity to comment on the Preliminary Results, but we received no comments. Hence, these final results are unchanged from the Preliminary Results and we continue to find that TMI/TMM did not have reviewable entries during the period of review (``POR'').
Certain Activated Carbon From the People's Republic of China: Preliminary Results of Antidumping Duty Administrative Review; 2012-2013
In response to requests from interested parties, the Department of Commerce (``Department'') is conducting the administrative review of the antidumping duty order on certain activated carbon from the People's Republic of China (``PRC'') for the period of review (``POR'') April 1, 2012, through March 31, 2013. Solid Fertilizer Grade Ammonium Nitrate From the Russian Federation; Preliminary Results of Antidumping Duty Administrative Review; 2012-2013
The Department of Commerce (the Department) is conducting an administrative review of the antidumping duty order on solid fertilizer grade ammonium nitrate (ammonium nitrate) from the Russian Federation. The review covers two groups of producers/exporters of the subject merchandise, JSC Acron and its affiliate JSC Dorogobuzh (collectively, Acron) and MCC EuroChem and its affiliates OJSC NAK Azot and OJSC Nevinnomyssky Azot (collectively, EuroChem). The period of review (POR) is April 1, 2012, through March 31, 2013. We preliminarily determine that sales of subject merchandise to the United States have not been made at prices below normal value (NV). We invite all interested parties to comment on these preliminary results.

Laminated Woven Sacks From the People's Republic of China: Notice of Court Decision Not in Harmony With Final Results and Amended Final Results of the Antidumping Duty Administrative Review; 2009-2010
On December 13, 2013, the United States Court of Appeals for Federal Circuit (CAFC), issued its decision in AMS Associates, Inc. v. United States, 737 F.3d 1338 (CAFC 2013) (AMS II), affirming the Court of International Trade's (CIT) decision in AMS Associates, Inc. v. United States, 881 F. Supp. 2d 1374 (CIT 2012) (AMS I). In AMS I, the CIT held that the Department of Commerce (the Department) exceeded its authority under 19 CFR 351.225(l) by retroactively suspending liquidation of entries of laminated woven sacks (LWS) produced in the People's Republic of China (PRC) using fabric imported from third- countries. Accordingly, the CIT remanded the case and ordered the Department to issue instructions to U.S. Customs and Border Protection (CBP) to lift the suspension of liquidation and liquidate the affected entries without regard to duties. Consistent with the decision of the CAFC in Timken,\1\ as clarified by Diamond Sawblades,\2\ the Department is notifying the public that the final judgment in this case is not in harmony with the Department's AR2 Final Results,\3\ that it will liquidate the entries at issue in AMS I and AMS II without regard to duties, and that it is amending the effective date of its country of origin determination regarding LWS produced in the PRC from imported fabric.
Circular Welded Carbon Quality Steel Line Pipe From the People's Republic of China: Continuation of Antidumping and Countervailing Duty Orders
The Department of Commerce (the ``Department'') has determined that revocation of the antidumping duty (``AD'') order on circular welded carbon quality steel line pipe from the People's Republic of China (``PRC'') would likely lead to continuation or recurrence of dumping, and that revocation of the countervailing duty (``CVD'') order on circular welded carbon quality steel line pipe from the PRC would likely lead to continuation or recurrence of a countervailable subsidy. The U.S. International Trade Commission (the ``USITC'') has also determined that revocation of these AD and CVD orders would likely lead to a continuation or recurrence of material injury to an industry in the United States. The Department is publishing this notice of the continuation of these AD and CVD orders.
Fresh Garlic From the People's Republic of China: Preliminary Results of the New Shipper Review of Jinxiang Merry Vegetable Co., Ltd. and Cangshan Qingshui Vegetable Foods Co., Ltd.
The Department of Commerce (``the Department'') is conducting a new shipper review of Jinxiang Merry Vegetable Co., Ltd. (``Merry'') and Cangshan Qingshui Vegetable Foods Co., Ltd. (``Qingshui'') regarding the antidumping duty order on fresh garlic from the People's Republic of China (``the PRC''). The period of review (``POR'') is November 1, 2012, through April 30, 2013. Certain Pasta From Italy: Notice of Preliminary Results of Antidumping Duty Changed Circumstances Review
On August 10, 2012, the Department of Commerce (``Department'') initiated a changed circumstances review of the antidumping duty order on certain pasta from Italy in order to determine whether Delverde Industrie Ailimentari S.p.A. (``Delverde'') is the successor-in-interest to Del Verde S.p.A., a company excluded from the order.\1\ We preliminarily determine that Delverde is not the successor-in-interest to Del Verde S.p.A. Interested parties are invited to comment on these preliminary results.
Freshwater Crawfish Tail Meat From the People's Republic of China: Continuation of Antidumping Duty Order
The Department of Commerce (the Department) and the International Trade Commission (the ITC) determined that revocation of the antidumping duty (AD) order on freshwater crawfish tail meat from the People's Republic of China (PRC) would likely lead to continuation or recurrence of dumping and material injury to an industry in the United States. Therefore, the Department is publishing a notice of continuation of this AD order.

On March 3, 2014, the Department of Commerce (``the Department'') initiated the sunset review of the antidumping duty order on frontseating service valves from the People's Republic of China (``PRC'').\1\ Because no domestic interested party filed a notice of intent to participate in response to the Initiation Notice by the applicable deadline, the Department is revoking the antidumping duty order on frontseating service valves from the PRC.

Renewable Energy and Energy Efficiency Advisory Committee
The Renewable Energy and Energy Efficiency Advisory Committee (RE&EEAC) will meet via conference call on May 15, 2014. The RE&EEAC agenda is now amended. The Committee will hear updates from four subcommittees: trade policy, finance, trade promotion, and U.S. Competiveness. The Committee will offer edits and suggestions on potential recommendations to each subcommittee in preparation for a future RE&EEAC meeting.
