In order to support President Obama's National Export Initiative (NEI), the interagency Trade Promotion Coordinating Committee's (TPCC) Renewable Energy and Energy Efficiency Working Group is developing a U.S. Renewable Energy and Energy Efficiency Export Strategy (the Strategy) to guide U.S. government programs supporting U.S. renewable energy and energy efficiency companies wishing to compete for sales abroad. The Strategy focuses on increasing exports of goods and services related to renewable energy and energy efficiency. Not included in this initiative are all goods and services that relate to the transport sector, including biofuels and biofuel feedstock.

As a result, we are amending our preliminary determination to correct certain significant ministerial errors with respect to the antidumping duty margins for a mandatory respondent and for exporters eligible for a separate rate.

On November 9, 2009, the Department of Commerce (the ``Department'') published the preliminary results of the administrative review of the antidumping duty order on certain helical spring lock washers from the People's Republic of China (``PRC''), covering the period October 1, 2007, through September 30, 2008. We gave the interested parties an opportunity to comment on the Preliminary Results. After reviewing the interested parties' comments, we made changes to our calculations for the final results of the review. The final dumping margin for this review is listed in the ``Final Results of the Review'' section below.
Certain Frozen Fish Fillets From the Socialist Republic of Vietnam: Notice of Partial Rescission of the Sixth Antidumping Duty Administrative Review

On September 22, 2009, the Department initiated the August 1, 2008, through July 31, 2009, antidumping duty administrative review on certain frozen fish fillets from Vietnam. On January 11, 2010, the Department of Commerce (the Department) published in the Federal Register the preliminary results of administrative review of the antidumping duty order on hand trucks and certain parts thereof from the People's Republic of China (PRC). The review covers one exporter. The period of review (POR) is December 1, 2007 through November 30, 2008. We gave interested parties an opportunity to comment on the preliminary results. Based on our analysis of the comments received, we have made changes to the margin calculations. Therefore, the final results differ from the preliminary results. The final weighted-average dumping margin for the reviewed firm is listed below in the section entitled ``Final Results of Review.''
Certain Oil Country Tubular Goods From the People's Republic of China: Amended Final Determination of Sales at Less Than Fair Value and Antidumping Duty Order

Based on affirmative final determinations by the Department of Commerce (the ``Department'') and the International Trade Commission (``ITC''), the Department is issuing an antidumping duty order on certain oil country tubular goods (``OCTG'') from the People's Republic of China (``PRC''). On May 14, 2010 the ITC notified the Department of its affirmative determination of threat of material injury to a U.S. industry, and its negative determination of critical circumstances. See Certain Oil Country Tubular Goods from China (Investigation No. 731-TA- 1159 (Final), USITC Publication 4152 (May 2010)). In addition, the Department is amending its final determination as a result of ministerial errors.
Prestressed Concrete Steel Wire Strand From the People's Republic of China: Final Determination of Sales at Less Than Fair Value

On December 23, 2009, the Department of Commerce (the ``Department'') published its notice of preliminary determination of sales at less than fair value (``LTFV'') in the antidumping investigation of prestressed concrete steel strand (``PC strand'') from the People's Republic of China (``PRC'').\1\ The period of investigation (``POI'') is October 1, 2008, through March 31, 2009. We invited interested parties to comment on our preliminary determination. Based on our analysis of the comments received, we have made changes to our margin calculations for the respondents. We determine that PC strand from the PRC is being, or is likely to be, sold in the United States at LTFV as provided in section 735 of the Tariff Act of 1930, as amended (``the Act''). The estimated margins of sales at LTFV are shown in the ``Final Determination Margins'' section of this notice.

Certain Frozen Warmwater Shrimp from Brazil, India, the People's Republic of China and Thailand: Final Results of the Expedited Sunset Reviews of the Antidumping Duty Orders

On January 4, 2010, the Department of Commerce (the Department) initiated sunset reviews of the antidumping duty orders on certain frozen warmwater shrimp from Brazil, India, the People's Republic of China (PRC), and Thailand, pursuant to section 751(c) of the Tariff Act of 1930, as amended (the Act). The Department has conducted expedited (120-day) sunset reviews for these orders pursuant to 19 CFR 351.218(e)(1)(ii)(C)(2). As a result of these sunset reviews, the Department finds that revocation of the antidumping duty orders would be likely to lead to continuation or recurrence of dumping.

The U.S. Department of Commerce (``the Department'') preliminarily determines that seamless refined copper pipe and tube (``copper pipe and tube'') from Mexico is being, or is likely to be, sold in the United States at less than fair value (``LTFV''), as provided in section 733(b)(1)(A) of the Tariff Act of 1930, as amended (``the Act''). The estimated margins of sales at LTFV are listed in the ``Suspension of Liquidation'' section of this notice. Interested parties are invited to comment on this preliminary determination. Pursuant to a request submitted on behalf of the respondents, IUSA S.A. de C.V. (``IUSA'') and Nacional de Cobre, S.A. de C.V. (``Nacobre''), we are postponing for 60 days the final determination and extending provisional measures from a four-month period to not more than six months. Accordingly, we will make our final determination not later than 135 days after publication of the preliminary determination.
