The Bureau of Land Management (BLM) proposes to issue regulations to enable certain Alaska Native Vietnam-era veterans to apply for land allotments under Section 1119 of the John D. Dingell, Jr. Conservation, Management, and Recreation Act of March 12, 2019 (Dingell Act). The Dingell Act requires the BLM to issue regulations to implement the Act's land allotment provisions. This proposed rule would enable certain Alaska Native Vietnam-era veterans who, because of their military service, were not able to apply for an allotment during the late 1960s and early 1970s to do so now.

This Order withdraws, subject to valid existing rights, approximately 37 acres of Federal lands from settlement, sale, location, and entry under the general land laws, including the United States mining laws, mineral leasing laws, and geothermal leasing laws, for a period ending September 18, 2022, for use by the Department of the Army for border security purposes. This withdrawal also transfers administrative jurisdiction of the lands to the Department of the Army.

In accordance with the Paperwork Reduction Act of 1995, we, the Bureau of Land Management (BLM) are proposing to renew an information collection.

In accordance with the National Environmental Policy Act of 1969, as amended, and the Naval Petroleum Reserves Production Act of 1976 (NPRPA), as amended, the Bureau of Land Management (BLM), Alaska State Office, has prepared the Final Environmental Impact Statement (EIS) for the Integrated Activity Plan (IAP) for the National Petroleum Reserve in Alaska (NPR-A) and by this notice is announcing its publication.

The plats of survey for the lands described in this notice are scheduled to be officially filed 30 calendar days after the date of this publication in the BLM Montana State Office, Billings, Montana. The surveys, which were executed at the request of the National Park Service (NPS), Glacier National Park (GNP), West Glacier, Montana, are necessary for the management of these lands.

In compliance with the National Environmental Policy Act of 1969 (NEPA), as amended, the Federal Land Policy and Management Act of 1976 (FLPMA), as amended, the Omnibus Public Land Management Act of 2009 (OPLMA), and the Endangered Species Act of 1973 (ESA), as amended, the Bureau of Land Management (BLM), and the Fish and Wildlife Service (USFWS), as co-lead agencies, announce the availability of the Draft Environmental Impact Statement (EIS) to consider a right-of-way (ROW) application submitted by the Utah Department of Transportation (UDOT) (referred to henceforth as the Northern Corridor Project), and potential amendments to the St. George Field Office and Red Cliffs National Conservation Area (NCA) Resource Management Plans (RMPs).

The purpose of this notice is to request public nominations for members to the Bureau of Land Management's (BLM) Rio Puerco Management Committee (Committee).

This Order revokes portions of a withdrawal created by an Executive Order dated April 17, 1926, which established Public Water Reserve (PWR) No. 107 insofar as it affects 378.29 acres of public lands withdrawn from settlement, sale, location, or entry under the public land laws, including location for non-metalliferous minerals under the United States mining laws, for protection of springs and waterholes. This Order opens the land to the public land laws.

In accordance with the National Environmental Policy Act of 1969, as amended (NEPA), and the Federal Land Policy and Management Act of 1976, as amended, the Department of Interior has prepared a Record of Decision (ROD) to authorize a right-of-way and amend the 1998 Las Vegas Resource Management Plan (RMP) for the Gemini Solar Project, and by this notice, is announcing the availability of the ROD. This constitutes the Final Decision of the Department of the Interior and is effective immediately. The ROD is not subject to administrative appeal.

The Bureau of Land Management (BLM) has examined certain public lands in Montrose County, Colorado, and has found them suitable for classification for lease and subsequent conveyance to Montrose County (County) under the provisions of the Recreation and Public Purposes Act (R&PP), as amended, and Executive Order No. 6910. The lands consist of approximately 44 acres, must conform to the official plat of survey, and are legally described below.

The plats of survey of lands described in this notice are scheduled to be officially filed in the Bureau of Land Management (BLM), Alaska State Office, Anchorage, Alaska. This survey was executed at the request of Sealaska, Corporation and is necessary for the management of these lands.

An application has been filed with the Bureau of Land Management, Idaho State Office (BLM) by William Ditz, acting on behalf of the East Broadway Investment Company, an Idaho Limited Liability Company (EBIC), for a Recordable Disclaimer of Interest from the United States for land lying within railroad station ground right-of-way (ROW) no. IDI-253 in Ada County, Idaho. This notice is intended to inform the public of the pending application.

In accordance with the National Environmental Policy Act of 1969 (NEPA), as amended, and Section 203 of the Federal Land Policy and Management Act of 1976 (FLPMA), as amended, the Bureau of Land Management (BLM), Montana Miles City Field Office (MCFO) has prepared an environmental assessment (EA) and proposal to amend the 2015 MCFO Resource Management Plan (RMP), as amended. The EA is in response to Miles Community College's (MCC) request for a direct sale of the United States' (U.S.) reversionary interest in the Recreation and Public Purpose (R&PP) Act Patent No. 25-92-0078 for 11.83 acres at fair market value of $272,000, under the authority of FLPMA. By this notice, the BLM is announcing the opening of the comment period on the EA, realty action, and Draft RMP amendment.

This notice provides official publication of the legal land descriptions for the Department of the Navy's El Centro Training Range Complex (ECTRC) withdrawal created by the National Defense Authorization Act (NDAA) for Fiscal Year (FY) 1997.

In accordance with the National Environmental Policy Act of 1969, as amended, and the Federal Land Policy and Management Act of 1976, as amended (FLPMA), the Bureau of Land Management (BLM) has prepared a Record of Decision (ROD) to amend the California Desert Conservation Area (CDCA) Plan for the Haiwee Geothermal Leasing Area (HGLA) Project, and by this notice is announcing its availability. The decision amends the CDCA Plan to allow for geothermal leasing within approximately 22,800 acres, authorizes three geothermal lease applications for 4,460 acres of public lands within the HGLA, and modifies the management of four Areas of Critical Environmental Concern (ACECs) to allow for surface occupancy of geothermal development. Part of this decision is subject to appeal under Departmental regulations.

As authorized in the Mineral Leasing Act of 1920, as amended, the Bureau of Land Management (BLM) received a petition for reinstatement of competitive oil and gas lease COC77272 from Caerus Washco, LLC, for lands in Weld County, Colorado. The lessee filed the petition on time, along with all rentals due since the lease terminated. No leases affecting these lands were issued prior to receiving the petition. The BLM proposes to reinstate the lease.

The purpose of this notice is to request public nominations for five members to the Bears Ears National Monument Advisory Committee (BENM-MAC). The BENM-MAC provides information and advice regarding development of the management plan and, as appropriate, management of the Monument. The Monticello Field Office will accept public nominations for 30 days from the date this Notice is posted. Committee duties and responsibilities are solely advisory in nature.

These surveys were executed at the request of Ahtna, Incorporated, the Bering Straits Native Corporation, Kootznoowoo, Incorporated and the BLM, are necessary for the management of these lands.

The Bureau of Land Management (BLM) announces the availability of the Record of Decision (ROD) for the Approved Resource Management Plan (RMP) for the Uncompahgre Field Office located in southwestern Colorado, in Montrose, Delta, Gunnison, Ouray, San Miguel and Mesa counties. The Colorado State Director signed the ROD on April 2, 2020. The ROD makes the Approved RMP effective immediately.
