The Department of Energy, Office of Legacy Management (DOE-LM) has filed an application with the Bureau of Land Management (BLM) requesting that the Secretary of the Interior exercise authority under Title II of the Uranium Mill Tailings Radiation Control Act of 1978 (UMTRCA) and permanently withdraw and transfer administrative jurisdiction to DOE-LM of 869.08 acres of public lands and 3,454.39 acres of Federal mineral estate at the Split Rock Site in Wyoming. The public land and interests in the land would be withdrawn from operation of the general land laws, including the United States mining laws, the mineral and geothermal leasing laws, and the mineral materials disposal laws, subject to valid existing rights, and would be transferred to DOE-LM for long term maintenance and monitoring under a Nuclear Regulatory Commission license as part of the Split Rock Disposal Cell Site. The BLM previously published notice of a DOE-LM application for withdrawal and transfer of jurisdiction for some of these lands and minerals for the same purpose in the Federal Register on April 14, 2008 (73 FR 20062-63). This notice announces a 30-day opportunity for the public to comment on the DOE-LM application.

In compliance with the National Environmental Policy Act of 1969, as amended and the Federal Land Policy and Management Act of 1976, as amended, the Bureau of Land Management (BLM) and the U.S. Department of Agriculture, Forest Service (USFS) Caribou-Targhee National Forest (CTNF), announce the availability of the Final Environmental Impact Statement (EIS) for the proposed Husky 1 North Dry Ridge Phosphate Mine (Project).

The plat of survey of the following described lands is scheduled to be officially filed 30 days after the date of this publication in the Bureau of Land Management (BLM), New Mexico Office, Santa Fe, New Mexico. The survey announced in this notice is necessary for the management of lands administered by the agency indicated.

In compliance with the National Environmental Policy Act of 1969, as amended (NEPA), and the Federal Land Policy and Management Act of 1976, as amended (FLPMA), the Bureau of Land Management (BLM) California Desert District Office, Palm Springs, California, intends to prepare an Environmental Impact Statement (EIS) to consider the effects of the Ivanpah-Control Project (Project) and by this notice is announcing the beginning of the scoping process to solicit public comments and identify issues.

The Bureau of Land Management (BLM) published a document in the Federal Register on October 17, 2022, concerning a proposal to withdraw Federal lands in the Thompson Divide area from all forms of entry, appropriation, and disposal under the public land laws; location, entry, and patent under the mining laws; and operation of the mineral leasing, mineral materials, and geothermal leasing laws, subject to valid existing rights. The document included the date and location of a public meeting that will be held on the proposal; however, it failed to state the time of the meeting.

The Bureau of Land Management (BLM) hereby provides constructive notice that it will issue an appealable decision approving conveyance of the surface and subsurface estates in certain lands to Calista Corporation, an Alaska Native regional corporation, pursuant to the Alaska Native Claims Settlement Act of 1971 (ANCSA). The lands approved for conveyance lie entirely within the Yukon Delta National Wildlife Refuge.

The Bureau of Land Management (BLM) proposes a non-competitive (direct) sale of 24.79 acres of public lands (the parcel) in Fremont County, Wyoming, to the Town of Bairoil pursuant to the Federal Land Policy and Management Act of 1976 (FLPMA), as amended, to allow for community expansion and resolve an unauthorized use of public lands. The sale will be subject to the applicable provisions of section 203 of FLPMA and BLM regulations. The appraised fair market value for the sale parcel is $7,500.00.

On behalf of the Bureau of Land Management (BLM) and the U.S. Department of Agriculture (USDA), Forest Service, the Secretary of the Interior proposes to withdraw approximately 224,793.73 acres, including approximately 200,518.28 acres of National Forest System lands, approximately 15,464.99 acres of BLM-managed public lands, and approximately 8,810.46 acres of reserved Federal mineral interest, from all forms of entry, appropriation, and disposal under the public land laws; location, entry, and patent under the mining laws; and operation of the mineral leasing, mineral materials, and geothermal leasing laws, subject to valid existing rights. The boundary of the proposed withdrawal area also includes approximately 35,472.94 acres of non- Federal lands with no Federal interest, which would not be subject to the proposed withdrawal unless they are subsequently acquired by the Federal Government. The withdrawal is proposed for a period of 20 years to protect agricultural, ranching, wildlife, air quality, recreational, ecological, and scenic values in the Thompson Divide Area of Colorado. This notice segregates the land for 2 years from all forms of entry, appropriation, and disposal under the public land laws; location, entry, and patent under the mining laws; and operation of the mineral leasing, mineral materials, and geothermal leasing laws, subject to valid existing rights, and initiates a 90-day public comment period on the proposed withdrawal.

On behalf of the United States Department of Agriculture, the United States Forest Service (USFS) filed an application with the Bureau of Land Management (BLM) requesting the Secretary of the Interior extend Public Land Order (PLO) No. 6958 for an additional 30- year term. PLO No. 6958 withdrew 220 acres of National Forest System lands in Beaverhead County, Montana, from location and entry under the United States mining laws, subject to valid existing rights, to protect the USFS-managed recreation area. The lands remain open to leasing under the mineral leasing laws, and to such uses as may be made on National Forest System lands. The withdrawal created by PLO No. 6958 will expire on March 1, 2023, unless extended. This notice announces to the public an opportunity to comment on the proposal and announces the date, time, and how to access the virtual public meeting to be held in conjunction with this withdrawal extension application.

As authorized under the provisions of the Federal Land Policy and Management Act of 1976, as amended, notice is hereby given that temporary closures will be in effect on public lands administered by the Bureau of Land Management (BLM), Hassayampa Field Office, to minimize the risk of potential collision during operation of the Vulture Mine Off-Road Challenge off-highway vehicle (OHV) race event, authorized under a special recreation permit (SRP).

The purpose of this notice is to request public nominations for five of the Bureau of Land Management's (BLM) citizens' advisory committees affiliated with specific sites on the BLM's National Conservation Lands. The five advisory committees provide advice and recommendations to the BLM on the development and implementation of management plans in accordance with the statute under which the sites were established. The plats of surveys for the lands described in this notice are scheduled to be officially filed 30 calendar days after the date of this publication in the BLM Montana State Office, Billings, Montana. The surveys, which were executed at the request of the Bureau of Land Management, Billings Field Office, Billings, Montana are necessary for the management of these lands.

This final rule updates the fees set forth in the Department of the Interior's onshore mineral resources regulations for the processing of certain minerals program-related actions. It also adjusts certain filing fees for minerals-related documents. These updated fees include those for actions such as lease renewals, mineral patent adjudications, and Applications for Permits to Drill (APDs).
