The Bureau of Land Management (BLM) hereby provides constructive notice that the decision approving lands for conveyance to Doyon, Limited, published in the Federal Register on March 11, 2009, will be modified to add one trail easement and to modify another trail easement to be reserved to the United States pursuant to Sec. 17(b) of ANCSA.

The Bureau of Land Management (BLM) is processing an application for the conveyance of federally owned mineral interests in a 3,548.41-acre parcel of land located in Tooele County, Utah, to the surface owner, US Magnesium LLC.

The Bureau of Land Management (BLM) proposes to establish a supplementary rule reinstating a 14-day camping limit at the Virgin River Canyon Recreation Area within the Arizona Strip Field Office, Arizona Strip District, Mohave County, Arizona. The rule is needed to protect public health and safety, reduce user conflicts within the designated recreation area, and protect the area's natural resources.

This final rule adjusts the level of civil monetary penalties contained in the Bureau of Land Management's (BLM) regulations governing onshore oil and gas operations and coal trespass as required by the Federal Civil Penalties Inflation Adjustment Act Improvements Act of 2015 and consistent with applicable Office of Management and Budget (OMB) guidance. The oil and gas operations penalty adjustments made by this final rule constitute the 2021 annual inflation adjustments, accounting for 1 year of inflation spanning the period from October 2019 through October 2020. The coal trespass inflation adjustments in this rule include the initial ``catch-up'' adjustment for 2016, and the annual adjustments for years 2017 to 2021.

The Bureau of Land Management (BLM) New Mexico State Office (NMSO), Santa Fe, New Mexico (NM), intends to prepare an Environmental Impact Statement (EIS) to analyze the environmental impacts associated with SunZia's application seeking to amend its right-of-way grant for the SunZia Southwest Transmission Project. Proposed amendments to SunZia's right-of-way grant may require plan amendments to the Socorro Field Office Resource Management Plan, the Las Cruces District Mimbres Resource Management Plan, the Sevilleta National Wildlife Refuge Comprehensive Conservation Plan, and the Cibola National Forest Land and Resource Management Plan, which the agencies will analyze in the EIS. BLM NMSO is the lead agency for purposes of the National Environmental Policy Act (NEPA) analysis with the U.S. Fish & Wildlife Service (FWS), U.S. Forest Service (FS), National Park Service (NPS), and other agencies serving as cooperating agencies. This Notice initiates the scoping process and opens a 30-day public comment period to solicit public comments and identify issues.

The sale will be subject to the applicable provisions of Section 203 of the Federal Land Policy and Management Act of 1976 (FLPMA). The BLM has completed an Environmental Assessment (EA) for the sale.

The Bureau of Land Management (BLM) proposes a non-competitive (direct) sale of 84.06 acres to the City of West Wendover. This land is currently part of the City of West Wendover's existing 175.06-acre Recreation and Public Purpose Act (R&PP) lease N-79079/01. The sale will be subject to the applicable provisions of Section 203 of the Federal Land Policy and Management Act of 1976 (FLPMA) and BLM land sale regulations, at no less than the fair market value of $840,000.

The Bureau of Land Management (BLM) is proposing a noncompetitive (direct) sale of 19.5 acres of public land in San Juan County, New Mexico, to Linn and Treciafaye Blancett, to resolve an unauthorized use of public lands. The Carl Levin and Howard P. ``Buck'' McKeon National Defense Authorization Act for Fiscal Year 2015 allows for the direct sale of approximately 19.5 acres of Federal surface estate to resolve this trespass. The sale will be subject to the applicable provisions of the Federal Land Policy and Management Act of 1976 (FLPMA) and the BLM land sale regulations.

For orderly management of the public lands subject to Public Land Order (PLO) 7899, published on Jan. 19, 2021 and extended by 60 days on Feb. 18, 2021, the lands described therein shall not be opened until April 16, 2023. This notice also clarifies that the BLM has not published opening orders for PLOs 7900, 7901, 7902, and 7903 and therefore they have no effective date. These Orders will be included in the process described below for PLO 7899.

The Bureau of Land Management hereby provides constructive notice that it will issue an appealable decision modifying its September 9, 2015 decision (``original decision'') which approved lands for conveyance to Eklutna, Inc., pursuant to the Alaska Native Claims Settlement Act of 1971. The original decision will be modified to make changes to public access easements to be reserved to the United States, to navigability information, and to make a technical correction. Notice of the original decision was published in the Federal Register on September 9, 2015.
