Notice of Realty Action: Direct Sale of Public Lands in Mesa County, CO
The Bureau of Land Management (BLM) is proposing a noncompetitive (direct) sale of 48.53 acres of public land in Mesa County, Colorado, to Merial I. Currier of Currier Gravel Pit Inc., to resolve an inadvertent and unauthorized use of public lands. The sale would be subject to applicable provisions of Section 203 of the Federal Land Policy and Management Act of 1976, as amended (FLPMA), and BLM land sale regulations. The proponent would purchase the parcel for the appraised fair market value of the land, which is $80,000.

This Public Land Order (PLO) extends the duration of the withdrawal created by PLO No. 6127, as extended by PLO No. 7471, which would otherwise expire on February 10, 2022, for an additional 20-year term. Notice of Preparation of a Supplemental Environmental Impact Statement for the Willow Master Development Plan
The Bureau of Land Management (BLM) is preparing a Supplemental Environmental Impact Statement (SEIS) to address deficiencies identified by the U.S. District Court for Alaska in the 2020 Willow Master Development Plan (MDP)/Final Environmental Impact Statement (EIS) and Record of Decision (ROD) issued in October 2020, and to ensure compliance with applicable law. The BLM will not be holding a formal scoping period but has begun outreach to stakeholders and will accept input and comments through informal scoping for up to 30 days following the date of publication.
Notice of Intent/Notice of Realty Action: Proposed Resource Management Plan Amendment and an Associated Environmental Assessment for the Direct Sale of 0.66 Acres in the Ely District Office, White Pine County, Nevada
In accordance with the National Environmental Policy Act (NEPA) of 1969, as amended, and the Federal Land Policy and Management Act (FLPMA) of 1976, as amended, the Bureau of Land Management (BLM) Ely District Office, Ely, Nevada, intends to prepare a Resource Management Plan (RMP) amendment (RMPA), with an associated Environmental Assessment (EA), to the 2008 Ely District Record of Decision and Approved RMP. The proposed RMPA would evaluate whether the subject parcel of public land meets the disposal criteria described in Section 203 of the FLPMA, as amended, and allow the direct sale (without competition) of 0.66 acres of BLM managed public land to Nina Higgs, Trustee for Shirley Schena, if the parcel is determined to meet the disposal criteria. The purpose of the sale would be to resolve an inadvertent trespass and the EA would analyze the environmental effects of the direct sale of the land identified for disposal. The sale would be for no less than the appraised fair market value of $10,000. The sale would be subject to the applicable provisions of Section 203 of FLPMA and the BLM land sale regulations. Section 203 of FLPMA states that tracts of public land may be sold because of land use planning required under Section 202 of FLPMA; the subject parcel was not previously identified for disposal in the RMP, therefore the BLM must amend the RMP to allow the proposed sale to proceed. This notice serves to notify the public of the BLM's proposed realty action and initiates the public scoping process to solicit public comments on anticipated issues and planning criteria.

Notice of Application for Withdrawal and a Public Meeting for Guadalupe Cave Resource Protection Area, New Mexico
The Bureau of Land Management (BLM) has received an application from the United States Forest Service (USFS) for the Secretary of the Interior to withdraw 28,513.30 acres of National Forest System lands from location and entry under the United States mining laws, and from leasing under the mineral leasing laws, subject to valid existing rights, for a period of 20 years to protect the Guadalupe Cave Resource Protection Area located on the Guadalupe Ranger District of the Lincoln National Forest in New Mexico. Publication of this notice segregates the lands for two years from location and entry under the United States mining laws, and from leasing under the mineral leasing laws, subject to valid existing rights, and announces an opportunity for the public to comment on the withdrawal application. This notice also announces the date, time, and location of the public meeting. The lands will remain open to all other uses according to the laws applicable to National Forest System lands.
