SUMMARY:
Title III of
the Export Trading Company Act of
1982 (15 U.S.C. 4001–21) (‘‘the Act’’)
authorizes the Secretary of Commerce to
issue Export Trade Certificates of
Review. The regulations implementing
Title III are found at 15 CFR part 325
(2013).
The Office of Trade and Economic
Analysis (‘‘OTEA’’) is issuing this notice
pursuant to 15 CFR 325.6(b), which
requires the Secretary of Commerce to
publish a summary of the certification
in the Federal Register. Under Section
305(a) of the Act and 15 CFR 325.11(a),
any person aggrieved by the Secretary’s
determination may, within 30 days of
the date of this notice, bring an action
in any appropriate district court of the
United States to set aside the
determination on the ground that the
determination is erroneous.

ACTION: Issuance of a scientific research

AGENCY:
This notice is hereby given
that NMFS has issued Permit 17781 to
Mr. Robert Clark, Fisheries Program
Supervisor of the U.S. Fish and Wildlife
Service (USFWS), in accordance with
the Endangered Species Act of 1973, as
amended (ESA). In addition, the Final
Environmental Assessment (EA) and
Finding of No Significant Impact
associated with this permit are available
to the public.

Authority
The issuance of permits and permit
modifications, as required by the
Endangered Species Act of 1973 (16
U.S.C. 1531–1543) (ESA), is based on a
finding that such permits/modifications:
(1) Are applied for in good faith; (2)
would not operate to the disadvantage
of the listed species which are the
subject of the permits; and (3) are
consistent with the purposes and
policies set forth in section 2 of the
ESA. Authority to take listed species is
subject to conditions set forth in the
permits. Permits and modifications are
issued in accordance with and are
subject to the ESA and NMFS
regulations (50 CFR parts 222–226)
governing listed fish and wildlife
permits.
Species Covered in This Notice
This notice is relevant to ESA listed
species from the threatened Central
Valley spring-run Chinook salmon
(Oncorhynchus tshawytscha) (springrun Chinook salmon) evolutionarily
significant unit (ESU) and threatened
California Central Valley (CCV)
steelhead (O. mykiss).

NMFS formally initiated a public
review period for review of the permit
application through publication of a
Notice of Receipt (NOR) of the Permit
application in the Federal Register on
December 31, 2013, outlining the
research and enhancement activities
proposed by USFWS and take of ESAlisted spring-run Chinook salmon
proposed under Permit 17781 (28 FR
